Rough Grading has been completed substantially in conformance with the
approved grading plan (within a tenth of a foot) which includes: Line and grade
for all engineered drainage devices (graded and ready for paving or
construction) staking of property corners for proper building locations and
inclination of all slopes, construction of earthen berms and positive building pad
drainage.

authorized under the grading permit to include grading, drainage and
construction of appurtenant structures, has been constructed to the lines and
grades in substantial conformance with the approved plans and any approved
revisions thereto.
