In accordance with your request and your letter of authorization dated March
7, 1971, we have provided soil engineering services in conjunction with the
grading of the subject site. These services included the following:
(1) Engineering observation of the grading operation.
(2) Observing the removal of potentially highly expansive soil from the top
2 feet of rough lot grade and replacing it with nonexpansive or low to
medium expansive soils.
(3) Taking field density tests in the fill placed and compacted.

(4) Performing laboratory tests on samples of the materials used for fill.
Site preparation, compaction and testing were done between July 17 and August
12, 1970 and May 13 through June 21, 1971 in accordance with the "Specifications
for Controlled Fill" in Woodward-Clyde & Associates report entitled, "Soil
Investigation for the Proposed Subdivision, El Camino Mesa, Unit No. 5, Carlsbad,
California," dated January 17, 1967.
Fill was placed, compacted and tested on Lots 1 through 41. Additional fill
not shown on the grading plan was placed on Lot 26.

As the site grading progressed, the compaction procedures were observed and
field density tests were made to determine the relative compaction of the fill
in place. Field observations and field density test results indicate that the
fill has been compacted to 90 percent or more of maximum laboratory density.
The approximate locations o f field density tests and the limits of compacted
fill for fill placed on Lot 26 are shown on the attached Figure 1. The results
of all field density tests and of relative compaction, expressed as a percent
of maximum laboratory density, are given on the attached forms.
Laboratory tests to determ+ine moisture-density relationships, maximum dry den- - sity, optimum moisture content, grain size distribution, plasticity charac-
teristics and strength and swell charac teristics were performed on representative

- samples of the material used for fill. The results of laboratory tests are
given on the attached forms.
- Laboratory tests indicate that nonexpansive fill was placed within 2 feet of
rough grade on all fill lots noted above, except on Lots 2 through 12, 18
through 31, 37, 38, 40 and 41 where the fill within 2 feet of rough grade has
been classed as loll to medium in potential expansiveness.

Ouring grading of Lots 1, 13 through 17, 32 through 36 and 39, potentially
expansive soil was replaced with nonexpansive fill to a depth of 2 feet
within the limits of the entire level lot pad.
Foundations for structures placed on nonexpansive undisturbed soil or non,-
expansive properly compacted fill may be designed for a bearing pressure of
2,000 pounds per square foot at a depth of 12 inches below compacted fill or
undisturbed cut lot grade. Footings should have a minimum width of 12 inches.
Footings for single or two story residential structures placed on low t.0
medium expansive undisturbed soil or low to medium expansive properly compacted
fill may be designed for a bearing pressure of 2,000 pounds per square foot at
a depth of 12 inches below finish lot grade and in accordance with the following
design requirements.

Structures that will not tolerate differential settlements (such as founda-
tions, swimming pools, concrete decks, walls, etc.) should not be located
within 5 feet of the top of a slope. Footings located closer than 5 feet
from the top of a s'lope should be extended in depth until the outer bottom
edge of the footing is 5 feet horizontally from the outside face of the slope.
The elevations of compaction tests shown as finished grade (FG) tests cor-
respond to the elevations shown on the grading plans for El Camino Mesa -
Unit 6, dated May 18, 1971 with latest revision dated June 30, 1971, prepared
by Roy L. Klema Engineers, Inc., Escondido, California. Lot 26 was graded
separately. The approximate limits of tested fill and finish grade elevation
are shown on the attached Figure 1.
This report covers the fill placed under our observation during the dates
specified above. Additional fill placed after these dates, as well as the
backfill in utility trenches located within 5 feet of a building and greater

than 12 inches deep, or any trench 5 feet or more from a building and in
excess of 5 feet in depth, should be compacted under the observation of this
office and tested to assure compliance with the earthwork specifications of
the project. This office should be contacted at least 24 hours prior to
backfilling operations. Utility service trenches within 5 feet of a building
that are perpendicular to the building footings and are less than 12 inches
wide and less than 3 feet deep are not subject to this recommendation.
The inspections and tests of compaction made during the period of our ser-
vices on the subject site were in accordance with the local acceptable
standards for this period. The conclusions or opinions drawn from the tests
and site inspections apply only to our work with respect to grading and re-
present conditions at the date of our final inspection. .
We will accept no responsibility for any subsequent changes made to the
site by others or by controlled action of water or by failure of others to
properly repair damages caused by uncontrolled action of water.
