(USAl) was retained by Calso limited to evaluate possible traffic impacts from the construction offifty-eight (58) condominium dwelling units on the south side of La Costa Avenue, east ofEI Camino Real, in the City of Carlsbad. May 16, 2003 The City of Carlsbad typically requires the preparation of a traffic study for proj ects of 600 Average Daily Traffic (ADT) volume or greater. Since this project is expected to generate only 464ADT, a traffic study is not required. However, Calso Limited is concerned about local traffic on La Costa Avenue, and so have authorized the preparation of this traffic report. 2.2 SAN DIEGO REGION CONGESTION MANAGEMENT PROGRAM (eMP) GUIDELINES The January 2003 update to the San Diego Region CMF includes traffic impact study guidelines that have been incorporated into this study. The CMP guidelines recommend intersection evaluation be done using the Year 2000 Highway Capacity Manual Software, which has been used in this evaluation. Typically an increase in delay at signalized intersections is calculated with the project traffic added, and a test for significant impact is conducted that allows a two second increase in average delay per vehicle, at level of service "D", "E", or "F". Street segments were also evaluated under the CMP guidelines that allow a two percent increase in volume to capacity ratio 01IC ratio), at level of service LOS "D", "E", or "F". If the LOS with the proposed project becomes unacceptable (see above * note), or if the project adds a significant amount of peak-hour trips to cause any traffic queues to exceed on-or off-ramp storage capacities, the project applicant shall be responsible for mitigating significant impact changes. *** See Exhibit 0·2 for ramp metering analysis. May 16, 2003 . The City of Carlsbad conducts yearly street segment traffic volume counts to monitor traffic flow throughout Carlsbad. Figure 3-1 shows existing average daily traffic volumes taken from the Carlsbad 2002 traffic monitoring report. Figure 3-2 shows existing lane configurations. Table 3-1 shows volume to capacity and levels of service for existing conditions on street segments near the proj ect location. La Costa Avenue, adjacent to the project site, is classified as a four-lane secondary arterial, and as such, currently operates acceptably at a level of service (LOS) "C" .. The westbound downhill slope plus the relatively low volume versus the roadway capacity is a contributing factor to the apparent speeding vehicles. Constant enforcement ofthe speed limit by the City of Carlsbad, providing a noticeable traffic police presence, is typically the most effective control of speeders. 3.2 INTERSECTIONS Figure 3-3 shows existing AM and PM peak hour traffic volumes for existing conditions at the study area intersections. Table 3-2 includes intersection peak hour levels of service. As indicated in this table, the study area intersections currently operate acceptably (LOS ''D;' or better). As shown in this table, the change in volume to capacity (VIC) ratio is less than two percent for each segment, so that project traffic impacts are less than significant. Table 7-1 shows the Year 2020 street segment levels of service and volume to capacity ratios with and without project traffic. As shown in this table, the change in volume to capacity (VIC) ratio is less than two percent for each segment, so that project traffic impacts are less than-significant. As shown in this table, the levels of service at study area intersections are expected to be at acceptable levels (LOS "D" or better) with project traffic added. The increase ill average delay per vehicle at each location is expected to be less than two seconds for all locations so that project impacts at intersections are expected to be less than significant. Appendix D includes Year 2020 intersection level of service worksheets. 7.3 SPEEDING ON LA COSTA AVENUE Through buildout (Year 2020) of the City of Carlsbad, the traffic volume on La Costa Avenue between EI Camino Real and Rancho Santa Fe Road is expected to be well within the design capacity, so that speeding could continue to be a problem. Methods to ~ttemptto slow speeders that should be investigated by the City of Carlsbad include the following: • Continued police enforcement of speeding; • fustall a "radar screen" that flashes speeds of on-coming vehicles; • fuvestigate a "press campaign" with articles in the local newspapers on the ·effects of speeding, numbers of citations, number of accidents, etc.; • Narrow the traveled way with roadway striping; • Enhanced speed limit signs with pavement markings maintained for high visibility. #003398 7-6 3398-rpt-rJ51603.wpc! May 16, 2003 8.0 CONCLUSIONS AND RECOMMENDATIONS The Calso, La Costa Condominiums with only fifty-eight (58) units are not expected to generate traffic in an amOlmt that would affect either the street segment or intersection, levels of service, through buildout, on the adjacent roadways. The Regional Congestion Management Guidelines for significant impact thresholds for street segments and intersections was used for the project evaluation.
