GEOTECHNICAL FOUNDATION PLAN REVIEW, PROPOSED RESIDENTIAL
DEVELOPMENT, 4575 PARK DRIVE, CARLSBAD, CALIFORNIA (A.P.N. 206-192-34,
PLAN CHECK #CBR2019-1257, COASTAL DEVELOPMENT PERMIT #CDP 03-12)
I. Introduction
We have received the pertinent Architectural Plans, prepared by Andrew Wilt Designs
(sheets 1, 2, 4-8, and 12, no date), project Foundation Plans and Details prepared by Mike
Surprenant & Associates Consulting Structural Engineers (sheets S-1 to S-6, SD1, and
SD2, issue date June 19, 2019) for the proposed res idential development referenced
above.
Reference is made to the followi ng techn ical reports issued by this office, in support of a
proposed residential development at the property:
A. Update Compaction Report, Graded Pad, 4575 Park Drive, Carlsbad , California ,"
Job #19-118-F, re port dated March 25, 2019.
B. As-Graded Compaction Report and Foundation Recommendations for Proposed
Single Family Residence Located at 4575 Park Drive, City of Carlsbad Drawing
#423-SA, Project #CDP 03-12, Job #05-422-F, report dated April 25, 2006.
The purpose of this transmittal is to review the project architectural and foundation plans
& details, provided to us, for their compatibility with the referenced reports and site
indicated geotechnical condtions.
II. Foundation Plan Review
Based on our review of drawings made available to us, and from a geotechnical
engineering point of view, the project foundation plans and details provided to us are
generally in compliance with the geotechncial report referenced above.
The following corrections and comments are should be considered where appropriate and
applicable.

• The referenced Geotechnical Report and this review letter should be considered a
part of the project Foundation Plan and Details.
• The Architectural Plans show the construction of a three-story structure (the
referenced reports covered one and two-story structures). Continuous building
perimeter footings for three-story structures should measure 18-inches wide by 24-
inches deep, measured from the lowest adjacent ground surface. Reinforcement
remains 4-#4 continuous reinforcing bars (two top and two bottom).
• Bottom of foundation trenches shall be level. However, should step foundation
trench excavations be necessary, steps in continuous footings should not exceed
one vertical rise to two horizontal run maximum with individual steps less than 18
inches in maximum height, and maintain minimum widths, depths and reinforcement
as specified.
• Foundation trenches should be inspected and tested for exposing suitable bearing
strata and approved by the project geotechnical consultant prior to the placement
of steel reinforcement and concrete.
• Concrete slab reinforcement should consist of 3# reinforcing bars placed at 18-
inches on center each way placed mid-height in the slab (Sheet S-3 indicates #3
bars at 24 inches on center). Sheet S-3 also indicates a 10-mil moisture barrier,
which will be adequate from a geotechnical viewpoint.
• The referenced Update Compaction report indicates that spread footings should be
a minimum of 30-inches square. The Spread Footing Schedule on Sheet S-2 shows
a 24-inch square spread footing , which is also acceptable from a geotechnical
viewpoint.
• Soil design parameters and seismic ground motion values, will remain the same as
specified in the referenced reports.

This geotechnical foundation plan review is not a "Plan Check Review" and does not
relieve the responsibility of the project design consultant(s) and contractor(s) to get
completely familiarized with the requirements of the project soil report(s) and fully
incorporate its recommendations into the project design, plans and construction work,
where appropriate, and as applicable. Our review and comments are for general
geotechnical conformance of the project plans with the intent of the project soil report and
design recommendations. Review of structural and civil engineering calculations,
architectural intent, structural and civil engineering design modeling and basis, verification
of set back requirements, easements and right-of-ways , as well as code, city, and county
compliance are beyond geotechnical engineering services. It is the owner's or his (her)
representative's responsibility to provided copies of all pertinent soil report(s), updates,
addendum letters, and plan review letters to respective design consultant(s), and general
contractor and his (her) subcontractor(s) for full compliance.
