On November 18, 2011, November 21, 2011 and February 1, 2012, Stuart Engineering determined
the elevations of the pad in the locations shown on the attached exhibit (enclosure 1). The
enclosed table summarizes the results of the field evaluation (enclosure 2). I hereby certify that the
finish pad elevations are graded to within a tenth (0.10) of the approved grading plans.
