COUNTY OF SAN DIEGO,
I am a citizen of the United States and a resident of the county aforesaid;
I am over the age of eighteen years, and not a party to or interested in the above entitled matter.
I am principal clerk of the printer of the Carlsbad Journal a newspaper of general circulation,
published twice weekly in the City of Carlsbad, County of San Diego, State of California, and which
newspaper is published for the dissemination of local news and intelligence of a general character, and
which newspaper at all times herein mentioned had and still has a bona fide subscription list of paying
subscribers, and which newspaper has been established, printed and published at regular intervals in
the said City of Carlsbad, County of San Diego, State of California, for a period exceeding one year next
preceding the date of publication of the notice
hereinafter referred to,- and that the notice of
which the annexed is a printed copy, has been
published in each regular and entire issue of said
newspaper and not in any supplement thereof on
the following dates, to-wit:

NOTICE IS GIVEN that the Spe-
cial Municipal Election is to be
held in the City of Carlsbad on
November 3, 1987, at which there
will be submitted to the voters the
following measure:
"Shall Ordinance No. 6082 be
adopted amending Chapter 9.04 of
the Carlsbad Municipal Code to
ratify the existing 2.5% license taxon new construction and to autho-
rize an increase to 3.5% to insure
that new development ^generates
the general revenues necessary to
provide the facilities and services
required, by the Growth Manage-
ment Plan?"
NOTICE IS FURTHER GIVEN
that pursuant to Article 4, Chapter
3, Division 5 of the Elections Code
of the State of California, the leg-
islative body of the City, or any
member or members thereof autho-
rized by the body, or any individual
voter or bona fide association of
citizens, or any combination of vot-
ers and associations, may file a
written argument, not to exceed 300
words in length, for or against the
City measure. Said arguments shall
be accompanied by the statement
required by Elections Code Section
5350. Please call 434-2808 for in-
formation regarding this state-
