CARLSBAD, CALIFORNIA
The purpose of this traffic analysis is to evaluate the preferred access to an 11-unit
condominium project proposed to be located on the northeast corner of Las Flores
Drive/Jefferson Street intersection in the City of Carlsbad. Access is proposed via one
driveway to Las Flores Drive, approximately half way between Interstate 5 (1-5) and
Jefferson Street. Figure 1 shows a project area map. Included in this traffic analysis i$
the following:
• Existing Conditions;
• Existing ~raffic Volumes;
• Project Trip Generation;
• Project Traffic Distribution/Assignment;
• . Sight Distance Assessment;
• Project Access Discussion; and
• Conclusions/Recommendations.
EXISTING CONDITIONS
The following ·is a brief description of the roadways in the area. Figure 2 shows an
exist!ng conditions diagram for the streets and intersections in the: project area.
Jefferson Street provides one lane of travel in each direction. Jefferson Street is
currently configured as a 2-lane undivided roadway with bike lanes and intermittent bus
stops provided along both sides of the road. Curbside parking is generally permitted.

Las Flores Drive provides one lane of travel in each direction. Las Flores Drive is
currently configured as a 2-lane u'ndivided roadway with no bike lanes. Ci:lrbside
parking is generally prohibited between Jefferson Street and 1-5 and the posted speed
limit is 30 mph within the project area. There is an existing driveway on Las Flores
Drive, approximately 100 feet from the 1-5 southbound (S8) off-ramp. The 1-5 off-ramp
is located approximately 300 feet from Jefferson Street. . The proposed drivew~y is
approximately 150 feet from the 1-5 SB off-ramp.

NORTH COAST TRANSPORTATION STUDY
A review of the SANDAG prepared North Coast Transportation Study, December 2000,
indicates that no specific improvements are planned for the 1-5/Las Flores Drive
interch.ange. However the following possible improvements could result in some
changes to the 1-5/Las Flores interchange:
~. 1-5 is planned to be widened 25 feet in each direction per Alternative 9, the
alternative adopted as part of the 2020 Regional Transportation Plan. It is
not known if this will involve acquisition of any additional right-of-way near
Las Flores Drive.
~ The SR 78/1-5 freeway-to-freeway interchange may be modified with a new
westbound SR 78 to southbound 1-5 ramp. This proposed ramp may result in
the modification/elimination of the Las Flores Drive/I-5 interchange due to its
close proximity to the proposed SR 78/1-5 interchange.
EXISTING TRAFFIC VOLUMES
Linscott, Law & Greenspan Engineers (LLG) conducted AM/PM manual traffic counts at
the Las Flores Drive intersections at Jefferson Street and at Tuttle Street/I-5
Southbound ramps on August 30, 2001.
Figure 3 shows the existing traffic volumes in the project area during both the AM and
PM peak hours. Appendix A contains copies of the intersection manual count sheets.
SIGHT DISTANCE ASSESSMENT
Access is possible via either Jefferson Street or Las Flores Drive. A field observation on
Jefferson Street shows that sight distance is very limited looking to the north from a
-potential driveway on Jefferson Street. Therefore, access is not ,recommended on
Jefferson Street. Sight distance is much· better on Las Flores Drive. A field, sight
distance measurement indicates approximately 520 feet is available looking east, with
sight distance available to the terminus of Las Flores Drive looking west.

PROJECT TRAFFIC GENERATION
Trip rates from SANDAG pu.blications were utilized to determine the traffic generated by
the condominium project. The SANDAG rate utilized for this study was 8 ADT/DU
(Dwelling Unit). Table 1 shows the project traffic generation calculations. This table
shows that the project is calculated to generate 88' ADT with 7 total AM peak hour trips
and 8 total PM peak hour trips.
PROJECT TRAFFIC DISTRIBUTION/ASSIGNMENT
The traffic distribution was determined for the project based on the location of the
general population base and the project proximity to Interstate 5.
The majority of project traffic is expected to be oriented to/from 1~5 and making this
assumption provides a conservative analysis since most outbound movements would
be left turns. '
Figure 4 shows the existing + project traffic volumes in the project area during both th,e
AM and PM peak hours. '
PROJECT ACCESS
Table 2 shows an analysis of the existing + project, and Year 2020 + project operations
at the Las Flores Drive/Project Driveway intersection and shoWs that LOS C or better
operations are calculated for both the inbound and outbound left-turn to/from the project
driveway onto Las Flores Drive. The 2020 peak hour volumes were, estim,ated based on
an assl:Jmed 40% increase in traffic on Las Flor,es Drive. This percentage ihcrease, is
based on an assumed 2% annual increase in traffic for 20 years. The SANDAG Year
2020 traffic volume on Las Flores Drive is 8,400 ADT, less than the existing 9,800 ADT.
Full access is recommended to be provided to Las Flores Drive. A raised median
should not be constructed to prohibit outbound left turns since there is not adequate
width at the Las Flores Drive/Jefferson Street intersection to allow westbound to
eastbound u-turns.

Section 504.3 of the Highway Design Manual, Caltrans indicates that the distance
between a freeway ramp and the nearest driveway should be a minimum of 400 feet
(125 meters), preferably 500 feet (160 meters). Currently there is a driveway on Las
Flores Drive accessing residential units approximately 100 feet from the 1-5 southbound
(SB) off-ramp. The proposed project driveway will be located farther west of the
existing driveway and replacing it, therefore improving the situation. Thu$, the distance
between the SB off-ramp and the nearest driveway will be increased compared to the
existing spacing.
. .
On eastbound Las Flores, Tuttle Street intersects La Flores Drive between the
proposed project driveway and the SB on-ramp. Hence, the propose"d driveway has no
impact on the operations at the Las Flores Drive/SB on-ramp intersection.
Additionally the following should be noted:
~ Access to the project is physically possibl~ on Jefferson. Street and on Lc;is
Flores Drive. However, access on Jefferson Street is not recommended
since sufficient sight distance is not available on Jefferson Street to; the north
of the project.
~ The maximum peak hour left-turning volume is only 5 vehicles in the AM peak
hour, from the project on to eastbound Las Flores Drive, or an average of one
vehicle every 12 minutes. The Las Flores Drive/Jefferson Street intersection
is signalized and will provide sufficient gaps for these vehicles to complete
the left-turn movement.
~ The posted speed limit on Las Flores Drive is 30 mph.
If a raised median is installed at the project driveway and only right-in and
right-out (westbound and southbound right-turn) movements are permitted,
eastbound traffic from the site will be forced to travel out of directioh to
Jefferson Street, make a left-turn at Jefferson Street and a u-turn somewhere
on Jefferson Street and then double back on eastbound Las Flores.
Similarly, traffic coming to the site on eastbound Las Flores Drive will be
forced to travel eastbound, cross over 1-5 to the east, make a u-turn
movement and then head back westbound on Las Flores Drive. Thus, traffic
is forced to travel through inters~ctions/traffic interchange twice to reach their
intended destination, thus increasing overall trip making.

CONCLUSIONS/RECOMMENDATIONS
It is recommended that project access not be provided on Jefferson Street due to
severe sight distance constraints. Full access is recommended to be provided to Las
Flores Drive. The proposed driveway on Las Flores Drive is about 150 feet from both
Jefferson Street and the 1-5 S8 off-ramp, the optimal location for a drivewa:y on Las
Flores Drive Table 2 shows that good operations are calculated for the inbound and
outbound left-turns at the· project driveway. A raised median should not be 'constructed
to prohibit outbound left turns since there is not' adequate width at the Las Flores
Drive/Jefferson Street intersection to allow westbound to eastbound u-turns ancj since
good operations are calculated with full access.
