Gentlemen:
This letter is in response to the review of our R-value and
pavement section letter by Dan Clark of the City of Carlsbad.
As requested we are providing the R-value test reports. The
R-value tests were performed according to CALTRANS Test Method
301. We are also enclosing a copy of our structural section
calculations. In the past, the City of Carlsbad has not required
that the calculations be submitted.
Concern was expressed regarding our use of an R-value of 10
rather than the minimum reported value of 6. In our opinion, an
average R-value of 10 will be adequate in this case. The
reported values of 6 and 8 most likely represent isolated
areas. Also, the R-value test becomes inaccurate at values below
10. The City of Carlsbad Supplemental Standard Drawing number
GS-17 lists a minimum design R-value of 8. Using an 8 rather
than a 10 would result in a insignificant increase in base
thickness.
It was noted that the City of Carlsbad Supplemental Standard
Drawing number GS-17 specifies the top 12 inches of sub-grade be
compacted to 95 percent. The drawing does not indicate whether

the compaction should he to 95 percent of standard proctor (ASTM
D 698) or modified proctor (ASTM D 1557). Compaction to 90
percent of ASTM D 1557 is approximately equivalent to 95 percent
of ASTM D 698. In our opinion, compaction to 90 percent of ASTM
D 1557 is adequate. In some cases, especially with clayey sub-
grade, compaction to 95 percent of ASTM D 1557 is not possible.
The City of Carlsbad Supplemental Standard Drawing number GS-17
is confusing with respect to the specification of aggregate
base. Item 2 on the drawing appears to be a specification for
aggregate base but it refers to the CALTRANS specification for
aggregate sub-base. GS-17 does not include structural sections
with sub-base, therefore, one would not expect specifications for
sub-base to be presented on the drawing. The usual specification
for aggregate base is CALTRANS 26-1.02B. In our opinion, the
specification for minimum R-value of 40 is sufficient for subbase
material.
In our opinion the request for sand equivalent (SE) tests on the
subgrade material is not warranted. An SE is not useful for
determining subgrade quality. The CALTRANS pavement design
method does not incorporate the SE.
