In accordance with your request, GSI has reviewed References No. I and No. 2 with respect to
providing a revised pavement section for that portion of Cannon Road where the resistance value
(R-Value) is less than 12. R values of 5 and 6 have been determined this section of pavement (see
Reference No. 1), however, an R-value of 5 was used for this supplemental design. Unless
specifically superceded in the text of this memorandum, the recommendations presented in
Reference No. 1 remain valid and applicable. Pavement analysis was performed in general
accordance with Caltrans design methodology (see Reference No. 2), with the results of our
analysis presented on the attached data sheet. Pavement sections are provided for pavements
using a minimum asphalt concrete section of 5.0 inches and 6.0 inches. Based on our evaluation,
the pavement section for the subject street area may be constructed as 5.0 inches of asphaltic
concrete (AC) over 22.0 inches of aggregate base (AB), or 6.0 inches of AC over 20.0 inches of
AB.

PAVEMENT DESIGN REPORT, CALAVERAJ-IILLS U, STATIONS 125+50 TO 164+50
I have reviewed the pavement design submittal. Although the recommendations meet
the City of Carlsbad requirements for minimum strutural rQad section, the
recommendations fail to address the issue of low R-values from Station 135+50 to
Station 164+50. In regards to the sub-grade preparation, the upper (12") twelve inches
of the sub-grade shalt be moisture conditioned and compacted to 95% relative to the
maximum density determined by the lab and shall reference this in the report.
In addressing the issue of the tow R-values (less than 12) as per City of Carlsbad
Standards for Design & Construction of Public Works Improvements, 'soil values having
Ri-values less than 12 shall be retested for lime stabilization...." This report does not
address this latter issue at all.
Consequently, the recommendations contained within this reportare rejected.

THE BOTTOM FIGURES LISTED ARE THE MINIMUM PERMITTED.
TOP 12" OF SUB-GRADE TO BE 95% COMPACTION.
PAVING SHALL BE DONE IN A MINIMUM OF TWO LIFTS WITH THE SURFACE COURSE
DONE JUST PRIOR TO OCCUPANCY.
POTABLE AND RECLAIMED WATER AND GAS,AND VALVE BOXES SHALL BE RAISED
TO GRADE OR MADE ACCESSIBLE AT EACH PAVING LIFT AS APPROVED BY THE
CITY ENGINEER.
