In compliance with your request, we have observed and tested soil recompaction in portions of the sewer, storm drain, water,
electric, gas and telephone utility trench backfills. Tests were also obtained within the prepared subgrade and baserock prior to asphalt paving for portions of the street areas and random density tests were also obtained in the asphalt concrete.
The maximum dry density and optimum moisture content of the representative soils and aggregate base material were determined
in the laboratory by ASTM Test Method D1557 and California Impact Test 216-F, respectively. The results of the compaction curves
were:

The compaction density was determined by fifty-nine (59) relative compaction tests taken at random depths and locations. The test samples were obtained by the drive cylinder, sand volume and nuclear gauge methods as described in ASTM publications. Testing was supplemented by probing those areas not tested to determine similarity in compaction. Results of the tests are given in Table 1 and their locations are shown on the attached drawing.
Based on our tests and observations, we conclude that the utility trench backfills tested have been compacted to a minimum of 90 percent of maximum density, and that the street subgrade and aggregate base have been compacted to at least 90 percent and 95 percent relative compaction, respectively, where shown on the attached drawing. The thickness, temperature and density of the asphalt concrete pavement was monitored during placement to determine compliance with the specifications.
