This report presents Pacific Soils Engineering, Inc.'s (PSE) revised pavement design recommen-
dations for Calle Andar (NE) (Stations 20+00 to 22+72), Calle Andar (S) (Stations 10+25 to
17+04), Via Iris (Stations 10+40 to 15+45) and Via Rico (Stations 10+72 to 11+90), at the Villas
La Costa project in the City of Carlsbad, California.
According to the project plans provided by Hunsaker and Associates, an equation exists at Calle
Andar Station 22+72 = Station 17+04. Six (6) representative samples of the subgrade soils were
obtained for analyses from the subject areas. Pursuant to a request from the City of Carlsbad,
Sample R-6 was obtained from Calle Andar Station 18+50, which corresponds to Calle Andar
Station 21+26. Sampling locations and representative areas are presented in Plate 1 (attached).
Applicable traffic index and project plans were obtained from Hunsaker and Associates.

The pavement sections presented in Table II are based on California Department of Transporta-
tion Highway Design Manual guidelines and are recommended for lOcal streets (T15.0).

Placement of subgrade, base and pavement should be accomplished in accordance with the cur-
• rent requirements of the City of Carlsbad and under the observation and testing of the project soil
engineer.

Utility backfill under the subject streets has been, compacted and tested in accordance with the
current requirements of the City of Carlsbad. A grading report encompassing utility backfill ob-
servation and testing to the present date at the project site is currently being compiled. As a part
of preparation for placement of aggregate base material, the subgrade should be suitably moisture
conditioned, processed and compacted to a minimum 95 percent of the laboratory maximum den-
sity (ASTM: D 1557) to at least twelve (12) inches subgrade. After subgrade compaction, the
exposed grade should then be "proof'-rolled with heavy equipment to ensure the grade does not
"pump" and is verified as non-yielding. Aggregate base material should be placed on the com-
pacted subgradé and compacted in-place to a minimum 95 percent of the laboratory standard ob-
tained by California Test Method 216E (modified). ,
