As engineer of record for the subject project, I hereby certify that the rough grading has
been completed m accordance with the approved plans on file with the City. As engineer
of record, I further certify that: (1) all grades and pad elevations are in conformance with
the approved plans. The pad has been field verified within one-tenth of a inch; (2) all
property line locations are in confonnance with the approved plans; (3) all pads'drain
toward an approved drainage system or towards the street at a minimum of 1%- (4) I have
venfied hne and grade for all drainage stmctures; (5) all slopes, including cut ^d fill
slopes have been constmcted in the location(s) and at the slope(s) as shown on the
approved plans. I also certify that all erosion control devices shown on the approved
erosion control plans (if applicable) have been installed and that all Best Management
Practices (if applicable) as defined in the project Stoma Water Pollution Prevention Plan
(SWPPP) have been implemented.

"Limited Geotechnical Investigation, Proposed Single Family Residence, 1280 Hoover
Street, Carlsbad, Califomia", prepared by Testing Engineers San Diego, Inc., project
number 2000-080, dated March 10, 2000.
In accordance with your request, Testing Engineers - San Diego, Inc. (TESD) has conducted grading
observation and compaction testing during preparation of the above referenced project. Services described
herein were provided by TESD from November 7, 2002 through November 20, 2002.
As indicated in our field reports, a representative of this office observed placement of fill within the pad
area. Building pad subgrade preparation included overexcavation to a minimum depth of 4 feet below pad
grade and a lateral distance of 6 feet outside of the perimeter of the planned stmcture. The driveway area
was overexcavated in accordance with our referenced geotechnical report. The bottom of the
overexcavations were scarified, moisture conditioned and recompacted prior to the placement of fill.
The approximate test locations are presented on the Plot Plan in Appendix A. Summaries of field and
laboratory compaction test results are provided on Tables 1 and 2 in Appendix B. Results of our field
observations and density testing indicate that the fill placed within the pad meets the relative connaction
requirements of 90 percent or greater based on test method ASTM D-1557.
It is our opinion tiiat the residential pad preparation including tiie placement of fill was conducted in
substantial conformance with tiie referenced geotechnical report and local grading ordinances. If you
