Based on Fill (LOMR-F) or Conditional LOMR-F request. Based upon the community's review, we find the completed or proposed project meets or is
designed to meet all of the community floodplain management reqUirements, including the requirement that no fill be placed in the regulatory floodway,
and that all necessary Federal, State, and local permits have been, or in the case of a Conditional LOMR-F, will be obtained. In addition, we, have '
determined that the land and any existing or proposed structures to be removed from the SFHA are or will be reasonab'ly safe from flooding as defined in
44CFR 65.2(c), and that we have available upon request by DHS-FEMA, all analyses and documentation used to 'make this determination. For LOMR-F
requests, we understand that this request is being forwarded to DHS-FEMA for a possible map revision. For LOMR-F or Conditional LOMR-F requests .
that have the potential to impact an endanger~d species, documentation will be submitted to show that we have complied with Sections 9 and 1.0 of the

CHAPTER 1 -EXECUTIVE SUMMARY
1.1 -Introduction
The La Costa Ridge Neighborhood 2.6 project site is located west of Rancho Santa
Fe Road at the intersection of Corintia Street and Melrose Drive intersection within
the City of Carlsbad, California (see Vicinity Map on this page). San Marcos Creek
·is adjacent and to the south of the project site.

All runoff from the project site will drain to the adjacent San Marcos Creek Runoff
from the San Marcos Creek eventually discharges into the 8atisquitos Lagoon.
This Letter of Map Revision has been prepared per the request of the City of
Carlsbad, as the La Costa 2.6 qevelopment is adjacent to the previously delineated
FEMA floodplain (per FIRM Map No. 06037C1051 F). .
This portion of San Marcos Creek has a floodplain designation of Zone A. hence no
previous detailed analysis exists. Per a previous Army Corps study a peak flow
conveyance of approximately 13,000 cfs was identified for the San Marcos Creek at
this location.

The la Cos'fa Ridge Neighborhood 2.6 SITe is part of the La Cos'fa Ridge
development in ·the Cfty of Carlsbad, California. The site has been mass graded in
aotidpatloo 'ior residan'Hal de\le~opmenl per 'the "Grading and Erosion Control Plans
for La Costa Ridge Stockpile Plan" daied September, 2004 by Hunsaker &
Assoc;ales.
Per the" Mass Grading Hydrology Study for the Villages of La Costa Neighborhoods
2.1 through 2.5" dated January, 20004 by Hunsaker & Associates, a 48-inch storm
dlfarn ~ocated with~n the adjacent Cor.ntia Street conveys a flow of approximately 154
cfs from the neighboring La Costa Rtdge Neighborhood 2.5. This 48-inch RCP
storm drain discharges runoff ~nto the project site, eventually draining overland and
discharging to San Marcos Creek.

The Regional Water Quamy Control Board has identified San Marcos Creek as part
of the Carlsbad Hydrologic Unit, San Marcos Hydrologic Area, and the Batiquitos
Subarea (basin number 904.51).
Table 2 summarizes the HEC-RAS model results for the calculated water surface
elevations for the pre-developed San Marcos Creek at the La Costa 2.6 project site.

A revised pre-developed floodplain exhibit for San Marcos Creek has been provided
on the following page.
1.3 -Summary of Developed Conditions
Development of the 11.2-acre area consists of 54 single family residences, foot
paths, communal open space and underground utmties with two (2) entrances from
the adjacent Corintia Street.
Runoff generated by the La Costa Ridge Neighborhood 2.6 development is
conveyed in a southerly direction via curb and gutter within the proposed site,
draining into two (2) curb inlets. Flow from the adjacent Neighborhood 2.5's 48.,inch
RCP storm drain is conveyed south by a storm drain system within the
Neighborhood 2.6 site. The existing offsite flows converge with flows from the
developed Neighborhood 2.6 site, discharging into the receiving San Marcos Creek.
Offsite runoff from the adjacent Corintia Street that previously drained to the La
Costa Greens 2.6 project site via two (2) existing curb inlets is intercepted via two (2)
curb inlets within Corintia Street near the Private Street "G" entranceway. Flows are
conveyed via public storm drain through the project site (located within a public
easement), confluencing with on site flows prior to discharge from the project site.
Per the "TM Drainage Study for La Costa Ridge 2.6" dated May, 2006 by Hunsaker
& Associates, peak flow data from the developed site to the receiving San Marcos
Creek is summarized in Table 3 below.

Discharge to the receiving San Marcos Creek was analyzed per the "Preliminary
Hydrology for Vii/ages of La Costa -The Ridge and the Oaks" dated April 2001, by
Hunsaker & Associates.
The project involved grading, elevating all residences above the ultimate condition
100 year floodplain. Grading will be conducted adjacent to the floodplain as
delineated on the current FIRM.
Table 4 summarizes the HEC-RAS model results for the calculated water surface
elevations for the post-developed San Marcos Creek at the La Costa Ridge 2.6
project site.

1.4 -Summary of Resu~ts
Hydraulic computations were modeled using the HEC-RAS program for the water-
surface profiles of the drainage channels. The 100-year peak flow of 13,000 cfs was
used as the base flood for the San Marcos Creek hydraulic model. The HEC-RAS
model was used to ascertain water surface elevations, flow velocities and the
updated floodplain boundary.
Table 5 summarizes the pre versus post-developed HEC-RAS mode! results for the
calculated water surface elevations for the San Marcos Creek within the La Costa
Ridge 2.6 site.

CHAPTER 2
METHODOLOGY -FLOODPLAIN ANALYSIS
2.1 Model Selection
HEC-RAS River Analysis System
This software allows for the modeling water surface profiles for one-dimensional
steady gradually-varied flow. The basic computational procedure is based upon the
solution of the one-dimensional energy equation. Energy losses are evaluated by
friction (Manning's equation) and contraction/expansion (coefficient multiplied by the
change in the velocity head). The momentum equation is used in situations where
the water surface profile is rapidly varied. These situations include mixed-flow
regime calculations (such as hydraulic jumps), hydraulics of bridges, and evaluating
profiles at river confluences.
The effects of various obstructions such as bridges, culverts, weirs, and structures in
the floodplain may be considered in the computations. This software is designed for
the computation of FEMA floodplain boundaries and floodway encroachm~nts.
2.2 Cross Section Data
Cross Section Locations
Hydraulic model cross sections are generally taken where a change in channel
geometry or a flow change takes place. Cross sections for this analysis have been
taken approximately every fifty (50) feet.
Where bridges, culverts, or other obstructions block the flow path, a lower cross
section interval is necessary.
2.3 HEC-RAS Model DeSign Input Parameters
Starting Wa~er Surface Elevations
Boundary conditions are necessary to establish the starting water surface elevation
at the upstream and downstream ends of a river system. A starting water surface
elevation is necessary for the program to begin calculations.
In a subcritical flow regime, boundary conditions are necessary at the downstream
end of the river system. Supercritical flow regimes require boundary conditions at
the upstream end of the river system. In a mixed-flow regime, boundary conditions
are required at both the upstream and downstream ends.

In this analysis, as no existing FEMA study exists for the San Marcos Creek at this
location, upstream and downstream known water surface elevations are unknown.
Hence, a normal depth calculation was applied for the downstream water $urface
elevation and upstream critical depth slope was used in the developed conditions
analysis for the San Marcos Creek analysis.
Manning's Roughness Coefficients
Manning's values ranging from 0.035 to 0.1 were used to represent the proposed
developed graded and existing embankments of the San Marcos Creek.

All that certain real property situated in the County of San Diego, State of
California, described as follows:
That portion of the Lot 5 of the Partition of Rancho Guajome as designated on
the Partition Map attached to and made a part of the report of the referees in
Partition of said Rancho and adjoining lands, in that certain action in the Superior
Court of San Diego County, wherein Suzie G. Couts was plaintiff and Richard
O'Neill, Sr., et ai, were defendants, which Report and Map are file in the Office of
the Clerk of said Superior Court Case No. 10201, in the City of Vista, County of
San Diego, State of California, described as follows:
Commencing at the most Easterly corner of land described in Parcel 3 of Deed to
M.L. Knapp, et ai, filed in the Office of the County Recorder of San Diego County,
April 30, 1942, in the Book 1340, Page 248, Official Records of San Diego
County; thence Southeasterly along the center of line R.S. 392, a Plat of which is
on file in the Office of the County Engineer of San Diego County, South 17° 59'
00" East, 300.00 feet; thence South 72° 01' 00" West, parallel with the
Southeasterly line of said Parcel 3 of said Knapp's Land, at right angles to the
center line of said R.S. 392, 794.00 feet, more or less, to a point in the Easterly
line of that Tract of Land designated on said Partition Map as "Estate of Ysidora
B. De Couts, 100.09 Acres"; thence South 6°22'30" West along said £;:asterly line
616.04 feet to the Point of Beginning; said pOint of beginning also being the
Southwest corner of that land described in grant deed to Contra Costa School
Financing Authority filed in the Office of the County Recorder of San Diego
County September 9, 1992 as Document No. 1992-0572492 of Official Records;
thence continuing along the prolongation of said Easterly line 522.53 feet to a
point in the North line of Section 13, Township 11 South, Range 4 West, San
Bernardino Meridian; thence North 88°54'39" West along said North line
