Pursuant to Section 11.06.170 of the Carlsbad Municipal Code, I hereby state in
my professional opinion all work incorporated in the grading and drainage plans,
authorized under the grading permit to include grading, drainage and
construction of appurtenant structures,has been constructed to the lines and
grades in substantial conformance with the approved plans and any approved
revisions thereto. 0
I further state that the embankment and cut slopes as shown on the approved
grading plans have been placed at their proper line and grade.

Dear Ms. Wilson:
In accordance acordance with the request of City of Carlsbad, this letter has been prepared to confirm that
grading of the subject lots within the Villages of La Costa - The Oaks South development is
complete. From a geotechnical engineering standpoint, as indicated in the referenced report,
earthwork operations were performed in substantial conformance with the referenced grading plan
and project geotechnical report.:
It is our opinion that all building pads have been properly graded and are ready to receive the planned
improvements. All conclusions and recommendations presented in the referenced update report
remain applicable:

Excavation Code. Rough Grading has been completed substantially in
conformance with the approved grading plan. The condition of the pads at the
time of our certification check was dirt with no swales, retaining walls, or
landscaping.
