Dear Marci:
Planning Systems is conducting ongoing monitoring of the construction activities associated with
the grading for the Robertson Ranch West - Park Site and Habitat Corridor project to assure that
all required biological mitigation measures are being implemented and performed correctly.
This letter report documents the results of the construction monitoring activities and describes
any issues that may be identified as a result of these monitoring activities. Planning Systems
biologist Seth Schulberg is the primary construction monitor, with Greg Evans serving as back
up if needed.

Head and wing-wall construction taking place for north
desiltation basin outlet.
Berm removed at mouth of El Camino Real Culvert in
preparation for cleanout
This grading was started for the El Camino Real lane expansion project, which will create the
right-of-way for an additional northbound lane. As part of this activity the berm blocking the
ECR culvert was removed to allow future cleanout of the culvert. Fill placement to reduce the
slope of the habitat corridor continued. Construction started on the head-wall and wing-walls for
the North desiltation basin discharge pipe. Weather did not affect construction activities this
week.
Planning Systems standard operating procedures for construction monitoring require keeping a
written log of field notes with photo documentation as appropriate. Issues as they are identified
and corrective actions as required are discussed with the owner's representative and the

construction site supervisor. Issues and corrective actions are also detailed in the weekly
monitoring report, provided to the City and the Resources Agencies.
The monitoring activities conducted this week are described on the Table below.

Planning Systems note that flow in the creek has.stopped. The only flow in the creek seems to
be the intermittent presence of urban or landscape irrigation runoff from the project to the east.
At this stage the majority of the natural habitat has been removed from the project site which will
reduce the need for routine biological monitoring.
During this, the fifteenth week of construction, Planning Systems conducted a single site visit to
assure that construction activities are conducted per the requirements of the Monitoring,
Mitigation and Reporting Program (MMRAP). No deviation from the MMRAP requirements
was observed.

16 Apr. I Morning S. Schulberg Grubbing continues along ECR where right-of-way for an
additional lane is being created.
This week vegetation removal and grubbing activities were initiated along the east side of the El
Camino Real right-of-way as the initial step in the permitted ECR lane expansion phase of this
project. Alluvium removal has been completed at the base of the habitat corridor slope. With
removal of alluvium complete, placement of fill material can commence to reduce the slope of
the habitat corridor. The temporary creek crossing used to grade the park site was removed and
relocated east in the area where the permanent creek crossing will be constructed. Weather did
not affect construction activities this week.

Planning Systems biologists surveyed the east edge of the El Camino Real right-of-way to assure
that no breeding birds were present in the disturbed vegetation along the slope. After verifying
the absence of breeding birds, the monitor observed removal of the vegetation.
The temporary grade level crossing used to construct the park pad was removed and relocated to
the east where it will provide access for the habitat grading, El Camino Real expansion and
wetland restoration components of the project. . The new temporary crossing is in the area where
the permanent crossing will be constructed.
During this, the fourteenth week of construction, Planning Systems conducted two site visits to
assure that construction activities are conducted per the requirements of the Monitoring,
Mitigation and Reporting Program (MMRAP). No deviation from the MMRAP requirements
was observed.

Grading for the habitat corridor phase of the project has started with removal of alluvial material
at the base of the habitat corridor slope. Construction of the park site desiltation basins is nearing
completion with installation of the discharge pipes. Weather did not affect construction activities
this week.

Planning Systems biologists verified that water flow in the new creek alignment continues to
flow adequately with no visible increase in turbidity. Construction of the discharge pipes for the
north desiltation basins approaches the new creek alignment. The construction personnel have
diligently avoided spilling any soil into the creek even as they trench the ground for the
discharge pipe.
General avian surveys with special focus on detecting nesting birds continues. Each area is
survey immediately prior to grubbing to detect any breeding birds. To date none have been
detected.
During this, the thirteenth week of construction, Planning Systems conducted one site visit to
assure that construction activities are conducted per the requirements of the Monitoring,
Mitigation and Reporting Program (MMRAP). No deviation from the MMRAP requirements
was observed.

intermittent, with most of the water coming from offsite from the easterly direction.
The City of Carlsbad requested that the perimeter of the Habitat Corridor be silted fence. 'This
work was completed this week.
5 General avian surveys continue in an effort to detect breeding birds and California gnatcatchers
CAGN). Killdeer use of the site has diminished as grading activities slow, reducing the amount
of broken ground that the killdeer appear to use for forage. CAGN have not been observed or
heard on or adjacent to the site.
During this, the twelfth week of construction., Planning Systems conducted two site visits to
assure that construction activities are conducted per the requirements of the Monitoring,
Mitigation and Reporting Program (MMRAP). No deviation from the MMRAP requirements
was observed.

Planning Systems biologists verified that water flow in the new creek alignment continues to
flow adequately with no visible increase in turbidity. The grading supervisor reported an increase
in creek flow between 29 March and early Monday-3 1 March. No source for the increased flow
could be identified on the Park Site, -suggesting that the flow come from an adjacent property.
By 31 March flow conditions had returned to normal.
The City of Carlsbad requested that all slopes on the projected be layered with coco matting to
preclude stormwater runoff pursuant to newly adopted City stonnwater management
requirements.
General avian surveys continue in an effort to detect breeding birds and California gnatcatchers
CAGN). Killdeer use of the site has diminished as grading activities slow, reducing the amount
of broken ground that the killdeer appear to use for forage. CAGN have not been observed or
heard on or adjacent to the site.

Deposition of fill on the park site pad continues. The height of the sand bag barrier at the mouth
of the El Camino Real culvert was increased and PVC discharge pipes were installed to prevent
the collapse of the barrier in the event of storm flow. The modifications to the barrier were at the
request of the City of Carlsbad Construction Inspector. Temporary sediment traps were
excavated to contain any stormwater that might be generated by rainfall predicted for 15/16
March.

Planning Systems standard operating procedures for construction monitoring require keeping a
written log of field notes with photo documentation as appropriate Issues as they are identified
and corrective actions as required are discussed with the owner's representative and the
construction site supervisor. Issues and corrective actions are also detailed in the weekly
monitoring report, provided to the City and the Resources Agencies.
The monitoring activities conducted this week are described on the Table below.

Planning Systems biologists verified that water flow in the new creek alignment continues to
flow adequately with no visible increase in turbidity. Extension of silt fencing and sand-bag
chevrons to cover the eastern end of the creek was requested as alluvium removal operations do
approach the creek closely. These measures were to be installed Saturday 15 March, ahead of
the next scheduled rain event.
Standing water in the ECR culvert may inhibit its use as a wildlife underpass for El Camino
Real, however the culvert was never intended to serve that function. The culvert under Cannon
Road at the south end of the property is the intended path for wildlife trying to cross ECR, as it
follows a wider creek and ultimately connects to Agua Hedionda under the Cannon Road Bridge
on the west side of ECR.
General avian surveys continue in an effort to detect breeding birds and California gnatcatchers
CAGN). Killdeer continue to forage onsite, but do not appear to be nesting. CAGN have not
been observed or heard on or adjacent to the site.
During this, the ninth week of construction, Planning Systems conducted two site visits to assure
that construction activities proceed per the requirements of the Monitoring, Mitigation and
Reporting Program (MMRAP). No deviation from the MMRAP requirements were observed.
