Mike Ladala and Ron Van Daele. These tests were performed on the dates and at the locations indicated; they were performed in accordance with ASTM Test Method No. D1556- 64. Also attached are the results of laboratory compaction tests performed in accordance with ASTM Test Method No. D1557- 70A on samples of the materials used for fill and backfill. To our knowledge, these tests represent the relative compac- tion and water contents at the locations tested. In our opinion, based on our observation and testing,.. the work‘perfotied during that period was in general conformance with the Specifications for Controlled Fill attached to our report entitled "Soil and -z.y--- Geolqgfc Investigation for- the Prop0se.d Carlsbad Tract __ No. CT 77-2," dated July 19, 1979. -. -.- me - i During the grading period, fill was placed, compacted, and tested on fill Lots 70 through 72 and cut-fill Lots 73, 81 through 84, 99 and 100. Lots 102 and 103 have been left in their natural state. Lots 74 through 80, 85 through 98, and Lot 101 are cut lots. The grading operation generally consisted of removing alluvial and loose surface soils, watering, scarifying, and compacting areas to receive fill and making cuts and fills to design grade. . .. During the grading operation, compaction procedures were observed, and field density tests were made to help.evaluate the relative compaction of-the placed fill. Field observations and results of field density tests indicate that the fill has been generally compacted to 90 percent or more of maximum laboratory dry density as determined in accordance with ASTM Test Method No. D1557-70. For reference, the approximate locations of field density tests and the limits of compacted fill have been recorded on a copy of the grading plan. The results of field density tests, expressed as .a percent of laboratory dry density (relative compaction), are given on the attached forms. Laboratory tests were made on representative samples of the materials us'ed for fill. The tests were performed to evaluate moisture density relationships, maximum dry density, optimum moisture content, grain size distribution, plasticity and swell characteristics. The results of laboratory tests are attached. * SUMMARY OF FINISH GRADE SOIL CONDITIONS Fill Lots and Fill Portion of Cut-Fill Lots Inspection and laboratory tests indicate that nonexpansive fill was placed within two feet of rough grade on all fill lots noted herein. Cut lots and cut-fill lots were inspected at the completion of grading. The inspection indicated that no expansive soil is evident at rough grade surface. Nonexpansive soil is soil which swells less than three percent when compacted to 90 . -i--‘- percent ,of--the maximum laboratory compaction density at.optimuq- water content under a-surcharge of 160-psi: -. -.- ___- RECOMMENDATIONS Foundations for Structures on Nonexpansive Soils We recommend that foundations for single- or two-story; multi- dwelling, residential structures placed on nonexpansive, undisturbed soil or on nonexpansive, properly compacted fill be designed for a bearing pressure not exceeding 2,000 psf (dead plus live loads). We recommend that footings be founded at least 12 inches below finished grade and have a minimum width of 12 inches. In our opinion, this bearing pressure can be I : increased by no more than one-third for loads that include wind or seismic forces. i Slopes Fill slopes at the site have varying inclinations of approximately l-1/2:1 to 2:l (horizontal to vertical), and are approximately 10 feet high. Fill slopes'were treated by over filling, rolling with a sheepsfoot compactor and cutting back to design grade. We recommend that structures that will not tolerate differential settlements (such as foundations, swimming pools, concrete decks, walls, etc.) not be located within eight feet of the top of a slope. We recommend that footings that are located within eight feet of the top of a slope be extended in depth until the outer bottom edge of the footing is eight feet horizontally from the outside face of the slope. Additional Fill and Utility Trenches This report discusses the fill placement observed by personnel from our firm during the period speci,fied. We recommend that any additional fill placed, as well as backfill placed in utility trenches,located within-five feet of a building and deeper than 12 inches, or backfill placed in any trench located Broadmoor Homes, Inc. We should be contacted at least 24 hours prior to backfilling operations, Drainage _ -CT”- We recommend that-positive measures be taken to properly-finish- -- -. grade-each lot after structures and other improvements are in place, so that drainage waters from the lot and adjacent properties are directed off the lot and away from foundations, floor slabs, and slope tops. Even when these measures are taken, a shallow ground water or surface water condition can and may develop in areas where no such water condition-existed prior to site development; this is particularly true where a substantial increase in surface water infiltration.results from landscape irrigation. The elevations of compaction tests shown as finished grade (FG) Urn. tests on the attached forms correspond to the elevations shown on the "Grading Plan for Carlsbad Tract #77-2, Unit 3," dated February 14, 1980, prepared by Roy L. Klema Engineers, Inc. Elevations and locations used in this report were based on field surveys done by others. - . The soil conditions described in this report are based on observations and periodic testing. This office should be notified of any indications that soil conditions are not as described herein. We will inspect foundation excavations for each lot if we are requested to do so. For this report, rough lot grade is defined as that grade set in the field by the grade checker from reference stakes established by the surveyor, and represents rough grade at the* time we were inspecting the grading operation. The conclusions and opinions drawn from the test results and site inspections apply only to our work with respect to grading, and represent conditions at the date of our final inspection. May 13, 1981 Project No. 592072-FC02 Page 2 Wtddward-Clyde Consultants SUMMARY OF GENERAL EARTHWORK AND TESTING Site preparation, compaction, and testing were done between December 22, 1980 and April 30, 1981. In our opinion, based on our observation and testing, the work performed during that period was in general conformance with the Specifications for Controlled Fill attached to our report entitled "Soils and Geologic Investigation for the Proposed Carlsbad Tract No. CT 77-2," dated July 19, 1979. During the grading period, fill was placed, compacted, and tested on Lots 130 through 143 along the western edge of Monroe Street, and a private roadway parallelling Monroe Street. A buttress fill was constructed at the rear of Lots 136 through 141 in accordance with the recommendations of the preliminary report. A 3 to 1 inclined fill slope was constructed northward from Lot 130 in accordance with a report dated April 22, 1981. The grading operation gener- ally consisted of removing alluvial and loose fill soils, installing subdrains under the buttress slope and on the bottom of the draw along Monroe Street, scarifying, watering and compacting areas to receive fill, and making cuts and fills to design grade. During the grading operation, compaction procedures were observed, and field density tests were made to help evaluate the relative compaction of the placed fill. Field observations and results of field density tests indicate that the fill has been generally compacted to 90 percent or more of maximum laboratory dry density as determined in accordance with ASTM Test Method No. D1557-70. For re- ference, the approximate locations of field density tests and the limits of compacted fill have been recorded on a copy of the grading plan. The results of field density tests, expressed as a percent of laboratory dry density (relative compaction), are given on the attached forms. : . I . .Broadmoor Homes, Inc. The tests were performed to evaluate moisture density relationships, maximum dry density, optimum moisture content, grain size distribution, plas- ticity and swell characteristics. The results of laboratory tests are attached. - SUMMARY OF FINISH GRADE SOIL CONDITIONS Inspection and laboratory tests indicate that non- expansive fill was placed within 2 feet of rough grade on all lots noted herein. The soils at finish grade in our .opinion can be classed as SM soils. They meet the HUD criteria for slab underlay in that they swell less than 2 percent under a surcharge load of 150 psf, have less than 35 percent passing the No. 200 sieve, and the plasticity index is less than 15. RECOMMENDATIONS Foundations for Structures on Nonexpansive Soils We recommend that foundations for single- or'two-story, multi-dwelling, residential structures placed on nonex- pansive, properly compacted fill be designed for a bearing pressure not exceeding 2,000 psf (dead plus live loads). We recommend that footings be founded at least 12 inches below finished grade and have a minimum width of 12 inches. In our opinion, this bearing pressure can be increased by no more than one-third for loads that include wind or seismic forces. Slopes Fill Slopes at the site have inclinations varying from approximately 3:l to 2:l (horizontal to vertical), and are 1 ’ I -- , Broadmoor Homes, Inc. Fill slopes were * treated by overfilling, periodically backrolling with a sheepsfoot compactor, track rolled and then trimmed back to grade. - - - - Additional Fill and Utility Trenches This report discusses the fill placement observed by personnel from our firm during the periods specified. We recommend that any additional fill placed, as well as backfill placed in utility trenches located within 5 feet of a building and deeper than 12 inches, or backfill placed in any trench located 5 feet or more from a building and deeper than 5 feet, be compacted under our observation and tested to verify compliance with the earthwork specifications for the project. We should be contacted at least 24 hours prior to backfilling operations. Drainage We recommend that positive measures be taken to prop- erly finish grade each lot after structures and other improve- ments are in place, so that drainage waters from the lot and adjacent properties are directed off the lot and away from foundations, floor slabs, and slope tops. Even when these measures are taken, a shallow ground water or surface water .condition can and may develop in areas where no such water condition existed prior to site development; this is partic- ularly true where a substantial increase in surface water infiltration results from landscape irrigation. Klema Engineers, Inc. Elevations and locations used in this report were based on field surveys done by others. The soil conditions described in this report are based - on observations and periodic testing. 'This office should be notified of any indications that soil conditions are not as described herein. We will inspect foundation excavations for each lot if we are requested to do so. For this report, rough lot grade is defined as'that grade set in the field by the grade checker from reference stakes established by the surveyor, and represents rough grade at the time we were inspecting the grading operation. Likewise, the indicated depths of placement of nonexpansive soil were based on the measurements made by and grades set by the contractor's grade checker. - The conclusions and opinions drawn from the test results and site inspections apply only to our work with respect to grading, and represent conditions at the date of our final inspection. In our opinion, based on our observation. and testing, the work performed during that period was in general conformance with the Speci- fications for Controlled Fill attached to our report entitled "Soil and Geologic Investigation for the Proposed Carlsbad - Tract No. CT 77-24," dated July 19, 1979. During the grading period, fill was 'placed, compacted, and tested on fill Lots 104 through 107, 115 through 121, and cut-fill Lots 113, 114, and 122 through 126. Lots 110, 111, and 112, and Lot 129 were left in their natural state. Lots 108, 109, 127, and 128 are cut lots. The grading opera- tion generally consisted of removing alluvial and loose surface soils, scarifying, watering, and compacting areas to receive fill and making cuts and fills to design grade. - - -. - During the grading operation, compaction procedures were observed, and. field density tests were made to help evaluate the relative compaction of the placed fill. Field observa- tions and results of field density tests indicate that the fill has been generally compacted to 90 percent or more of maximum laboratory dry density as determined in accordance with ASTM Test Method No. D1557-70. For reference, the approximate locations of field density tests and the limits of compacted fill have been recorded on a copy of the grading plan. The results of field density tests, expressed as a percent of laboratory dry density (relative compaction), are given on the attached forms. Laboratory tests were made on representative samples of the materials used for fill. The tests were performed to evaluate moisture density relationships, maximum dry density, optimum moisture content, grain size distribution, plasticity and swell characteristics. The results of laboratory tests are attached. u*uL1LJllIuuL IiUIlI~b ( * a .June 9, 1981 Project No. 592072-FC02 Page 3 vw 3vwr u=~yrle Consultants SUMMARY OF FINISH GRADE SOIL CONDITIONS - Fill Lots and Fill Portion of Cut-Fill Lots Inspection and laboratory tests indicate that non- ^_ expansive fill was placed within two feet of rough grade on all fill lots noted herein. - Cut Lots and Cut Portion of Cut-Fill Lots Not Undercut - Cut Lots and cut-fill Lots 113, 114, and 122'through 126 were inspected at the completion of grading. The inspection - indicated that no expansive soil is evident at rough grade surface. Nonexpansive soil is soil that swells less than three percent when compacted at 90 percent of maximum labo- ratory desnity, surcharged with 160 psf, and submerged in water. ' RECOIQlENDATIONS - Foundations for Structures on Nonexpansive Soils - We recommend that foundations for single- or two-story, multi-dwelling, residential structures placed on nonexpansive, undisturbed soil or on nonexpansive, properly compacted fill - be designed for a bearing pressure not exceeding 2,000 psf (dead plus live loads). We recommend that footings be founded at least 12 inches below finished grade and have a minimum width of 12 inches. In our opinion, this bearing pressure can be increased by no more than one-third for loads that include wind or seismic forces. - Slopes Fill slopes at the site have varying inclinations of ?- approximately l-1/2:1 to 2:l (horizontal to vertical), and are approximately ten feet high. We recommend that structures that will not tolerate differential settlements (such as foundations, -_ swimming pools, concrete decks, walls, etc.) not be located within eight feet of the top of a slope. We recommend that - footings that are located within eight feet of the top of a slope be extended in depth until the outer bottom edge of the - - footing is eight feet horizontally from the outside face of the slope. - Additional Fill and Utility Trenches This report discusses the fill placement observed by -- personnel from our firm during the period specified. We recommend that any additional fill placed, as well as backfill - placed in utility trenches located within five- feet of a building and deeper than 12 inches, or backfill placed in any trench located five feet or more from a building and deeper than five feet, be compacted under our observation and tested to verify compliance with the earthwork specifications for the - project. We should be contacted at least 24 hours prior to backfilling operations. - Drainage We recommend that.positive measures be taken to properly finish grade each lot after structures and other improvements are in place, so that drainage waters from the lot and adja- cent properties are directed off the lot and away from foundations, floor slabs, and slope tops. Even when these measures are taken, a shallow ground water or surface water condition can and may develop in areas where no such water condition existed prior to site development; this is particu- larly true where a substantial increase in surface water infiltration results from landscape irrigation. - - . Inr'our opinion, based on our observation and testing, was in general the work performed during that period conformance with the Specifications for Controlled Fill attached to our r&port entitled "Soils and Geologic Investigation for the Proposed Carlsbad Tract No. CT 77-2," dated July 19, 1979. _ .--. : :f During the grading period, fill was placed, compacted, and ,z--- - tested on--fill lots 46, 47,-54 and 55 and the fill portions of cut/fill lots 36 through 40, 43, 44;'-45;48 through 53; 56 and --- 63 through 65. Lots 41, 42 and .57 through 62 are cut lots. Lots 66 and 67 are not designated as building lots and were either cut-fill, cut or the grading operation essentially consisted of scarifying, watering and compacting areas to receive fill followed by making cuts and fills to design grade. During the grading operation, compaction procedures were observed, and field density tests were made to help evaluate the relative compaction of the placed fill. Field observa- tions and results of field density tests indicate the fill has been generally compacted to 90 percent or more of maximum dry laboratory density as determined in accordance with ASTM Test Method No. D1557-70. For reference, the approximate location of field density tests and the limits of compacted fill have been recorded on a copy of the grading plan. The results of field density tests, expressed as a percent of maximum lab- oratory dry density (relative compaction), are given on the attached forms. Laboratory tests were made on representative samples of the materials used for fill. The tests were performed to evaluate moisture density relationships, maximum dry density, optimum moisture content, grain size distribution, and plasticity, strength, and swell characteristics. The results of lab- oratory tests are attached. SUMMARY OF FINISH GRADE SOIL CONDITIONS Fill Lots and Fill Portion of Cut-Fill Lots . We recommend that foundations for single- or two-story (multi- dwelling) structures placed on nonexpansive, undisturbed soil or on nonexpansive, properly compacted fill be designed for a bearing pressure not exceeding 2000 psf (dead plus live loads}. We recommend that footings be founded at least 12 inches below finished grade, and have a minimum width of 12 inches. In our opinion, this bearing pressure can be increased by no more than one-third for loads that include wind or seismic forces. . '. Lots 56 and 57 are bounded on the west by nearly vertical, I _:" t natural bluffs with heights on the order of 20 feet. We recommend that the building locations or foundations be designed as follows: a) Situate the buildings so that the foundations are east of a 1 to 1 inclined line extending up and . easterly from the base of the bluffs, or b) If the building locations cannot be- adjusted, place the buildings on drilled piers. The piers should be extended a minimum of 5 feet below the 1 to 1 inclined line extending from the base of the bluffs ahd should be a minimum of 2 feet. in diameter. Piers can be designed for an allowable soil bearing pressure of 5000 psf. / . We recommend that the lots be sloped at a minimum of 1 percent to the streets and that no water be allowed to drain over the. face of the bluffs. Weirecommend that any additional fill placed, utility trenches as well as backfill placed in located within 5 feet of a building and deeper than 12 inches, or backfill placed in any trench located 5 feet or more from a building and deeper than 5 feet, be compacted under our observation and tested to verify com- pliance with the earthwork specifications for the project. We should be contacted at least 24 hours prior to backfilling operations. Drainage We recommend that positive measures be taken to properly finish grade each lot (after structures and other improvments are in place), so that drainage waters from the lot and adjacent properties are directed off the lot and away from foundations, floor slabs, and slope tops, Even when these measures are taken, a shallow ground water or surface water condition can. and may develop in areas where no such water condition existed prior to site development; this is par- ticularly true where a substantial increase in surface watei- infiltration results from landscape irrigation. WOODRIDGE PHASE I FOOTING INSPECTION LOTS 1 THROUGH 20 AND 23 THROUGH 30 CARLSBAD, CALIFORNIA Dear Mr. Carter: In accordance with your request, we have examined test pits dug adjacent to existing concrete footings at the subject site. The purpose of this work was to express our opinion regarding the depth of footings and the soils into which the footings are errbedded. The footings were exposed by shallow backhoe test pits at 71 locations around the foundations. The number of pits per lot ranged from 3 to 8. They were dug by your representative and equipment on March 24, 1981 and were examined by a staff geologist from our firm on the same date. Our inspections revealed that the footings ranged in depth from 9 to 18 inches below lowest adjacent grade. However, the depth below finish floor was on the order of 20 inches in each case which indicates that fine grading has not yet been done and that additional soil will be placed adjacent to the footings to provide additional embedment; moreover the ground surface around the slabs was rough and uneven; typical of that encountered during the construction period. The soil exposed in the pits consisted of either dense natural nonexpansive soil or properly compacted nonexpansive silty to clayey sand. In our opinion the footing depths will be in accordance with our minimum recommendations following fine grading including the filling of depressed areas adjacent to the footings, at completion of building construction. The soils exposed in the pits are as anticipated in our final report. Consulting Engineers. In accordance with your request and our verbal recommenda- tions we are presenting design recommendations for the construction of a buttress west of Lots 130 through 140 in the subject subdivision. For our study we have been presented a "Supplemental Grading Plan, Carlsbad Tract 77-2 Unit 5" prepared by Roy L. Klema Engineers, Inc. dated February 1981. The grading plan indicates that the irregular topography within the slide area identified by geologists from our firm, will be graded so as to form a smooth slope with an inclination of approx- imately 2 to 1 (horizontal to vertical). Maximum vertical cuts will be on the order of 20 feet. - BACKGROUND INFORMATION Our "Soil and Geological Investigation for the Proposed Carlsbad Tract No. CT 77-2 Planned Unit Development No. 8, Hosp Grove, Carlsbad California" dated July 19, 1979, identi- fied a landslide within the hillside west of Monroe Street in the northwestern part of the site. A test boring placed at the toe of the slope did not encounter any landslide planes. Subsequent geologic investigation identified a slide plane within a cut bank along the west side of an existing dirt road near the toe of the slope. The slide plane was noted at approximate Elevation 97 (MSLD), above the test boring. Because of the difficulty involved and the large number of trees present on the hillside no additional test borings were made. The approximate limits of the landslide are shown on Fig. 1. Our field investigation did not evaluate the depth of the landslide, however, for our analysis we have assumed the slide is deep-seated. The slide plane geometry and soil shear strength parameters assumed are shown on the sketch below. A typical cross section of the buttress at the maximum section is shown on the attached "Guide Specifications for Typical Buttress." A drain should be installed at the rear of the buttressed slope as indicated. We recommend with either mitigating measure the excavated material be replaced and‘properly compacted. The stability of construction slopes should be the responsi- bility of the contractor. DESCRIPTION - - Buttresses consisting of compacted, granular fill shall be installed as shown on the plans in accordance with these specifications, unless otherwise specified by the engineer. Typical cross sections are shown on the sketch. II. CONSTRUCTION - The buttresses shall be composed of compacted, granular material as described in the report recommendations. - Chimney drains consisting of filter gravel and perforated pipe shall be installed as shown on the sketch. - III. PERFORATED PIPE AND FILTER GRAVEL .- Collector pipe shall be 6-inch diameter, perforated, thick walled ABS or PVC pipe sloped to drain to outlet pipe. Outlet pipe from buttress shall be nonperforated and should slope at 1 percent minimum to drain to a convenient outlet. - Filter material for use in backfilling chimneys and around and over drain pipe shall consist of clean, coarse sand and gravel or crushed stone conforming to the following grading requirements. LAYING Trenches for drains shall be excavated to a minimum width - equal to the outside diameter of the pipe plus 1 foot and to the depth shown on the plans or as directed by the engineer. The bottom of the trench shall then be covered full width by .- - 4 inches of filter material and the drain pipe shall be laid with the perforations at the bottom and sections shall be joined with couplers. The pipe shall be laid on a minimum slope of 0.2 percent. I - - After the pipe has been placed, the trench shall be back- filled with filter material to the elevation shown on the plans, or as directed by the engineer.
