NEXT GENERATION OF LEADERSHIP. As a business executive and Carlsbad resident
since 1994, I will bring a new sense of strategic thinking, fiscal responsibility and civic vision to
city hall. Our years of managing growth are over, and we are facing entirely new challenges and
responsibilities that require new capabilities and skills on our city council.
Our city is frozen in time. We have a General Plan that hasn't been updated since 1994, a
charming downtown village in dire need of investment, and NO plans to acquire open space,
contrary to voter wishes.
Worst of all, there is no sense of fiscal responsibility or urgency. Traditional sources of income
such as developer fees are drying up, and our reserves are virtually depleted because of projects
like our hugely over-budget golf course. It's time to change direction and priorities, as outlined at

Civic involvements include coaching youth sports for the Boys & Girls Club, YMCA and Carlsbad
Wave; PTG president at St. Patrick Parish School; and membership in Imagine Carlsbad. As
publisher of Home Media Magazine. I am an experienced business leader; as North County
columnist for San Diego Magazine. I know Carlsbad inside and out.

OPEN AND ACCESSIBLE GOVERNMENT: My policy is very simple: Open Door - Open Mind.
Residents of Carlsbad deserve an accessible, transparent government. You can call me directly,
and I'll take personal responsibility.
PROTECT TAXPAYERS, NOT SPECIAL INTERESTS: Other cities have suffered dire
consequences when council members gave sweetheart deals to public employee unions at the
expense of taxpayers. I will protect your tax dollars and keep our city's finances strong so we can
afford first-class services while improving the city's infrastructure without raising taxes.
EXPERIENCE YOU CAN TRUST: I've demonstrated my commitment to Carlsbad and my love of
our city for nearly 20 years. My husband of 33 years and I established and built our small
business here. My leadership abilities have been tested and proven in many community
organizations, including: Chamber of Commerce Board of Directors, the Carlsbad Charitable
Foundation, the Boys and Girls Clubs, and now the Planning Commission.
I've received Darrell Issa's Outstanding Community Service Award and the Chamber of
Commerce Community Leadership Award.
You can count on me to help meet our city's future challenges: balancing its budget despite state
cutbacks, improving aging infrastructure and traffic, protecting natural resources and enhancing
our quality of life.

President of a Charitable Foundation
My dedication to public service is proven by my law enforcement career of nearly 30 years. I
have the opportunity to view our community and solve problems one police call at a time and will
bring a unique and fresh perspective, different from any other candidate.
I have extensive business experience; I owned a small business and currently manage a multi-
million dollar partnership. I earned a masters degree in Organizational Management, and am
certified by the Josephson Institute of Ethics. I am a fiscal conservative.
My priorities: Public Safety, reducing traffic congestion through improved traffic signal
technology, upgrading the Westfield Mall, Village re-development, and preserving our beaches
and open space.
As president of the Blackburn Foundation, I oversee the donation of funds to local youth and
community groups. When elected, I will retire from the police department to dedicate my time to
the City Council and I will donate my council salary to local charitable organizations.
My wife Dawn and I have been Carlsbad residents for over two decades. Our daughter Kristin,
graduated from Carlsbad High School in 2007.
