Subject: Water System Analysis for the Bressi Ranch Commercial Site
869-001
This letter summarizes our analysis and recommendations for providing water service.
to the Bressi Ranch Commercial Site development. The proposed development consists
of 122,092 square feet of building space over 8 lots on 13.72 acres of the Bressi Ranch
project. The project is located within the Carlsbad Municipal Water District's .550
Water Pressure Zone. This area of the system is supplied by a 550 Zone Pressure
Reducing Station. Existing water service lines within the vicinity of the Bressi Ranch
Commercial Site include 12-inch 550 Zone water lines in Gateway Road, EI Fuerte
Street, Bressi Ranch Way, Finnila Place and Town Garden Road.
Purpose of Study
A water system analysis dated October 22, 2002 (revised November 5, 2003) was
prepared for the Bressi Ranch project which includes the Commercial Site. This study
identified the backbone water facilities necessary to serve the overall project, but did
not identify how onsite water service would be provided to the commercial area. The
purpose of this study is to identify the proposed water system layout necessary to
provide domestic and fire protection service to the Commercial Site.

Water Demands
The two demands used to design the system are domestic demands from the building
and fire flow demands. The projected water fixture units for the buildings have not yet
been established. As a result, this water study shows the locations of proposed
building water services, but the sizes are to be determined at a later date.
Domestic water demands were approximated based on the City of Carlsbad's
Engineering Standards, Volume 2 for Potable Water Design Guidelines. Per this
document, a commercial average day demand factor of 2,300 gpd/10,000 ft2 was
utilized. Maximum day demand and peak hour demands were calculated based on the
peaking factors of 1.65 and 2.9, respectively, times the average day demand. A
summary of building square footage, associated demands, and hydraulic n;l.odel
reference (Node #) can be found in Appendix A.
A design fire flow rate of 4,000 gpm was used in the fire system analysis, based on the
2003 Carlsbad Municipal Water District Water Master Plan. Fire sprinkler pipe sizing
and design are not considered in this water system analysis and will be p.rovided by
others.
Proposed Domestic Water System
Based on finish floor elevations ranging from 402 to 410.5 feet, the maximum onsite
static pressure with service from the 550 Zone ranges from 60.4 to 64.1 psi. Proposed
water lines to serve the Bressi Ranch Commercial Site shall be 8-inch and 12-inch.
The proposed water lines shall connect to existing water lines within the Bressi Ranch
project in four locations. Figure 1 provides the recommended water facilities for the
project.

Computer Model
The KYPIPE computer analysis developed by the UJ?iversity of Kentucky was utilized
to determine residual pressures throughout the distribution system. This computer
model utilizes the Hazen-Williams Equation to determine dynamic losses in the piping
system. A Hazen-Williams "C" Factor of 120 was used in our analysis. Although this
factor is conservative for PVC piping, we felt it appropriate to allow for pipe aging and
other minor losses in the backbone distribution system.
To determine the appropriate input hydraulic gradeline for the computer model, we
relied on the November 5, 2003 Potable and Reclaimed Water System Analysis for
Bressi Ranch. Table 1 summarizes the available hydraulic gradeline' at the
intersection of Bressi Ranch Way and El Fuerte Street (Node 502 from the 11103
Study),

Fire Flow Analysis
The proposed onsite water lines were sized based on the required fire flow for the
buildings within the project. The November 5, 2003 water study included hydraulic
modeling of the water system to ensure that fire flow requirements could be met
throughout the system, including a fire flow rate of 4,000 gpm for the industrial areas.
For the on site analysis in this study, the 4,000 gpm fire flow was split evenly between
two adjacent hydrants.
Appendix B provides a hydraulic model of the onsite system to ensure that the fire flow
requirements are met with the proposed onsite piping configuration. The results of the
hydraulic analysis indicate that the piping has been adequately sized to supply the
domestic and fire protection needs of the project. Exhibit A provides the node and pipe
diagram that corresponds with the hydraulic model.
