The fill was placed in six (6) inch layers, and cun-gac;ed to not less
than 93% of the R axin urn density by means cf a sheepsfoot ruller.
Field density tests were ta’:en every une (1) foot in vertical height uf
fill placed to insure complete control of the operations. The results
and locations of the field density tests are repoxed on the folkming en-
closures to this report.

Subject: Report on Compactec * Fill on Lot No. 28, Seacrest Estates,
Unit No. 1, Carlsbad, California.
Dear Mr. Bancbe:
In compliance with your request, an investigation was made at the subject
site to determine the degree of compaction and the allowable bearing value
of the foundation soils.
On November 30, 1966, we inspected the site and made three <‘In-Place”
field density tests of the compacted fill. The results of the field density
tests are as follows:

FIELD INVESTIGATION
A visual inspection of the site was made. No indication of settlement or slid-
ing of the in-place fill was found. Loose fill material was found along the edge
of the fill slope along the Northerly edge of the building pad as shown on the
attached Plot Plan. It appears this loose fill has been pushed over the edge of
the original building pad.
A test pit, at the approximate location shown on the Plot Plan, was dug with
a backhoe. Field density tests were taken at various depth in the test pit.
The field density tests were taken in accordance with the A. S. T. M. D 1556-
58T Standard Test Method. Samples of the soils from each field test location
were obtained for laboratory tests.

LABORATORY TESTS
Moisture determinations were made from each “In-Place” field density test,
maximum density determinations were performed according to A. S. T. M.
D 1557-58T Standard Test Method which uses twenty-five (25) blows of a ten
(10) pound hammer, falling eighteen (18) inches on each of five (5) layer8 in
a four (4) inch diameter mold of l/30 cubic foot volume on soils obtained at
each “in-Place” field density test location.
CCNCLUSIONS
The results of our inspection and investigation indicate the compacted fill
soils on the lot are stable and will support the residential structure that is
planned for the site.
RECOMMENDATIONS
The loose soils along the Northerly edge of the building pad should be removed
and/or compacted to not less than ninety percent (90%) of maximum density.
On the baees of our inspection and the results of the ‘In-Place” field density
tests, we recommend design loads of one thousand (1003) pounds per square
foot be used for square or continuous footings, placed a minimum of twelve
(12) inches below grade.
Vse recommend all continuous footings be reinforced with at least two (2)
continuous No. 4 deformed reinforcing bars. Half of the bars should be
placed within four inches (4”) of the bottom of the footing and half within
four inches (4”) of the top of the footing. This recommendation is in order
to minimise cracking and should not be construed as a footing design.
Special consideration should be given to construction within ten (10) feet
of the edge of the Northerly fill slope.
To safeguard against erosion, exposed slopes should be planted. Additional
protection devices, such as top berms and drainage swales, are recommended
where applicable to further minimise erosion.

Gentlemen:
In compliance with the request of Mr. Jerry Rombotis, ue have inspected
and tested con~pacted fill soils placed on the reference site.
All vegetation and debris was rerxoved from the site. The natural ground
was scarified and compacted to not less than 90% of maxin um density as
deternined by A. 5. T. M. E 1557-58T test method.
Existing loose fill material was renioved to natural ground.
Seepage along the toe of the bluff was encountered during grading. A
ground drainage systen, was installed to channaliae the seepage.
The fill soil was placed in horieontal layers, of not more than six (6) inches
in depth, and compacted to not less than 90% of the maxmun density.
Field density tests were taken in accordance with A.. S. T. M. L 1556-58T test
method on each layer of fill. The results of the field density tests, as shown
on the following enclosure, indicate the fill is compacted ti> n:;t less than 90%
of the maximum density.
The results of the field density testa and laboratory tests indicate the natural
ground and compacted fill is adequate for design loads of 2500 pounds per
square foot.

It is recomrxended all exposed slopes be planted to provide adequate ground
cover to arrest erosion of the slope faces. Additional protective devices,
such as top ber?xs and intercepting ditches, are suggested where applicable
to xinin ize erosion hazards.
All constructirm cn the westerly side of the property should be placed well
above the high tide line. As an added precaution a rip-rap or reinf.~rced
ctincrete curtain wall should be considered around the westerly end of the
propose? structure as a safeguard against possible tidal action.

Specifications for Construction of Controlled Fills
CONSTRUCTION OF CONTROLLED FILLS
GENERAL DESCRIPTION: This item shall consist of all clearing and grubbing,
removal of existing structures and foundations, preparation of land to be filled,
filling of the land, spreading, compaction and control of the fill, and all other
subsidiary work necessary to complete the grading of the filled areas to con-
form with the lines, grades and slopes as shown on the accepted plans.
CLEARING, GRUBBING AND PREPARING AREAS TO BE FILLED.
(a) All timber, logs, trees, brush and other rubbish shall be removed, piled
and burned or otherwise disposed of so as to leave the areas that have been
disturbed with a neat and finished appearance free from unsightly debris.
(b) All vegetable matter shall be removed from the surface upon which the fill
is to be placed, and the surface shall then be scarified to a depth of at least six
inches (6”) and until the surface is free from ruts, hummocks or other uneven
features which would tend to prevent uniform compaction by the equipment to be
used.
(c) Fills over three feet (3’) high shall have steps cut in the original ground at
two foot vertical intervals on the slope. The steps shall be eighteen inches
( 18”) wide, more or less, and may be constructed by dozing or blading. The
general direction of the bench shall run parallel with the contours and the
maximum slope shall be three horizontal units to one vertical unit.
(d) After the foundation for the fill has been cleared or scarified, it shall be
disced or bladed until it is uniform and free from large clods brought to the
proper moisture content and compacted to not less than 90% of maximum density
in accordance with A.S.T.M. D1557-58T. No fill shall be placed until the
soils engineer has given written clearance that the foundation is acceptable for
receiving fill.
MATERIALS: Material for the fill shall be free from vegetable matter and
other deleterious substances, and shall not contain rocks or lumps of greater
dimensions than six inches (6”). No pockets of rocks shall be allowed,
PLACING, SPREADING A ND COMPACTING FILL MATERIAL.
(a) The selected fill materill sh~lll be placed in layers which, when compacted,
shall not exceed six inches (6”). Each layer shall be spread evenly and shall
be thoroughly blade mixed during the spreading to insure uniformity of material
in each layer.

(b) When the moisture content of the fiil materials is low water shall be added
to bring the fill within the specified density ranges
(c) When the moisture content of the material is above that specified by the
density range. the fill material shall be serated by blading or other satisfactory
methods until the moisture con;tnt is within the density range.
(d) After each layer has been placed, mixed and spread evenly, it shall be
thoroughly compacted to not less than the specified maximum density in actor -
dance with A, S. TV M, D1557-58T Compaction shall be by means of tamping
or sheepsfoot rollers, multiple-,wheel pneumatic-tired rollers or other types
of rollers. Rollers shall be of such design t~hat they will be able to compact
the fill to the specified moisture content. Rolling of each layer shall be contin-
uous over its entire area and the roller shall make sufficient trips to insure
that the desired density has been obtained
(e) Fill shall be compacted one foot beyond :he iinish grade line and cut back
to grade line by removmg fluff and undercompac ted fill,
(f) Field density tests shall be made by the soils engineer at intervals not
exceeding two feet of fill height provided ali la.yers are tested. Where sheeps -
foot rollers are used the soil may be disturbed to a. depth of several inches.
Density readings shall be t&en in the compacted material below the disturbed
surface. When these readings indicate that the density of any layer of fill or
portion thereof is below the requiled density~ that particular iayer or portion
shall be reworked until !he required densit~y ha,s been obtained,
(g) The fill operation shall te continued in six imh (6”) compacted layers, as
specified above, until the fiii hzs ‘been brought to the finished slopes and grades
as shown on the accepted plans
SUPERVISION: Supervision by the soils engineer shall be made during the fill
and contracting operations so that he can ccl tify that the fill was made in accor-
dance with accepted specifications
SEASONAL LIMITS. No fill material shall be placed spread or rolled while it

The natural ground was cleared and rcarified in accordance with the
recommendations and 6pecificationr included in our preliminary
roil6 investigation report &ted February 5, 1966.
A 6tr&t8 of expan6ive roil war encountered within throw (3) faot of finish
grade on lot6 133, 134, 135. and 136. The sxpanriva soil was removed
from the entire rite of lot6 133, 134, 135. and 136. cxclurivve of rear
and ride 6lopa6, to a depth of three (3) vertical below finish grade. Non-
expanrive roil was u6ad to replace the expanrive soil.
The native 6Oil on cut and fill lot6 wa6 removed and replaced with compact-
ed fill mrterial 60 that there i6 at 1006t one foot of fill between the pro-

Subject: Soils Compaction Test - pinal Clearance Report
Dear Mr. Humphreys:
This clsaranca applies to fill ground placed under our super-
vimion on the referenced subdivision between February 5, 1964
and March 16, 1964.
The natural ground was cleared of all vegetation and debris.
The natural ground surface was scarified to a minimum depth of
six (6) inches and compacted to not less than 90% of maximum
density. Where trees were removed, the entire root system was
excavated and the area recompacted to not less than 90% of maxi-
mum density through the entire depth of the excavation.
The fill soils consisting of ii dark brown silty sand and light brown
clayey sand were placed in horizontal layers approximately six (6)
inches in thickness and compacted to not less than 9070 of maximum
density. F!eld density tests were made at interva.ls of two (2)
feet of fill. The results of the field density tests are reported on
the following enclosure. Basic information concerning the stability
of soils is included in the attachad enclosures under Stability of
Soils’ and Moisture Censity $ rvd . The approximate location
and number of our soils compaction tests are shown on the attached
plot plan.

Item No. 4 rhall be revised to read “A maximum rlope ratio
of l-$ horizontally to 1 vertically for cut slopes and 2 horizontally
to 1 vertically for fill slopes rhall not be exceeded”.
The following additional item shall ba a part of the certification,

Where treem are to be removed, the entire root system shall
be excavated. The excavated area shall be backfilled with
material free from vegetable matter and other deleterious
subrtances and compacted to not less than 90% of maximum
density as determined by the ASTM Designation 1557-58T
test method
