This report presents the results of OUT inspection and testing
of the compacted fills placed to raise the fir.ished grade of the 3. C.
Penmy .md Xay Ccmpany TBA Buildings; we a!.~ observed the construction
of settlement monuments in these two aress, the placement of surcharge
fills for the 'IRA Building are-s and an extension to the WooLGgorth
Buiiding, and the correction of eroded areas at the site. Previous re-
ports of investigatiol:s and testing services ai the site were submitted
on Augut 12, 1466 (cm- Job No. A-660353, January 12, 1967 (our .Jqb No.
B-661.65), and April 6, 1967 (our Job Xo. A-66035-B). Fur tiler recoimen-
datiom regarding surcharging of the expansion of the Woolworth Store
Boildiiq were subnitred in a letter dated Xay 25, 1967.

The additional earthvork required for the two TBA Building areas
consisted of stripping of the surface vegetation from the two sites; this
consisted of a light weed growth which had developed in the compacted fill
previously placed. The locations of the txo TBA Buildings are defined by
the project coordinates on the attached Plot Plan. After the stripping,
roughly six to twelve inches of loose soil which had eroded from the main
surcharge area was removed. The soils thus exposed were to be scarified
to a depth of at least six inches, moistened as necessary, and rolled with
heavy compaction equipment. Fill material was then to be placed in thin
loose lifts, moistened as necessary, and compacted to at least 95% of the
maximum dry density obtainable by a modification of the ASTM Designation
D1557-66T method of compaction. After completion of the compacted fill,
settlement monuments were to be constructed, and surcharge fill placed
and wheel-rolled in layers; no specific degree of compaction was required
for the surcharge fill.
The soils atilized for the filling were obtained from the site,
and from cuts for access roads. Compaction tests were performed on the
various soils utilized for fill, to establish the maximum dry densitie.7.
The tests were performed in accordance with the specified method of com-
paction, which utilizes a l/30-cubic-foot mold in which each of three
layers of soil is corr,pacted by 25 biows of a ten-pound hamuer falling 18
inches. The results of the compaction tests were utilized in establishing
the degree of compaction achieved during the placing of the fills.

After the two sites had been stripped of vegetation, and the loose
eroded soils removed, the exposed surface soils were scarified, moistened
as necessary and compacted. The fill materials were then placed in thin
loose lifts, brought to approximately optimum moisture content, and com-
pacted. Field density tests were taken as the filling progressed, to es-
tablish the degree of compaction achieved. Where the test results indi-
cated less than 95% compaction, the soils in that area were recompacted
and retested until at least the specified degree of cdmpaction resulted.
The locations of the tests are shown on the Plot Plan; the results of the
tests are presented in the attached Table of Test Results. The resulting
compacted fill will provide adequate support for foundations as previously
discussed in our foundation investigation reports.
After completion of the proper compacted fill, four settlement
lfronuments were constructed in each building pad, the elevations of the
monuments determined, and then the temporary surcharge fills constructed.
Our representative also observed placement of the surcharge fill extension,
for the Woolworth Store Building. Further, the eroded areas along the north
slope of the main surcharge area were repaired; fill materials were placed
in the erosion gullies ir. lifts and rolled with the construction equipment.
