Dear Constantine,
Poinsettia Lane Improvement Plan 469-513, Sheet 4, includes the installation of a 12" reclaimed water
main which will connect to the existing 18" reclaimed water main at the intersection of Cassia Road and
Poinsettia Lane. The existing 18" PVC reclaimed water main was constructed by City of Carlsbad
improvement 341-5 sheets 8 and 21. The existing 18" PVC generally heads southeast in Poinsettia Lane
and makes a 90 degree turn in the intersection and heads northeast in Cassia Road. The Poinsettia Lane
Improvement Plan 469-513 proposes removing the existing 18" - 90 degree bend and installing a new
18"x18"x1 8" tee with a 18"x12" reducer installed on the southeasterly leg of the tee for the extension of
the new 12" reclaimed water main along the Poinsettia Lane extension. The improvement plan pictorially
shows a thrust block at the new tee. The City plan check review process did not request Pangaea to
review and determine a size for this thrust block. Field inspection is requiring Pangaea to review and
determine the appropriate thrust protection at this new tee and reducer.
The following design considerations have been used to determine the appropriate thrust anchorage:
The maximum static water pressure in the existing 18" water main is 134 PSI.
The existing 18" PVC reclaimed water main has restrained joints 60 feet(per drawing 341-5) up
Poinsettia and Cassia from the 90 degree bend.
The proposed 12" reclaimed water main will be CML&C steel pipe with welded joints for 45 feet
southeast of the new tee before converting to PVC.
The soil baring pressure is a maximum of 2,000 PSF per Sect. 6.5.1 of the project's soils report.
Water Agencies Standards design guidelines, Section 5.2 'Thrust Restraint and Anchor Blocks".
Pangaea has determined that the new tee will require the following thrust protection: 1) the Tee shall
have a thrust block with a minimum of 45 square feet of bearing area (see exhibit 'A' attached), and 2) the
18"x12" reducer on the southeast leg of the Tee shall have a thrust anchor (see exhibit 'B' attached).
These thrust details will be shown on drawing 469-513 final as-built plans.
