1.0 SITE DESCRIPTION & PURPOSE OF STUDY
SITE DESCRIPTION:
The project consists of 14.4 acres of which 8.9 acres are to remain open space. The subject site
is located at northwest comer ofEl Camino Real and Dove Lane in the City of Carlsb~
California. This is an attached residential project containing 53 residential units. open space, and
common area. The site is located in hilly ten'am where the development is located on a flat
graded area and is bordered by commercial use to the west, open space to the north~ and
residential to the east.
PURPOSE OF STUDY:
This study win determine the requirements for the proposed guard rail on HI Camino Real South
of Poinsettia Lane as outlined in the Caltrans Traffic Design ManuaL

2.0 GUARD RAIL ANALYSIS
This study analyzes the proposed embankment guardrail on the west side ofEl Camino Real
south of the Poinsettia Lane intersection. See Exhibit' A' for proposed guard rail location.
Currently, an existing guard is provided at this location and is located behind the existing a.c.
dike. The guard rail was probably located at this location~ because of the severe embankment
down slope outside the right of way. See Exhibit • B' in Appendix for existing guardrail location.
The project proposes to widen EI Camino Real on the west side from Poinsettia Lane to the
existing widened improvements north of Dove Lane. The current embankment slope will be
shifted westerly to daylight with open space area. For the most part these slopes do not exceed
the slope height requirement for a guardrail except at the location where the existing guardrail is
located.
Caltrans Traffic Manual Section 7-03.3 outlines the requirements for an embankment guardraiL.
The section states that the primary contributors to the severity of over-embankment accidents are
the height and slope of the embankment. Guardrail is a fixed object and should be installed' only
at locations where going off the embankment would be more severe than hitting the guardrail,
and there has been a history of over-embankment accidents.
The procedure for guardrail consideration outlined by Section 7-03.3 is as follows:
A. Accidents. Although we don~t know if the existing guardrail was placed because of an
accident or to prevent an accident, observation of the location suggests a valid reason. It appears
the location of the existing guardrail was placed at the top of the embankment where drivers left
turning from westbound Poinsettia Lane to southbound EI Camino Real could potentially go over
the embankment ifthey were moving too fast and could not make the turn. Since this condition
does not change with the street widening. the guardrail should remain at this location.
B. Alignment. As discussed in the Item A. the location of the westbound left tum
movement to southbound El Camino Real is a compelling reason for the guardrail location.
C. Volume of Traffic. El Camino Real is an Arterial Higbway with high volume of traffic.
Poinsettia Lane west of the intersection of El Camino Real currently terminates in a residential
area. Poinsettia Lane is also a high volume major highway east of E1 Camino Real. Due to the
dead~end nature of the Poinsettia Lane most of the westbound traffic will tum right or left onto
El Camino ReaL As a result, the 'higher volume double left turn movements iucrease the potential
for over-embankment accident.
D. Roadside Recovery Area. Westbound Poinsettia Lane to southbound El Camino Real left
tum pocket are double left turn lanes. The recovery area is limited to one lane. The outside left
turn lane only has an eight bike lane and sidewalk parkway for recovery. The guardrail is placed
behind the sidewalk and win be the last line of protection for an over the embankment accident.
E. Climatic Conditions. Climatic conditions in this are severe. However due to the large
volume of traffic and infrequent rain, the first storm runoff can create very slippery conditions

where the westbound left turns from Poinsettia Lane to southbound El Camino Real are being
considered._
F. Severity. We determined the the relative severity of traversing the embankment vs.
hitting the guardrail using the Caltrans Figure 7-1 'Equal Severity Curve. It was determined that
for the 2:1 embankment proposed, any slopes greater than 12' in height need to be protected by a
guardrail. This occurs at the existing as well as the proposed widened roadway condition. The
guardrail would begin at 240+47 and end at 241+46. about 100 feet in length. The embankment
slope in this area exceeds 12 feet in height.
CONCLUSION:
Based on the accident potential and the relative sever.ity~ a guardrail should remain at this
location. The guardrail will be located behind the sidewalk at the stations noted ~d be
constructed per Caltrans Standard Plan No. A77 A2 (See Appendix for Detail).
