Re: Addendum to Updated Biological Resources impact Assessment for the Adams Street
Residential Parcels 206492-34 & 206-192-38, City of Carlsbad, San Diego Coun46
California (Revised).
Dear Mr. St. Claire:
This letter is provided as a revised addendum to my updated biological resources impact
assessment for the Adams Street parcels 206-192-34 and 206-192-38 dated October24, 2002. The
anticipated project impacts are herein revised based on recent modifications in the proposed
development. The updated report also incorrectly made reference to a thirty-foot brush management
zone. The proposed development overlay actually incorporates a fifty-foot brush managementzone.
REVISED AN11CIPATED PROJECT IMPACTS
Table 2 has been edited to reflect direct habitat impacts associated with the revised development
overlay (See attached revised Figure 3).
Coastal Sage Scrub
A total of 0.34 acre of coastal sage scrub would be directly and permanently impacted by the
proposed development including the fifty-foot brush management zone. An additional 0.03 acre of
coastal sage scrub would be directly and permanently impacted in association with construction of
the off-site driveway access. Because coastal sage scrub is depleted habitat type and the focus of
regional conservation programs (e.g., NCCP), all impacts to coastal sage scrub are considered
significant.
Disturbed Coastal Sage Scrub
Additional consideration of species cover and coordination with the City of Carlsbad (St. Claire,
January2003) has led to the determination that areas previously mapped as disturbed coastal sage
scrub more appropriately should be labeled as nideral land given the dominance of bare ground and
the presence of weedy non-native annual plant species typical of ruderal lands. Therefore, the
proposed development would not result in impacts to disturbed coastal sage scrub habitat.
Ruderal Land and Developed Areas
Impacts to such areas are considered not significant.
Sensitive Plant Species
California adolphia and summer holly are found in significant numbers throughout the coastal sage
scrub habitat within each parcel. It is estimated that approximately 50 individuals of each species
would be directly impacted within the fifty-foot brush management zone. These impacts are
considered less than significant due to the regional presence of these species within other
conserved portions of the City's HMP.

As discussed in the update report, unless otherwise indicated in an identified standards area for a
particular zone, a minimum of 67% of the coastal sage scrub (CBS) habitat shall be conserved within
the standards area. As proposed, the combined development of parcels 206-192-34 and 206-192-
38, including the fifty-foot brush management limits, would conserve 69.1% of the CBS (individual
percentages totaling 69.8% and 67.7%, respectively). Therefore, the proposed development
significantly conserves CSS consistent with the lIMP planning standards. The lIMP does not require
off-site mitigation for projects that conserve at least 67% of the habitat on-site. Therefore, additional
off-site mitigation should not be required.

Biological Resources Impact Assessment Revision
The proposed residence on parcel 206-192-34 has been relocated and revised based on the architects plan
change February 2003. Due to the relocation of the proposed residence, the proposed impacts on Coastal Sage
Scrub increase from 0.19 acres to 0.21 acres. The anticipated Coastal Sage Scrub impact associated with
proposed development of Parcel 206-192-34, as stated in the environmental consultant letter dated January 14th
2003, is 0.19 acres. This number should be revised showing 0.21 acres of Coastal Sage Scrub impacted. The
increase from 0.19 acres to 0.21 acres puts the Coastal Sage Scrub impact at 33%.
