Condition Assessment Memorandum
Introduction
As the first phase of a three-phase program, AECOM is tasked with providing a condition assessment
as a part of the City of Carlsbad’s (City) Corrugated Metal Pipe (CMP) Replacement Program. This
condition assessment initially focused on all existing City CMP inventory that has not yet been
addressed as a part of this program and which has been in place for nearly 10-years. The inventory
initially provided to AECOM to assess consisted of ninety-three (93) storm water drainage facilities
with a total length of roughly 9,930 linear feet. There were also twenty-three (23) City-owned CMP
risers that were initially provided as a part of the inventory but were later determined not to be a part
of this condition assessment. The goal of this initial task was to gather and review all City data (e.g.,
CCTV inspection data, the City’s GIS database files, assessment management scores, as-built
drawings, and other internal documentation / reports / and field inspection data) to determine and
recommend a remediation plan of action (e.g., remove/ replace, CIPP liner, abandon in place/ let fail).
The storm water drainage facilities assessed, the means and level of assessment, and the
recommendation of remedial actions suggested are presented in this memorandum as discussed
with the City and AECOM.

Methodology
The initial data provided by the City to AECOM was first reviewed to determine which facilities could
be omitted from a more detailed analysis. Some examples of why a pipe was removed from a more
detailed analysis include the reasons below
The facility has already been abandoned in place
The facility is within an open space and is a low threat to public space if failure occurs.
The facility is not owned by the City and not to be maintained by the City.
The facility lies within an existing basin.
The facility has been determined to be constructed of a different pipe material (e.g., HDPE or
ACP)
The facility has already been remediated (e.g., CIPP lined)
The facility is being planned to be addressed as part of another development project.
The facility consists of slotted drainage facilities and not examined to the same level of detail.
The facility is used as an animal crossing and not for storm water conveyance
After nearly a third of the initial storm drain facility inventory was omitted from the program, AECOM
reviewed and analyzed all existing CCTV inspection data to determine the condition of the pipe and
determine if the pipe would be an ideal candidate for a cured in place pipe (CIPP) liner remediation
recommendation or if the pipe would need to fully removed and replaced as a reinforced concrete
pipe (RCP).
This initial assessment was then provided to the City for their review for further feedback. In addition
to simply agreeing or disagreeing with this initial assessment, the City also solicited further feedback
from their maintenance department and determine if there were any other facilities which could be
abandoned in place. Both AECOM and the City also agreed that phase two of this program would
only include the design of facilities recommended for a CIPP liner and no other storm drain structure
component recommended to be installed (e.g., head wall, outfall, or clean out). The intent is that the
design (as a part of Phase II of this program) could be performed without the use of topographic
survey data. All the other facilities (e.g., those that would require profile design) would be
recommended as a part of phase three and would require topographic survey. Facilities
recommended for phase three also include facilities that may require a biology assessment report, a
hydrology and hydraulics report, potholing, and/or a Caltrans encroachment permit.
Discussion of Remediation Measures
CIPP Liner
As stated above, facilities were assessed to determine their condition to see if they could be CIPP
lined vs. fully replaced to save on costs. CIPP lining is desirable to the city since a well installed CIPP
liner can have a comparable service life of up to 50-yrs; however, there are limitations to the
implementation of these liners. CIPP liners have a maximum allowed bend in a pipe before large,
undesirable ripples can cause disruption to the flow.
There are two generally accepted methods for curing CIPP liners. The traditional method involves
using hot water or steam and a felt material. Alternatively, the liner may be UV treated. One important

advantage of UV treating include not producing any form a waste water which may need to be
captured in frac tanks, but UV CIPP liners are generally 25% more expensive than traditional liners,
can generally only be used on pipes up to 48-inches in diameter, and cannot handle long lengths
(such as lengths over 120 ft).
Both liners have a limitation on the bends within a CMP pipe. UV treated CIPP can only
circumnavigate a bend in a CMP pipe up to 30-degrees whereas a traditional CIPP liner may be able
to circumnavigate a pipe bend up to 45-degrees.
As an example, Facility ID 101710 is a long and large diameter pipe located within an Environmentally
Sensitive Area (ESA) and UV treatment may not be a good option. However, a traditional CIPP
remediation design would be able to utilize a bio-based or non-styrenated resin which would not
produce a waste water that could not otherwise be placed in the City’s sewer system. Case by case
parameters and constraints such as these that are associated with a CIPP liner recommended
project will be further addressed in Phase II and Phase III of this program.
Remove and Replace
All facilities that were not initially omitted and were not in good condition (i.e., a condition favorable
for a CIPP liner recommendation) were recommended to be fully removed and replaced and
categorized as a facility to be further analyzed and designed as a part of Phase III. As previously
stated, the pipe would be replaced with RCP and would require topo graphic survey in order to
provide profiles.
Abandon in Place
Facilities there were determined unnecessary as a permanent means of storm water drainage (e.g.,
put in place as a part of a construction project and never removed after they were installed) are to
be slurry sealed and addressed during the Phase II design process.
Recommendation for Slotted Drains
Although CMP slotted drains are unique in their ability to remove sheet flow without the need for
multiple grades or water channeling devices, they present an equally unique challenge for City
maintenance personnel and generally do not have adequate access necessary for a CCTV analyses
nor a CIPP remediation measure. For this reason, AECOM recommends that the City continue to
frequently maintain the slotted drain pipes and let them run to failure.
Conclusion
To conclude, AECOM and the City determined and agreed upon Phase II and Phase III remediation
measures for a total of 50 facilities totaling roughly 4,308 linear feet (see Attachment A
and Attachment B). Of these, there are twenty (20) facilities recommended for Phase II and thirty
(30) facilities that are recommended for Phase III. The remaining eight (8) facilities are slotted
drains and are not recommended to be addressed as a part of Phase II or Phase III. All
omitted facilities from this Condition Assessment are proposed in Attachment D.
