PAVEMENT RECOMMENDATIONS

In accordance with our proposal dated December21, 2009 .and discussion with you in the
preconstruction meeting, we obtained subgrade soil samples from the subject roadways After
collection, we performed Resistance Value (R-Value) tests on the samples Based on conversations
with the project civil engineer from Hunsaker and Associates San Diego Incorporated, we understand
that a Traffic Index (TI) o15.0 has been assigned to the subject roadways.
Subgrade soil varies from sandy clay to silty to clayey sand with gravel, and typically exhibits low to
high R-Value characteristics We performed the laboratory R-Value tests in accordance with ASTM
D 2844 (California Test Method No 301) The results of the laboratory tests and the corresponding
roadway station numbers are presnted in Table I.
Based on laboratory testing and the TI provided, we calculated the pavement sections in accordance
with California Department of Transportation Highway Design Manual and the City of Carlsbad
Minimum Structural Standard GS-17 The pavement sections and the Traffic Index are presented in
Table II Calculations for the pavement sections are presented in Figure 1 Final pavement sections
should be obtained frOm the City-of Carlsbad., • -
Asphalt concrete should conform to. Section 203-6,6f the,-StandardSpec4fiiations for Public Works
Construction (Greenbook) Class 2 aggregate base materials should conform to Section 26-1 02A of
the Standard Specifications of the State of Calfornia, 'Department of Transportation '(Caltrans) or
approved equivalent. Additionally, materials should conform to City of Carlsbad specifications.
Prior to placing base materials for roadways and curb/gutter, the upper 12 inches of subgrade should
be scarified, moisture conditioned as necessary, and compacted to a dry density of at least 95 percent
of the laboratory maximum dry density in accordance with ASTM D 1557. The upper 12 inches of

subgrade beneath areas to receive concrete sidewalks should be compacted to a dry density of at least
90 percent of the laboratory maximum dry density near to slightly above optimum moisture content.
The base materials should be compacted to a dry density of at least 95 percent of the laboratory
maximum dry density near to slightly above optimum moisture content. The asphalt concrete should
be compacted to a density of at least 95 percent of the laboratory Hveem density in accordance with
ASTM D 2726. -
The performance of asphalt concrete pavement is highly dependent on providing positive surface
drainage away from the edge of the pavement. Ponding of water on or adjacent to the pavement will
likely result in saturation of the subgrade materials and subsequent pavement distress. To reduce the-
occurrence for such situations, a 'minimum drainage gradient of at least 1 percent should be
maintained for' pavement surfaces. Drainage from landscaped areas should be directed to controlled
drainage structures.

Lots 20 through 26 and Lots 36 through 47 of the subject development are complete. We performed
testing and observation services during the original grading operations as presented in the referenced
reports. The lots have recently been processed by removing vegetative growth, spinning the lots,
moisture conditioning as necessary, and recompacting the upper 12 to 24 inches of soil. We observed
the compaction procedures and performed in-place density tests to evaluate the dry density and
moisture content of the fill material. We performed in-place density tests in general conformance
with ASTM Test Method D 6938. Table I presents the results of the in-place dry density and moisture
content tests. Table II presents laboratory tests selected from the referenced report. In general, the in-
place dry density test results indicate that the fill soil has a dry density of least 90 percent of the
laboratory maximum dry density near to slightly above optimum moisture content at the locations
tested.
From a geotechnical engineering standpoint, earthwork operations were performed in substantial
conformance with the referenced report and the building pads have been properly graded to receive

the planned improvements. The conclusions and recommendations presented in the referenced reports
