This report provides a summary of traffic factors related to the proposed development of the Fox-
Miller Property in the CitY of Carlsbad. The analyses contained in this report are based upon
infonnationprovided by you, our past work in the City, previously completed analyses for the study
area, and standard reference materials.
PROJECT DESCRIPTION
The proposed Fox-Miller Property is located on the westerly side of EI Camino Real, between
College Boulevard and Faraday Avenue, in the City of Carlsbad. One access to the proposed project
site is planned via Salk Avenue, westerly off ofEI Camino Real, which would be ri¥,ht turns in and
out only; another access would be via Salk Avenue, easterly off of College Boulevard. Figure 1
illustrates the location of the proposed PJ;"oj ect in relationship to the surrounding street system. The
net pad area to be developed on the Fox-Miller Property is 22.4 acres and is planned to consist of

EXISTING CONDITIONS
Existing traffic conditions in the study area are subject to significant changes as additional arterial
roadway connections and road segments are completed. Some of these in the project study area
include the extensions of Faraday Avenue, westerly of College Boulevard and easterly ofE! Camino
Real; the extension of College Boulevard to the north ofEI Camino Real; and the construction of
segments of Cannon Road. The existing and planned roadways in the study area are illustrated on
Figure 1, presented earlier in this study.
Figure 1 also shows the intersections that were examined as a part of these traffic ;malyses for the
Fox-Miller Property project. The eight study intersections and their status (existing or proposed for
the future) are listed below.

* It should be noted that the study intersection ofEI Camino Real/Cannon Road is
now existing; however, at the time the traffic counts were conducted, this intersection
had not been constructed. Therefore, in these traffic analyses, the int~rsection was
considered as a intersection.
The existing conditions at the eight study intersections were analyzed using the Intersection CapacitY
Utilization (ICU) methodology for signalized intersections. The ICU methodology utilizes a
comparison ofintersection volumes to available intersection capacity, which results in an ICU value.
The lCU value then relates to various Levels of Service (LOS), which range from "A" (the best) to

''F'' (the worst). For the City of Carlsbad, LOS A through D are considered acceptable, while L<?S
E and F' are over capacity. A more detailed explanation of ICU and its relationship to LOS is
provided in Appendix A.
Table 1 presents a summary of the intersection analyses under existing conditions. Results are
shown for the six study intersections which are currently existing (two of the intersections are
proposed for the future). The existing lane geometrics at the study intersections, utilized in the leu
analyses, are illustrated on Figure 2, while the existing volumes at the study intersections were
obtained from a previous traffic study recently completed in the study areal. Both the existing
geometries and existing intersection volumes can be referenced on the intersection analyses
worksheets provided in Appendix B. [It should be noted that both the existing lane geometries and
the existing intersection volumes for these study intersections were obtained directly from the
, "Carlsbad Oaks North Traffic Study,,2. Appendix' C ofthis report contains the Executive Summary
section of the "Carlsbad Oaks North Traffic Study". The entire report is on file at the City of
Carlsbad.] Table 1 shows that all of the existing (six) study intersections have acceptable operations
(LOS A through C) during both the AM and PM peak: hours under existing conditions.
PROJECT CONDITIONS
Trip Generation
Trip generation analyses were performed for the currently proposed Fox-Miller Property project,
then compared to the trip potential assumed in the Carlsbad Traffic Model for this site. The
currently proposed project consists of22.4 acres of Planned Industrial use. Table 2 summarizes the
results ofthe trip generation analyses forthe currently proposed project on the Fox-MillerProperty.
As shown in Table 2, the proposed project is estimated to generate a total of 1,800 daily trip ends,
of which 195 (175 In, 20 Out) trip ends would occur during the AM peakhouf and 215 (45 In, 170
Out) trip ends would occur during the PM peak hour.

Table 2 also shows that the trip generation rate utilized to calculate the daily trip generation ofthe
proposedF ox-Miller Property proj ect (Industrial Park land use) is 80.0 trip ends per acre3• The daily
trip generation rate used in these traffic analyses is comparable to the rate applied to the proposed
project site for the Model trip generation (81. 7 trip ends per acre -Light Industry land usel It is,
therefore, concluded that the trip generation currently proposed for the Fox-Miller Property project
is consistent with (or less than) what was previously assumed for this project site in the Carlsbad
Traffic Model.
YEAR 2005 AND YEAR 2020 CONDITIONS
Table 1, provided earlier in this study, also presents the results of the intersection analyses for the
eight study intersections under the Year 2005 and Year 2020 conditions. The lane geometrics at the
study intersections, utilized in the 2005/2020 rcu analyses, are illustrated on Figure 3, while the
2005 and 2020 volumes at the study intersections were obtained from a previous traffic study
recently completed in the study areas. Both the geometrics and intersection volumes utilized in the
2005 and 2020 rcu analyses can be referenced on the intersection analyses worksheets provided in
Appendix B . [As similarly noted, the 2005 and 2020 intersection data (geometrics and volumes)
utilized in these analyses for the eight study intersections were obtained directly from the recently
completed "Carlsbad Oaks North Traffic Study,J6, which is currently on file at the City of Carlsbad.
The Executive Summary section of the "Carlsbad Oaks North Traffic Study" can be referenced in·
Appendix C of this report.] Review of Table 1 shows that all of the eight study intersections are
projected to operate at acceptable Levels of Service A through D during both the AM and PM peak
hours under both the Year 2005 and Year 2020 conditions.

SUMMARY
This study has examined traffic factors related to the proposed Fox-Miller Property development.
The proposed proj ect is located on the westerly side ofEl Camino Real, between College Boulevard
and Faraday Avenue, in the City of Carlsbad. This study was primarily conducted to determine if
the proposed project is consistent (from a traffic viewpoint) with the land use assumed in the
Carlsbad Traffic Model. Trip generation analyses were performed for the proposed project and
compared to the trip generation utilized in the Model. Buildout traffic conditions were examined
at eight intersections related to the proposed project.
The following are the principal findings of this study.
1) Under existing conditions, the six study intersections which are currently existing are shown
to have acceptable operations (LOS A through C) during both the AM and PM peak hours.
(It is noted that the study intersection of El Camino Real/Cannon Road is now existing;
however, in thes.e traffic analyses, it is considered as a ''future'' intersection, since it had not
been constructed at the time the traffic counts were conducted.)
2) The proposed development of the Fox-Miller Property (22.4 acres of Planned Industrial use)
, ,

INTERSECTION CAPACITY UTILIZATION
AND
LEVEL OF ·SERVICE
APPENDIX A
EXPLANATION OF INTERSECTION CAPACITY utlLIZA TION
The capacity of a street is nearly always greater between intersections and less at
intersections. The reason for this is that the traffic flows continuously between
intersections and only part of the time at intersections. To study intersection capacity, a
technique known as Intersection Capacity Utilization (ICU) has been developed. ICU
analysis consists of (a) determining the proportion of signal time needed to serve each
conflicting movement; (b) summing the times for the mbvements; and (c) comparing the
total time required to the time available. For example, if for north-south traffic the
northbound traffic is 1,000 vehicles per hour, the southbound traffic is 800 vehicles per
hour, and the capacity of either approach is 2,000 vehicles per hour of green, then
northbound traffic is critical and requires 1,0000/2,000 or 50 percent of the signal time. If
for the east-west traffic, 40 percent of the signal time is required, then it can be seen that
the ICU is 50 plus 40, or 90 percent. When left-turn phases exist, they are incorporated
into the analysis. As ICU's approach 100 percent, the quality of traffic service approaches
Level of Service (LOS) E, as defined in the HighwayCapacitvManual, Special Report 87,
Highway Research Board, 1965.
Level of Service is used to describe quality oftraffic flow. Levels of Service A to C operate
quite well. Level of Service D is typically the Level of Service for which an urban street is
designed. Level of Service E is the maximum volume a facility can accommodate and will
result in possible stoppages of momentary duration. Level of Service F occurs when a
facility is overloaded and is characterized by stop-and-go traffic with stoppages of long
duration. A description of the various Levels of Service appears on the following page.
The ICU calculations assume that an intersection is signalized and that the signal is ideally
timed. It is possible to have an ICU well below 1.0, yet have severe traffic congestion.
This would occur because one or more movements is not getting enough time to satisfy
its demand, with excess time existing on other moves. Although calculating ICU for an
unsignaIized intersection is not necessarily valid, it can be performed with the presumption
that a signal can be installed and the calculations show whether the geometrics are
capable of accommodating the expected volumes.
Capacity is often defined in terms of roadway width. However, standard lanes have
approximately the same capacity whether they are 11 foot or 14 foot lanes. Our data
indicates that a typical lane, whether a through lane or a left-turn lane, has a capacity as
high as approximately 2200 vehicles per lane per hour of green time. The 1985 Highway
CapacitvManua/found capacities of 1800 vehicle~ per lane per hour of green time. These
studies show that values in the 1600 to 1700 range should result in a conservative
analysis.

The "Carlsbad Oaks North Project -Traffic Study" is the culmination of tremendous effort on
the part of City Staff and the various consultants participating in the preparation of traffic
analyses for major developments within the study area. Existing traffic data were collected for
the 49 study intersections and evaluated for inclusion in the report.
An extended traffic modeling effort was conducted, which utilized assumptions acceptable to the
City of Carlsbad, within the Carlsbad Cities/County Sub-Area, SANlJAG traffic model. The
traffic model projections required evaluation, input, review, and ongoing analyses_ to provide
acceptable projections of interim traffic conditions incorporating study area cumulative projects
and long-range future conditions. The consultants _ worked in conjunction with City Staff and
City approval was required for all projections ultimately utilized in the analyses.
This document presents a review of the potential traffic impacts related to the Carlsbad Oaks
North project. This study identifies the infrastructure needed to support, not only the prop~sed
project, but the existing traffic and cumulative growth of the surrounding areas. The necessary
improvements are identified in this study and the anticipated responsibilities of Carlsbad Oaks
North are provided.
The following is a summary of the primary findings oftbis Traffic Study_
1) Existing conditions were documented to-provide a baseline for evaluating the proposed
project impacts. Table 2 shows that two intersections would require improvement under
existing conditions in order to provide acceptable operations.

2) When the interim Carlsbad Oaks North project is added to the existing traffic conditions~
the same two intersections would require improvement. The two improvements needed
to mitigate the existing impacts also serve' to accommodate the proposed project. Table 6
and Figures 3A -3M present the findings and illustrate the measures at the two
intersections.
3) TIre currently proposed Carlsbad Oaks North project actually represents a significant
reduction in development potential. The current proposal is to provide a total of
1,921,000 square feet (SF) of building area; whereas the previously planned project
would have resulted in 3,615,916 SF (which would have generated more traffic than the
current project).
4) The currently planned project is also assumed to include an· acceleration of tPe
construction of the "Faraday Avenue Connection" between EI Camino R~al (ECR) and
Melrose Drive. The SANDAG modeling assumed this connection to occur after Year
2005, by theYear 2010. Carlsbad Oaks North, however, is assumed to facilitate this
connection as a part of its initial phases of de.velopment.
5) Year 2005 analyses were conducted for conditions both with and without the Faraday
Connection. The completion of the Faraday Connection was shoWn to benefit
intersection operations on Palomar Airport Road (PAR). The PAR corridor serves traffic
in the immediate vicinity, as well as traffic in surrounding areas (other jurisdictions),
which use this arterial as a thoroughfare. The findings are summarized it;t Table 9.
6) Analyses were provided for the Years 2005 and 2010 and the infra~cture needed to
support these traffic conditions were identified. Tables 8 and. in, respectively, show the
intersection operations at the 49 study locations under existing lane geometrics and for
conditions with identified improvements (Figures 3A -3M). These evaluations show the

improvements needed to support existing traffic plus cumulative traffic growth, as well as
the proposed project.
7) The Year 2020 conditions were evaluated and the intersection ~yses results for the 49
intersections are provided in Tables 11 and 12. These long-range analyses indicate that
the improvements necessary to address the Year 2020 traffic voltime projections are
consistent with the road system that is anticipated to ultimately be in place. An important
example is the Year 2020 :intersection improvements shown on Figures 3A -3M are
consistent with the mitigations included in the Traffic Improvement Fee (TIF) _program. _
In addition, these TIF improvements provide acceptable intersection operations at the
pertinent study locations. It is shown that all of the study intersections are projected to
operate at acceptable Levels of Service with the intersection geometries identified on
Figures 3A .. 3M.
8) The existing and existing plus" interim project analyses identifY the project's short-term
responsibilities. The Year 2005 and 2010 evaluations identifY the in:fr~cture needed
"to support the cumulative traffic growth expected to occur at these intervening years and
based on the assumptions included in the SANDAG modeling efforts. The ultimate
roadway requirements and the project's" long-term impacts are id(;mtified through the Year
2020 analyses. These evaluations are anticipated to present information necessary for the
decision makers to evaluate the traffic related impacts of the proposed project.
9) The proposed Carlsbad Oaks North project is shoWn to be accommoda.ted at each level of
development. The factors and requirements which are anticipated to result in the
conclusion that the project related impacts have been mitigated are:

analyses show that improvements are needed to offset existing traffic impacts~
Added improvements at the location are required to accommodate the addition of
the interim portion of the project.
The "Existing Plus Interim" findings do not "credit" the Carlsbad Oaks North
project plans to facilitate the acceleration of the "Faraday Avenue Connection"
project, in conjunction with its initial phases of development. This improvement
was anticipated to occur by Year 2010; prior to this project proposal. The
accelerated construction of this improvement would serve to benefit intersections'
along Palomar Airport Road.
.. The Year 2020 analyses, including the proposed project, show that all of the 49
study intersections would have acceptable operations, based on the geometries
shown on Figures 3A -3M. The Carlsbad Oaks North project would be subject
to the TIF and it is noted that the pertinent study intersections have improvements
consistent with the TIF mitigation requirements. The other intersections ~e
anticipated to be consistent with the planned road systeJ!4 which will serve long
range traffic conditions.
Overall, this Traffic Study is expected to provide the information necessary to consider the
potential impacts of the Carlsbad Oaks North project and require appropriate mitigation of the
proposed project.
