As Mayor of Carlsbad for the past four years and your City Councilman for the previous sixteen,
I am extremely proud of the direction of our City. The decision-making process of the Council
has been "What is Best for Carlsbad* and because of that we have seen Carlsbad become one
of the finest cities in the State.
As Mayor, I am proud to be part of these accomplishments: Enforcement of our City's GROWTH
MANAGEMENT PLAN, retaining 40% of our land OPEN SPACE. . . . Expansion of PARK
FACILITIES. . . . Soon-to-be-built LIBRARY at El Camino/Alga and future expansion of our
present LIBRARY. . . . Redevelopment in the Downtown Village. . . . Preservation and
Enhancement of our LAGOONS New SENIOR CENTER with expanded services SEA

JULIANNE L. NYGAARD Age: 45
Trustee, Carlsbad Unified School District
Julie Nygaard, an elected trustee for Carlsbad Schools for the past nine years, served as
President, 1986-87. She is Past President of the San Diego County School Boards Association
and a seven-year member of the California School Boards Association. She serves on
Congressman Packard's Select Advisory Committee.
Julie grew up in Vista and was graduated from Arizona State University with a degree in
Education. She and her family are fifteen-year Carlsbad residents.
Julie's local volunteer experience includes: Board member of Arboretum Foundation; Vice
President, Child Care Commission; Open Space Task Force; and Cablevision Foundation. She
is a founding member of the Carlsbad Soccer Club, regularly works at the Carlsbad Senior
Nutrition Center.
Julie believes, "Carlsbad is facing a critical stage in its development. We must plan for open
space, roads, libraries and cultural needs." Julie was active in the passage of the Growth
Management Plan and is committed to its enforcement.
Julie's school trustee experience taught her to keep an eye on regional events affecting
Carlsbad. "I want us to use, not lose this opportunity to preserve our quality of life in Carlsbad."

I ask not for your MONEY, but something more precious, your VOTE. I represent NO SPECIAL
INTERESTS. For 20 years I have been a Carlsbad leader in various City, civic and service
groups. As Mayor I will continue to serve the needs of the community with vigor and leadership.
Primary issues are DRUGS, WATER, GROWTH, ENVIRONMENT and FISCAL
RESPONSIBILITY.
MARGARET BONAS has twelve years of elected experience: ELECTED to the Carlsbad
Municipal Water District as Director -1978 -1990. REPRESENTED the District, and you, on the
Board of Directors of the San Diego County Water Authority - three years. Served as: Chairman
of the Audit Committee, Vice-Chairman of the Fiscal Policy Committee, Member of the
Engineering and Operations Committee, Public Information Committee, Water Reclamation
Committee, and concurrently served as President and Board Member of the CMWD.
Professional contributions to the community extend beyond City boundaries. PRESIDENT of
the Association of Water Reclamation Agencies -1980 & 1981, DIRECTOR on the San Diego
Region Water Reclamation Agencies (Research and Development) - six years, DIRECTOR on
the Joint Powers Insurance Authority/Association of California Water Agencies, and MEMBER
of the Water Management Committee for Association of California Water Agencies.

JAMES R. SWAB Age: 50
Retired Comptroller/Accountant
Jim Swab has been an activist for eight years in the fight for open space, quality of life, and
reform of the City's pro-growth policies.
"Carlsbad is at the crossroads," Swab says. "We must learn from the mistakes of Los Angeles
and Orange Counties and change course before it's too late. Future development allowed by
the Growth Management Program will nearly double the population by buildout and will increase
traffic on city streets by a staggering 811,634 trips per day."
Swab wants a full-scale citizens review of the General Plan and the establishment of
Neighborhood Advisory Boards. "It is the citizens who should determine the future of their city."
Swab has an accounting degree from Pennsylvania State University. After serving as a Navy
officer in Vietnam, Swab served ten years as the civilian Accounting Officer for Camp
Pendleton's hundred-million-dollar budgets'.
Swab believes the City's fiscal policies are ill-advised and short sighted. "Spending should reflect
citizens' priorities.''
James Swab has the right combination of education, experience, and commitment to serve the
community well.

MARGARET STANTON Age: 52
Executive Vice President, Jazzercise, Inc.
Margaret Stanton, a 12-year North County resident, understands the challenges facing
Carlsbad, such as growth, traffic, water and the environment. All require close monitoring to
ensure they do not detract from what makes Carlsbad a special place to live. She will diligently
protect and enhance Carlsbad's quality of life and preserve the integrity of the Growth
Management Program.
As president of Carlsbad's Chamber of Commerce, a member of Carlsbad's Open Space
Committee and the North County Transportation Management Association, and executive vice
president of Jazzercise, a global business, Stanton understands the need to find regional
solutions to problems. Carlsbad needs leaders like Stanton committed to not only working
together to find solutions, but working with neighboring cities and county, state and federal
agencies.
Stanton is committed to finding solutions to the migrant problem that maintain human dignity
and protect residents and their property.
Opportunities to enjoy arts, recreation and open space right here in Carlsbad are vital to Stanton.
She is a longtime advocate of environmental issues and supports recycling and water
reclamation.

Business Consultant
The control and investment of the City of Carlsbad's approximately $70 million reserves requires
a person with broad financial and investment experience—I have over 30 years of financial
management experience. After serving 17 years as an executive with George S. May Company
(an international financial consulting firm), Fluor Utah International, and 3 other national
organizations, I opened my Carlsbad financial consulting firm in 1978.
I was honored as Woman of the Year in Business & Finance by the National American Business
Woman's Association in 1982. I was selected by the City Council to serve on the 1985 Land
Use Element Commission that studied Carlsbad's growth problems. I received the 1985
Carlsbad Chamber of Commerce President's Award for distinguished community service.
As an active community member, I am currently serving on the Rotary District 534 Governor's
Communication Committee, and as Secretary of the Carlsbad Golf Association.
I hold BA & MBA degrees in Accounting & Business Management and am a Certified Financial
Planner (CEP). My corporate and consulting responsibilities encompassed the supervision of
multi-million dollar investment programs.
My goal is to conservatively invest the City's $70 million reserve funds to achieve maximum profit
with a minimum of risk.

Professor, Business Administration
Jim Stanton's background includes 35 years' experience working within public institutions to
develop budgets, project cash flows, and account for funds.
He is currently a professor at MiraCosta College where he teaches accounting and business
courses. He has served three terms as president of the Academic Senate and two years as
chairman of the Business Administration Department.
A Vietnam veteran, Jim Stanton was a finance officer in the U.S. Navy for 20 years from which
he retired with the rank of Commander. He was also an auditor for Arthur Andersen and
Company, a public accounting firm.
Jim Stanton holds a master's degree in business administration from the Harvard Business
School and a bachelor's degree in accounting from the University of Illinois.
Jim and his wife Sandra have been married for 33 years. They have 3 children, 4 grandchildren.
Jim's goals as treasurer would be to follow the investment policy adopted by the City Council
and continue a conservative investment strategy emphasizing safety, liquidity, and yield. He
sees the treasurer as being a team member and pledges to work effectively within the city
organization.
Jim Stanton has the time, experience, and qualifications to do the job right.

Proposition O

Shall the office of City Treasurer be appointive?
ARGUMENT IN FAVOR OF PROPOSITION O
The City Council has asked the voters of Carlsbad to determine whether or not the office of
City Treasurer should be appointive. If a majority votes yes, it is the City Council's intention to
adopt an ordinance providing that the appointment shall be made by the City Manager on the
basis of professional qualifications in the same manner as otherwise applies to heads of the
other City departments.

REBUTTAL TO THE ARGUMENT IN FAVOR OF PROPOSITION O
The City bypassed the voters when they took control of the Water District last year. The
Council appointed themselves the Board of Directors and eliminated the separate election of
five independent water commissioners.
Now the City is proposing a "takeover" of the Office of City Treasurer. This action requires
voter approval, for state law guarantees Carlsbad voters the right to ELECT their City Treasurer
unless they specifically give up that right.
Proposition O asks voters to forfeit that right by making the Treasurer an appointed member
of city staff like other department heads. In addition to losing electoral control of the Office,
voters would be adding a hefty salary to Carlsbad's top-heavy payroll, since an elected City
Treasurer receives only token compensation.
No system of choosing a Treasurer is foolproof—bozos can be elected as well as
appointed—but democracy deserves the benefit of the doubt until the City proves otherwise.
The City has failed to show a compelling need to change the elective system that has served
Carlsbad well. The competence of the elected City Treasurer is not at issue.
The City has also failed to justify the additional expense of a highly paid investment manager.
It is a basic tenet of American democracy that qualified citizens (such as the present
candidates for City Treasurer) will seek public office and that voters will choose judiciously
among them.
The City Treasurer should continue to be chosen by and accountable to the voters of
Carlsbad. VOTE NO ON "O".
ARGUMENT AGAINST PROPOSITION O
VOTE NO ON "0"
KEEP THE OFFICE OF CITY TREASURER ELECTIVE-
We've all heard the saying, "If it ain't broke, don't fix it." Carlsbad has been electing its City
Treasurer since the city was incorporated nearly fort/ years ago. This is the fourth ballot attempt
to "fix" a system that works—by changing to one that has gone wrong elsewhere.
Giving the City Manager or City Council the authority to hire and fire the City Treasurer will
open up control of the City's $80 million investment portfolio to political influence.
In Los Angeles, for example, the City Treasurer—who is appointed, not elected—was
persuaded to deposit millions in City funds in a savings and loan controlled by an old friend of
Mayor Bradley, who coincidentally served as a "paid advisor" to the same institution. We don't
need that in Carlsbad.
By state law, an appointed City Treasurer "is subject to the legally expressed wishes of the
appointing authority." An elected City Treasurer, on the other hand, is subject only to the voters
and the Government Code.
City funds are the taxes, fees, and other public monies owned collectively by the citizens of
Carlsbad. They should be controlled by a qualified resident of Carlsbad who is elected by and
solely responsible to the voters of Carlsbad.
Keep the democratic process. Vote No on "O".

The City of Carlsbad currently has an investment portfolio of $80 million. That's 80 million of
your dollars! Would you want just anyone handling that much of your money?
An elected treasurer need not show any qualifications for money management. He or she need
only be a resident of the City. Project Future claims that city funds should be controlled by a
"qualified" resident of Carlsbad. The only way to guarantee that a qualified professional is
managing your money is through the appointive process. Through this process, the person with
the desirable education, experience and ability will be given the responsibility of managing a
growing portfolio.
Choosing the person to manage your money should not be a political decision, but an economic
one. Make sure that the most qualified person manages yow money.

Our nation's Founders feared the consolidation of power in one governing body, so they
devised a system of checks and balances based on separate functions for separately
empowered branches of government.
Carlsbad, like most California cities, has only one governing body—the City Council. Our
closest equivalent to "separation of powers" is the direct, popular election of City Treasurer and
City Clerk.
There is a reason why state law provides for the election of these officials. The City Treasurer
safeguards City funds. The City Clerk safeguards the electoral process itself and controls the
public's ready access to public information on the Council's conduct of public business.
In Carlsbad the Council already has the power of the purse strings over the Office of City
Clerk. The passage of Proposition P would take away the Clerk's independent electoral power
base and eliminate one of the few checks and balances in local government.
An elected City Clerk is our best guarantee of an independent election official. An elected
City Clerk is our best guarantee of the ready availability of public information.
The Council has offered no compelling reason to change a system which has served so well
for so long. Retain your right to vote for Carlsbad's top election official. Shield the Office of City
Clerk from City Hall politics. VOTE NO ON PROPOSITION P.

KEEP THE OFFICE OF CITY CLERK ELECTIVE
The City Clerk plays a key role in the interaction between citizens and city government. The
City Clerk is responsible for
• conducting elections;
• processing citizen initiatives, referendums, and recall petitions; and
• ensuring the accuracy and availability of city records.
The City Clerk should be as free and independent as possible from the pressures of City Hall
politics.
An elected City Clerk is responsible to the voters directly. Appointed City Clerks are only
responsible to their appointing authority. Elective status, therefore, confers on the City Clerk
the possibility of a much greater degree of independence from the City Manager and the City
Council.
It seems inherent in the nature of all governments to expand, rather than reduce, their own
powers and authority. Since Carlsbad was incorporated, five city councils have sponsored ballot
measures to take away the voters' right to elect/re-elect the City Clerk. So far, the voters have
said No. This measure, too, should be resoundingly defeated to discourage future councils from
similar attempts.
Keep the Office of City Clerk elective in Carlsbad. Vote No on Proposition P.

REBUTTAL TO THE ARGUMENT AGAINST PROPOSITION P
The most qualified person for the job is not necessarily the one who gets the most votes. It
is true that the City Clerk plays a key role in the interaction between citizens and government.
For that reason, the Clerk must be someone who is knowledgeable and capable. With an
appointed clerk, this knowledge and capability would be assured. With an elected city clerk, the
only assurance you have is that he or she resides in the city.
Opponents of Proposition P argue that the city clerk should be as free and independent as
possible from the pressures of City Hall politics. Appointing the city clerk would take this position
out of the political arena!
In San Diego County, 12 of 18 City Clerks are appointed. They were chosen for their positions
through a competitive process which compared their knowledge, skills and abilities. This
process ensures that the most qualified person is chosen for the position, and takes politics
out of the position. The city clerk is still accountable to the voters, through the City Manager
and the City Council.
Make the office of city clerk appointive in Carlsbad.
