The accompanying report presents the details of the ESA and summarizes the findings relative to the potential existing presence, as of the dates of the latest site visit/records review, of hazardous materials/wastes at the site at levels likely to warrant mitigation action pursuant to current regulatory guidelines. INTRODUCTION This report has been prepared by Geocon Environmental Consultants, Inc. (Geocon) in accordance with the request of Mr. Tim Gabrielson on behalf of Rick Engineering Company (Client). The report presents the results of a Phase I environmental site assessment (ESA) of the proposed Melrose Drive extension, located adjacent to the north of the intersection of 'Melrose Drive and Palomar Airport Road, and south of the southern terminus of Melrose Drive in Carlsbad and Vista, California, respectively. - 1.1. Purpose The purpose of the ESA was to estimate the potential for existing impacts to the site (i.e., levels of hazardous materials/wastes likely to warrant mitigation action pursuant to current regulatory guidelines) from the presence of hazardous materials/wastes on the site, adjacent properties, or properties in the vicinity. The guidelines used for the definition of hazardous materials/hazardous wastes are referenced in the California Code of Regulations (CCR), "Title 22, Division 4.5." 1.2. Scope of Services Exhibit A, Task V of the Subconsultant Agreement is in herein as Appendix A and outlines the scope of services proposed for the ESA. Geocon performed the services outlined in the referenced document with the following exceptions: Regulatory agency files were not reviewed since establishments referenced in the agencies' information sources were not considered likely to have an adverse impact on the subject site based on the information source the establishment was referenced in and distance from the subject site; County of San Diego Department of Environmental Health and City of Vista Fire Department I records pertaining to underground storage tanks (USTs) were not reviewed since agency personnel indicated that an exact address was needed to conduct the search; I . . City of Carlsbad Building Department records pertaining to the subject site were not reviewed since Building Department personnel indicated that an exact address was needed to conduct the search; I • County of San Diego Department Of Agriculture Weights and Measures records were not reviewed since agency personnel indicated that records are maintained for two years prior and I information obtained during the ESA indicated that the subject site and adjacent properties have not sustained agricultural uses in the past two years; I Project No. 08854-06-01 - I . - July 14, 1999 1 I . I County of San Diego Air Pollution Control District (APCD) records pertaining to notices of I violation and air emission permits were not reviewed since agency personnel indicated that an exact address was needed to conduct the search; I . EDR Sanborn, Inc. Fire Insurance Maps were not reviewed since EDR Sanborn, Inc. certified that no EDR Sanborn, Inc. Fire Insurance Maps were available for the site; and 1 . Land title records were not reviewed since Client did not provide such information. 1 1.3. Site Location The site is located adjacent to the north of the intersection of Palomar Airport Road and Melrose I Drive, and south of the southern terminus of Melrose Drive in Carlsbad and Vista, California, respectively. The site is bounded by properties occupied by the Carlsbad Raceway to the northeast; I Palomar Airport Road and beyond by homes under construction to the south; and undeveloped properties elsewhere. The approximate location of the site is depicted on the Vicinity Map presented as Figure 1. A reproduction of portions of the USGS topographic maps for the San Marcos and I Rancho Santa Fe, California quadrangles, dated 1968 (photorevised 1983), and for the Encinitas, and San Luis Rey, California quadrangles, dated 1968 (photorevised 1975), is presented as Figure 2. A I Site Plan depicting proposed improvements is included as Figure 3 (map pocket). For the purposes of the ESA, the site is depicted on Figure 3 as the area within the "Limits of Grading." 2. GEOLOGIC AND GROUNDWATER CONDITIONS 1 2.1. Soil and Geologic Conditions A report entitled Geotechnical Investigation, Melrose Drive Extension, Carlsbad, California, 1 prepared by Geocon Incorporated and dated June 28, 1999, indicated that the site is underlain by previously compacted fill soil, alluvium, topsoil, Tertiary-aged Del Mar Formation, and Cretaceous- aged granitic rock of the Southern California Batholith. 1 2.2. Regional Groundwater Quality and Occurrence Information sources prepared by the State Water Resources Control Board (SWRCB) and the I Regional Water Quality Control Board (RWQCB) were reviewed for information pertaining to groundwater quality and occurrence in the vicinity of the site. The information sources indicate that I the site is located in the Los Monos Hydrologic Subarea of the Agua Hedondia Hydrologic Area within the Carlsbad Hydrologic Unit. Groundwater was encountered in borings and trenches during the geotechnical investigation near the northern site boundary at depths ranging from approximately 6 to 11 feet below the ground surface. I Project No. 08854-06-01 - 2 - July 14, 1999 I I I 2.2.1 SWRCB San Diego Basin Plan The SWRCB Plan indicated that groundwater of the Carlsbad Hydrologic Unit has been documented I to exhibit Total Dissolved Solids (TDS) concentrations ranging from 500 to 5,000 milligrams per liter (m g/1) with a sodium chloride character. Groundwater of the Unit reportedly exhibits suitable to inferior ratings for domestic purposes, and marginal to inferior ratings for irrigation purposes due to I high TDS, and high electrical conductivity and chloride content, respectively. 1 2.2.2 RWQCB San Diego Basin Plan The RWQCB Plan indicated that groundwater occurring within the area of the subject site within the I Los Monos Hydrologic Subarea has beneficial use designations for municipal, agricultural, and industrial supply purposes. 3. SITE RECONNAISSANCE I A representative of Geocon conducted a reconnaissance of the subject site on May 19, 1999. The purpose of the site reconnaissance was to observe existing site conditions and to identify indicators I of the potential presetice of hazardous materials/wastes. The subject site was observed on foot via accessible paths. The scope of our work did not include moving on-site debris, vehicles, or other ' items to allow for observation of the underlying ground surface. Fifty-five gallon drums, underground and above-ground storage tanks, chemical containers, waste storage and disposal areas, I industrial facilities, discolored surficial soils, electrical transformers, and areas conspicuously absent of vegetation were not observed. Observations noted during the site reconnaissance are summarized below. 1 I 3.1. On-Site Reconnaissance The subject site was undeveloped and traversed by paved and unpaved roads and footpaths. Areas covered with dense vegetation were not traversed. Paper and plastic litter, cement, and metal and I glass debris were observed on the site. An abandoned automobile was observed near the northern property boundary. I 3.2. Off-Site Observations A representative of Geocon observed the adjacent properties from the site and from public thoroughfares on May 19, 1999, to assess if facilities and/or structures located on these properties are I operated by entities that potentially use, store, generate, or dispose of hazardous materials/wastes. The site was bounded by the dirt track of the Carlsbad Raceway to the northeast; Melrose Drive and i Project No. 08854-06-01 -3- July 14, 1999 1 . I undeveloped properties to the north; Palomar Airport Road and beyond by undeveloped properties to I the south; and undeveloped properties to the east and west. 1 4. SITE HISTORY 4.1. Review of Aerial Photographs Aerial photographs, available from in-house sources for the years 1953 and 1995, and at the County of San Diego Department of Public Works (DPW) for the years 1928, 1960, .1973, 1978, 1983, and 1989, were reviewed during the ESA. Observations noted during the review are discussed below. 4.1.1. 1928 Aerial Photograph I The northern portion of the site appeared undeveloped and partially covered by native vegetation. The southern portion of the site appeared partially, cleared of vegetation, and traversed by an I unpaved road. A creek was apparent near the northern site boundary. A road was apparent adjacent to the south of the site. Agricultural activity was apparent on properties adjacent to the southwest. I Undeveloped areas were apparent on the remaining adjacent properties and properties in the vicinity of the site. 4.1.2. 1953 Aerial Photograph I The site, adjacent properties, and properties in the vicinity of the site appeared similar to those depicted in the 1928 aerial photograph, with the exception that grassland or dryland farming was apparent on the southern portion of the site, and on properties adjacent to the north, west, and south I across Palomar Airport Road. Agricultural activity was apparent on properties in the vicinity to the north and northeast. I .4.1.3. 1960 Aerial Photograph The site, adjacent properties, and properties in the vicinity of the site appeared similar to those depicted in the 1953 aerial photograph, with the exception that row agriculture was apparent on the I southern portion of the site and properties adjacent to the west, southwest, and southeast. 1 4.1.4. 1973 Aerial Photograph The central and southern portions of the site appeared to sustain agriculture Unpaved trails were I apparent on the northern portion of the site. A paved strip and associated structures and unpaved roads were apparent on the property adjacent to the east of the site. Increased agricultural I Project No. 08854-06-01 -4 - . July 14, 1999 I,. . I , I development was apparent on properties adjacent to the .south across Palomar Airport Road and on properties adjacent to, and in the vicinity of the site to the west and northwest. Properties adjacent and in the vicinity to the north of the site appeared cleared of vegetation, but otherwise undeveloped. I . 4.1.5. 1978 Aerial Photograph The site, adjacent properties, and properties in the vicinity of the site appeared similar to those depicted in the 1973 aerial photograph. I .4.1.6. 1983 Aerial Photograph The site, adjacent properties, and properties in the vicinity of the site appeared similar to those I depicted in the 1978 aerial photograph, with the exception that a road was apparent traversing the site in a north-south direction, and agricultural activity was not apparent on the southern portion of the site. I I . 4.1.7. 1989 Aerial Photograph . S The site did not appear to sustain agricultural activity. An increased number of unpaved roads and I trails were apparent on the northern portion of the site. Pad-graded lots and associated paved roads were apparent on properties adjacent to the west. 1 4.1.8. 1995 Aerial Photograph I •The site and adjacent properties appeared similar to those depicted in the 1989 aerial photograph. Commercial structures were apparent on properties in the vicinity of the site to the west and northeast. I. S. I .4.2. Review of USGS Topographic Map A review of the USGS topographic map dated 1968 (photorevised 1983) for the San Marcos, California quadrangle was performed to obtain information concerning the topography and previous I development of the site and properties located in the vicinity of the site. The on-site elevations depicted on the map range from approximately 310 to 480 feet above Mean Sea Level (MSL). I Topography of the site and vicinity was depicted as a gently- to moderately-sloping hillside sloping northeast toward an intermittent stream. Structures were not depicted on the site. Color coding of the I map depicted light-duty roads built between 1968 and 1983 traversing the site. Palomar Airport Road was depicted as a medium-duty road adjacent to the south. A drag strip and associated roads Project No. 08854-06-01 -5 - July 14, 1999 I .. I. and structures were depicted in the vicinity to the east. A light-duty road and three structures I identified as businesses or places of employment color-coded as being built between 1968 and 1983 were depicted in the vicinity to the west. 4.3. Interview . Mr. Jeff Grismer I A representative of Geocon interviewed Mr. Jeff Grismer, current tenant and former property owner. Mi. Grismer indicated that his father owned the property from 1961 to 1986 and that with the 1 exception of the paved road traversing the property, the site has been undeveloped. Mr. Grismer further indicated that he did not have knowledge of agricultural activities, above-ground or I underground storage tanks or other hazardous materials or wastes having been present on the property. Mr. Grismer further indicated that additional contacts with specific knowledge of the site i were unavailable. S 5. GOVERNMENTAL AGENCIES.-RECORDS REVIEW Environmental Data Resources, Inc. (EDR), retained by Geocon, performed a search of federal and I state governmental information sources according to prescribed search distances referenced in American Society for Testing and Materials (ASTM) Designation £ 1527-97. Based on the size of I the subject site, the prescribed search distances were extended an additional ¼ mile. The distances referenced by EDR are reported from a point located at the approximate center of the subject site. A reproduction of the report prepared by EDR is presented in Appendix B. The information sources I were reviewed by EDR to obtain information regarding the potential existing presence of hazardous materials/wastes at the site at levels likely to warrant mitigation action pursuant to current regulatory I guidelines. 5.1. Environmental Data Resources Inc. Report The report prepared by EDR entitled The EDR-Radius Map with GeoCheck, dated June 8, 1999, I includes an Executive Summary, a Topographic Map, a GeoCheck Summary, an Overview Map, a Detail Map, a Map Summary of all sites, a Map Summary of sites with elevations higher than the I subject site, Map Findings, an Orphan Summary, Federal Database Well Information, State Database Well Information, State Oil/Gas Well Information, Public Water Supply System Information, and Government Records Searched. The Orphan Summary identified sites that have incomplete address I information and could not be plotted. One site, Palomar Airport San Landfill, was referenced in WMUDS/Ca.WDS. Based on information previously obtained from County of San Diego I Department of Environmental Health (DEll) records, the landfill was located approximately I V2 miles west of the subject site in the proximity of the McClellan Palomar Airport. Home Americair of $ S Project No. 08854-06-01 -6- July 14, 1999 1 San Diego, referenced as having an address of 2734 Loker Avenue W #A/B, is likely located I approximately 3/4 mile west of the subject site. Based on, the information presented in the Orphan Summary, the remaining referenced sites are likely located greater than I mile from the subject site. I 5.1.1. Databases Searched to 11/4 Mile EDR performed a search of the following databases to approximately I V4 mile from the subject site: NPL, AWP, Cal-Sites,.Notify 65, CHMIRS, Cortese, Toxic Pits, CORRACTS, HIvIIRS, CA Bond Expenditure Plan, ROD, CONSENT, and Coal Gas. A description of each database reviewed by EDR is provided in Appendix B. The subject site was not identified in the searched databases. Five sites in HAZNET were referenced as being located between ¼ and Y2 mile from the subject site. Additional information regarding the identified sites is presented in Appendix B. Properties within 1¼ mile of the subject site were not identified in the remaining searched databases. 5.1.2. Databases Searched to 3/4 Mile EDR performed a search, to approximately 1/4 mile from the subject site, of the RCRIS-TSD, CERCLIS, St. Landfill (SWIS), LUST, WMUDS/SWAT, and CA SLIC databases. A description of each database reviewed by EDR is provided in Appendix B. The subject site and properties within 3/4 mile of the subject site were not identified in the searched databases. 5.1.3. Databases Searched to 1/2 Mile EDR searched the UST, CA F, HAZNET, and RCRIS small and large quantity generator (SQG) and (LQG) databases for sites within V2 mile of the, subject site. A description of each database reviewed by EDR is provided in Appendix B. The subject site was not identified in the searched databases. Three properties in SQG were referenced as being located between /4 and V2 mile from the subject site. Properties within V2 mile of the subject site were not identified in the remaining searched databases. 5.1.4. Databases Searched to 1/4 Mile EDR performed a search to approximately ¼ mile of the remaining databases not listed above and presented on the Map Findings Summary in Appendix B. The subject site and properties within 1/4 mile were not identified in the searched databases. I I Project No. 08854-06-01 -7- July 14, 1999 I I 1 I I -8- Project No. 08854-06-01 I I 5.2. California Department of Conservation The California Department of Conservation Division of Oil and Gas (DOG) Field Map was reviewed I by a representative of Geocon to obtain information concerning the site and properties situated within approximately '/4 mile of the site. The map depicts the location of oil and gas wells. The map indicated that the oil well located in the closest proximity to the subject site was the VOD Oil Co., I Inc. well, situated approximately 1 mile southwest of the subject site. According to the map legend, this oil well is referenced as "plugged and abandoned - dry hole." The map further indicated that the well was drilled in 1953 to a depth of 107 feet. I 6. CONTACTS- PUBLIC AGENCIES 6.1. Water and Sewer Agencies A representative of Geocon contacted representatives of the City of Carlsbad Municipal Water District to obtain information regarding the reported source of water,.method of sewage disposal, the I location and depth of wells for the area, and reported local drinking water problems. Mr. Bill Plummer, Chief Engineer for the Carlsbad Municipal Water District, indicated that water for the area I is imported from the State Water Project and the Colorado River, and that municipal sewage is treated at the Encinas Wastewater Treatment Facility. According to Mr. Plummer, the District does I .not have record of drinking water wells on the property or in the local area and no problems with drinking water contamination have been reported. . 6.2. San Diego Gas Electric (SDG&E) I Transformers were not observed on the site. Past documented discussions with SDG&E representatives regarding SDG&E transformers indicated that SDG&E has never specified polychlorinated biphenyl (PCB)-containing transformers for distribution, although approximately 8 1 percent of transformers installed prior to 1980 were inadvertently impacted with PCBs at levels greater than 50 milligrams per kilogram (mg/kg), the limit established for classification as PCB- containing. Transformers which were installed after 1980 are unlikely to contain PCBs. SDG&E will test (for a fee) transformers for PCBs, if requested, and is responsible for mitigation of impacts I related to discharges from SDG&E transformers. SDG&E is responsible for ensuring that its transformers comply with Environmental Protection Agency (EPA) regulations governing PCBs. SDG&E representatives indicated that SDG&E transformers installed during future development of I the site would not likely contain PCBs. July 14, 1999 7. SUMMARY OF FINDINGS 7.1. At the time of the site reconnaissance, the subject site was undeveloped and traversed by paved and unpaved roads and footpaths. Fifty-five gallon drums, above-ground and underground storage tanks, chemical containers, waste storage areas, industrial facilities, discolored surficial soils, electrical transformers, and areas conspicuously absent of vegetation were not observed. The property was observed on foot via accessible paths. Areas covered with dense vegetation were not traversed. 7.2. The subject site is reportedly underlain by previously compacted fill soil, alluvium, the Del Mar Formation, and granitic rock. Groundwater occurring within the Los Monos Hydrologic Subarea in the vicinity .of the subject site has existing beneficial use designations for municipal, agricultural,and industrial service supply purposes. 7.3. The site was bounded by a dirt track of the Carlsbad Raceway to the northeast; Melrose Drive and undeveloped properties to the north; Palomar Airport Road and beyond by homes under construction to the south; and undeveloped properties to the east and west. Observed uses or conditions of the adjacent properties did not suggest the presence of adverse environmental impacts to the subject site. 7.4. The subject site appeared undeveloped in a 1928 aerial photograph. Agricultural activity as evidenced by plots of land and striated rows of vegetation was apparent on portions of the subject site in aerial photographs dated from 1960 to 1983. The site appeared undeveloped and traversed by a road in aerial photographs dated 1989 and 1995. 7.5. The USGS topographic map dated 1968 (photorevised 1983) for the San Marcos, California, quadrangle depicted on-site elevations ranging from approximately 310 to 480 feet above MSL. Structures were not depicted on the subject site. 7.6. An interview with the current tenant indicated that he did not have knowledge of agricultural activities, underground or above-ground storage tanks on the subject site, or knowledge of hazardous materials or wastes being used, stored, generated, or disposed of on the property. 7.7. The subject site was not referenced in the databases searched by EDR. Five sites in HAZNET and three sites in RCRIS SQG were referenced as being located between '/4 and '/2 mile from the subject site. Project No. 08854-06-01 -9- July 14, 1999 I 7:8. According to contacts with public agencies regarding the subject site: County of San Diego Department of Environmental Health, and City of Vista Fire I Department records pertaining to USTs, City, of Carlsbad Building Department records, and County of San Diego APCD records pertaining to air emission permits and notices of violations were not reviewed since agency personnel indicated that an exact address was needed to conduct the searches or records were not available, County of San Diego Department of Agriculture Weights and Measures records I pertaining to pesticide use were not reviewed since agency personnel indicated that records are maintained for two years pnor and information obtained during the ESA indicated that the subject site has not sustained agricultural uses in the past two years, I • Drinking water would be supplied by the State Water Project and the Colorado River, - Municipal sewage is treated at the Encmas Wastewater Treatment Plant, and SDG&E transformers installed during future development of the property would not likely contain PCBs I I 1 / I I I I Project No. 08854-06-01 _10- July 14, 1999 I S . I I . . . 8. . CONCLUSIONS . . . The guidelines used for the definition of hazardous materials/wastes are referenced in the California 'Code of Regulations (CCR), Title 22, Division 4.5. The scope of services for the Phase I ESA is as follows: Perform a reconnaissance of the site to assess for the presence, or make visual observations of indicators of the potential existing presence of hazardous materials, hazardous wastes, or soil and/or groundwater impacts on the site. These indicators include, but are not limited to, 55-gallon drums, underground and above-ground storage tanks, chemical containers, waste storage and disposal areas, industrial facilities, discolored surficial soils, electrical transformers that may contain polychlorinated biphenyls (PCB's), and areas conspicuously absent of vegetation. Consultant would be responsible for providing Geocon with a site plan clearly depicting the site boundaries. Consultant would also be responsible for obtaining permission to enter the site prior to our visit. If access is unavailable to any portions of the subject property, Geocon's ability to complete the assessment described herein may be hindered. Provisions for a survey of wetlands, asbestos, lead-based paint, lead in drinking water, radon gas, and methane gas are not provided in this scope of services. Perform a visual survey of the adjacent properties from the site and from public I thoroughfares to observe general types of land use surrounding the subject property. The information would be obtained for the subject site and adjacent properties with the exception of building permits, which would be obtained for the subject site only. The agencies contacted may include, but would not be limited to, the fire department, building department, air pollution control agency, agriculture department, water and sewer agencies, and gas and/or electric utility companies. Review and interpret reasonably ascertainable aerial photographs to obtain information concerning the history of the site and adjacent properties. Review EDR Sanborn, Inc. Fire Insurance Maps for the site (if available). The EDR Sanborn Fire Insurance Maps would be reviewed to Obtain information concerning the historical uses of the site and the potential presence of underground storage tanks on the site. Review and interpret U. S. Geological Survey (USGS) topographic maps to obtain information relative to the topography and physical setting of the site, and previous development and uses of the site and properties within approximately ¼ mile of the subject site.. Review recorded land title records for the site to attempt to identify past or present property owners whose name (i.e., XYZ Chemical Corporation) implies that those entities may have used, generated, stored, or disposed of hazardous materials/wastes on- site: Conduct interviews by telephone or in writing with present and past tenants/owners of the subject site to evaluate if present or past occupants have used, generated, stored, or disposed of hazardous materials/wastes on-site. T h e study covers the years 1986 - 1992. Where necessary data has been supplemented by information collected at private source s such as universities and research institutions. I EPA Radon Zones: Section 307 & 309 of lRAA directed EPA to list and identity areas of U.S. with the potential for elevated indoor radon levels. Oil/Gas Pipelines/Electrical Transmission Lines: This data was obtained by EDR from the USGS in 1994. It is referred to by I USGS as GeoData Digital Line Graphs from 1:100,000-Scale Maps. It was extracted from the tran s p o r t a t i o n c a t e g o r y i n c l u d i n g some oil, but primarily gas pipelines and electrical transmission lines. Sensitive Receptors: There are individuals deemed sensitive receptors due to their fragile immune systems and special sen s i t i v i t y I to environmental discharges. These sensitive receptors typically include the elderly, the sick, a n d c h i l d r e n . W h i l e t h e l o c a t i o n o f a l l sensitive receptors cannot be determined, EDR indicates those buildings and facilities - schools, daycares, hospitals, medical centers, and nursing homes - where individuals who are sensitive receptors are likely to be located. I USGS Water Wells: In November 1971 the United States Geological Survey (USGS) implemented a national water resourc e information tracking system. This database contains descriptive information on sites where th e U S G S c o l l e c t s o r h a s c o l l e c t e d data on surface water and/or groundwater. The groundwater data includes information on more than 9 0 0 . 0 0 0 w e l l s , s p r i n g s , a n d ,I other sources of groundwater. Flood Zone Data: This data, available in select counties across the country, was obtained by EDR i n 1 9 9 9 f r o m t h e F e d e r a l Emergency Management Agency (FEMA). Data depicts 100-year and 500-year flood zones as de f i n e d b y F E M A . I NWI: National Wetlands Inventory. This data, available in select counties across the country, was obt a i n e d b y E D R in March 1997 from the U.S. Fish and Wildlife Service.
