Enclosed are two copies of the Adams Street Cultural Resource Report. Please note that
confidential appendices are not for public review or public distribution. The record
search identified one prehistoric site within the south portion of the property. Grading
and development has destroyed much of this prehistoric archaeological site. In addition
to the record search and field survey, the Native American Heritage Commission was
contacted to review their Sacred Lands File records and to identify local Native
Americans who may have information on the general area and past prehistoric use of the
area. Given that the site had been previously disturbed and that no evidence of a
prehistoric site was noted on the Adams Street property, no additional work is
recommended. Please contact me should you have questions or comments or need
additional information.

ABSTRACT:
This study provides the results of a cultural resource literature review, record search, and
fieldsurvey for the 0.79-acre Adams Street property. This study was conducted in
compliance with City of Carlsbad and California Environmental Quality Act (CEQA)
guidelines.
The literature review identified one previously recorded prehistoric cultural resource
(CA-SDI--13701) within the west edge of the project area. The field survey was negative,
identifying no new cultural resources within the project area. The portion of site CA-
51)1-13701 within the property has been destroyed by the construction of a man-made
concrete drainage, the installation of a brick wall and a metal fence, and previous grading
and landscaping. Disturbance throughout the property includes previous grading and
minor trash dumping. Given the developed nature of the project area, disturbance within
the project area, and the destruction of site CA-SDI-13701 within the property, no further
work is recommended.

SECTION 1
INTRODUCTION
1.1 PROJECT DESCRIPTION
This cultural resource study was prepared by Gallegos & Associates for the Adams Street
property. The City of Carlsbad required performance of a literature review, record search,
and field survey for the 0.79-acre property. The project area is located near the intersection
of Park Drive and Adams Street, in the City of Carlsbad, and is depicted on the USGS San
Luis Roy 7.5' quadrangle (Figures 1-1 and 1-2). The project area is proposed for
development. This study was conducted in compliance with the City of Carlsbad and the
California Environmental Quality Act (CEQA) guidelines. Résumés of Key Personnel are
included in Appendix A record search results are in Appendix B; site form update is in
Appendix C, and Native American correspondence is in Appendix D.
1.2 ENVIRONMENTAL SETTING
The project area is located on the northern margin of Agua Hedionda Lagoon, a major
estuary along the Southern California Coast During the late Pleistocene and early
Holocene, rising sea level created lagoons from the mouths of major river systems. With
stabilization of sea level, coastal lagoons slowly shrank and began to loose their estuarine
qualities, as they gradually filled with waterborne silts. Eventually the lagoons stabilized in
a pattern of partial closure during portions of the year as sand and cobble bars formed
across their outlets to the Pacific Ocean. The subsequent lack of tidal flushing changed the
salinity levels and directly affected the type of molluscan, as well as other plant and animal
species present within the lagoon. This change also affected the subsistence economy of
prehistoric populations that relied on these resources. As a result of urban development, the
majority of the native vegetation has been replaced by introduced non-native vegetation.
Sediments consist primarily of sand with limited loam.

1.3 BACKGROUND - PRECONTACT
Native Americans have occupied San Diego County over the past 10,000 years. The period
from 10,000 to 1,300 years ago is referred to as the Early Period or Archaic Period. The
San Dieguito are generally accepted as the first inhabitants of the region, occupying San
Diego County as early as 10,000 years ago. The initial occupation, usually referred to as
the San Dieguito Complex, is believed to represent a people who entered San Diego County
from the desert. These people hunted, fished, milled plant foods, and collected and
processed shellfish. The occupation from roughly 8,300 to 1,300 years is also referred to
as the La Jolla Complex and Pauma Complex. Archaeological sites reflecting this
occupation are coastal shell habitation sites, inland hunting and milling campsites, and
quarry sites. The San Dieguito and La JollalPauma Complexes are believed by the author
to be of the same cultural stock, representing one long period of occupation by one people.
Occupation after 1300 years ago (Late Period) is well documented by the numerous
KumeyaaylDiegueflo and Luiseflo habitation sites. Artifacts and cultural patterns reflecting
this Late Period occupation include small projectile points, pottery, obsidian from Obsidian
Butte, and cremations. The project area is within the Luiseflo territory as described by
Kroeber (1925).
1.4 BACKGROUND - POSTCONTACT

The Bispanic intrusion and colonization (1769-1822) within Native American southern
California affected the coastal tribes and peoples living in well-traveled river valleys. The
Mexican Period (1822-1848) saw continued displacement of the native population by
expansion of a land grant program and development of extensive ranchos. The gold rush
and the concomitant granting of statehood, combined with an influx of Europeans, caused a
rapid displacement of the native population, as well as deterioration of their culture and
lifeways (Bancroft 1886; Kroeber 1925).
13 RECORD SEARCH AND LITERATURE REVIEW RESULTS
The literature review and record search was completed at the South Coastal Information
Center at San Diego State University and from materials on file at Gallegos & Associates.
Seven studies (Guerrero and Gallegos 2003a, 2003b, 2003c; Kaldenberg 1976; Schroth et

al. 1996; Strudwick and Gallegos 1994a) have been conducted in proximity to the Adams
Street property. Primarily, as a result of these previous studies, one cultural resource site
(CA-SDI-13701) has been recorded within the Adams Street property (Figure 1-3).
13.1 History of Site CA-SDI-13701
CA-SDI-13701 was initially recorded by Malcolm Rogers (n.cL) and later expanded by
Kaldenberg (1976). The site record was later updated by Strudwick and Gallegos (1994b)
as a habitation site consisting of shell, manos, fire-affected jock, and lithic tools. Site CA-
SDI-13701 is approximately 450 x 300 in in area and is located along the north shorn of
Agua Hedionda Lagoon, just north of the intersection of Adams Street and Highland Drive.
A portion of site CA-SDI-13701 was surveyed for the Moffatt Parcel project and was
identified as not significant (Sirudwick and Gallegos 1994a). In 1996, a portion of CA-
SDI-13701 was tested for the Huber Property project (Schroth et al. 1996) and this portion
was identified as not significant under CEQA criteria. In 2003, the southern edge of site
CA-SDI-13701 was tested for the Carlsbad Sewer Line and this portion was also identified
as not significant under CEQA criteria. The portion of site CA-SDI-13701 within the
current project area has not been tested to determine site significance

2.1 INTRODUCTION
The current study included a record search, a literature review, and a field survey of the
approximately 0.79-acre project area. The survey was conducted for the Adams Street
property. Survey methods, results, and summary are provided below.
2.2 SURVEY METHODS
The property was intensively surveyed on foot using a 10-rn interval between survey
transects. Monica Guerrero completed the field survey in August 2004 for a total of one
person-hour.
23 SURVEY RESULTS
Ground visibility was excellent, as a majority of the project area is covered by a light amount
of non-native vegetation. Disturbance within the property includes previous grading and
minor trash dumping, the installation of a brick wall along the south edge of the property, a
metal fence that surrounds the property, and previous grading and landscaping. The portion
of site CA-SDI-13701 within the property has been destroyed by the construction of a man-
made concrete drainage (adjacent and outside of the property), the installation of a brick wall
and a metal fence, and previous grading and landscaping. The field survey was negative,
identifying no cultural resources within the project area.
2.4 SUMMARY AND RECOMMENDATIONS
The study included a literature review and field survey of the approximately 0.79-acre
project area. The literature review was positive, identifying one cultural resource (CA-SDI-
13701) within the property, however the portion of site CA-SDI-13701 within the property
has been destroyed. No new cultural resources were identified during the field survey.
Disturbance throughout the property includes previous grading and minor trash dumping.
Given the developed nature of the project area, disturbance within the project area, and the
destruction of site CA-SDI-13701 within the property, no further work is recommended.

Principal Investigator for cultural resource studies within southern California for federal,
State and local compliance. These projects include constraint level evaluations, surveys,
CEQA testing programs, evaluations for National Register status, and data recovery
programs. Mr. Gallegos is knowledgeable of Federal legal requirements as well as, City;
County and CEQA requirements, having worked on over 500 projects within the past 30
years. He has served as principal investigator for a number of recent federal cultural
resource projects which involved agency and 106 compliance. These projects include:
surveys and test programs for SR 905 and the widening of Otay Mesa Road, the Otay Mesa
Management Plan, Camp Pendleton Santa Margarita River Valley Inventory (5,000 acres),
NAS Miramar inventory (sample inventory of 20,000 acres), Naval Radio Receiving Facility
inventory, Cleveland National Forest report preparation; and testing of a 5,000 year-old site
along the San Luis Rey River Valley to determine site significance.
Major cultural resource overviews include San Dieguito River Valley Park (80,000 acres);
and overviews for the City of Escondido, San Marcos planning areas, City of Encinitas,
Otay River Valley, and San Luis Rey River Valley. Recent projects managed by Mr.
Gallegos include: an inventory for Anza-Bontgo Desert State Park; Oceanside-Escondido
Bike Trail; Viejas Village inventory and test; survey and testing for Carlsbad Ranch,
constraint level study for Carrillo Ranch Specific Plan; Batiquitos Lagoon Enhancement

search and literature review, mapping of previously recorded cultural resources
using GIS, identification of significant cultural resources, preparing sections on
Kumeyaay Native Americans in both the US and Mexico and the historic period,
and providing management recommendations.
2002 Data Recovery Program for the McCool/Lohman Homestead: 1880s to 1940s,
Otay Mesa, San Diego, California. Project completed for the Larkspur Generating
Facility under CEC review. This project included a literature review, record search,
field survey, test to determine site significance and eligibility to the California
Register of Historical Resources, mitigation program through data recovery, and
monitoring during construction. The literature review identified occupation by the
McCool and Lohman families from circa 1880 to 1940. Features documented
include four cisterns and three privy/dumps with materials documenting the early
historic occupation of Otay Mesa.
2001 Cultural Resource Test, Data Recovery and Monitoring Program for the Otay Mesa
Generating Project This study included determining site significance and eligibility
to the National Register for 13 cultural resources, data recovery for site CA-SDI-.
9975, and monitoring during construction of the power plant and related facilities.
Tasks included survey, artifact collection using GPS and GIS, excavation of STPs
and units, artifact analysis, special studies, and a report of finding. This study was
prepared for the California Energy Commission.
2000 Cultural Resources Evaluation Report for the Palomar College Science Building
Project, San Marcos, California. Literature review, review of collections made by
Palomar students, field survey and testing of one prehistoric site for Palomar
College. Testing of this 3600 year old site included surface collection, excavation of
STPs and units, artifact analysis, special studies, and a report of finding. The site
was identified as significant under CEQA criteria and mitigation of impacts through

As part of the Adams Street Project, Gallegos & Associates conducted a literature review and field survey of a 0.79-acre parcel in the
City of Carlsbad. The literature review identified one previously recorded prehistoric cultural resource (CA-SDI-13701) within the west
edge of the property. The portion of site CA-SDI-13701 within the property has been destroyed by the construction of a man-made
concrete drainage, the installation of a brick wall and a metal fence, and previous grading and landscaping. Given the developed nature
of the project area, disturbance within the project area, and the destruction of site CA-SDI-13701 within the property, no further work
was recommended.

update, and field survey for the Adams Street Property. The project area is located near
Agua Hedionda Lagoon in Carlsbad California (Figure 1).

Dear Ms. Kennedy
Thank you for the opportunity to comment on the above-referenced Mitigated Negative Declaration. To adequately
assess the specific related project impacts on cultural resources, the Commission recommends the following actions be taken:
U Contact the appropriate California Historic Resources information Center for a record search. The record search will
determine:
• If a part or all of the area of project effect (APE) has been previously surveyed for cultural resources.
• If any known cultural resources have already been recorded on or adjacent to the APE.
• It the probability is low, moderate, or high that cultural resources are located in the APE.
• It a survey is required to determine whether previously unrecorded cultural resources are present
U If an archaeological inventory survey is required, the final stage is the preparation of a professional report detailing the
findings and recommendations of the records search and field survey.
• The final report containing site forms, site significance, and mitigation measures should be submitted immediately to
the planning department. All information regarding site locations, Native American human remains, and associated
funerary objects should be in a separate confidential addendum, and not be made available for pubic disclosure.
• The final written report should be submitted within 3 months after work has been completed to the appropriate regional
archaeological Information Center.
U Contact the Native American Heritage Commission for a Sacred Lands File search of the project area and Information on
tribal contacts in the project vicinity who may have additional cultural resource information.
• Please provide U.S.G.S. location information for the project site, Including Quadrangle, Township, Section, and Range.
• We recommend that you contact all tribes listed on the contact list to avoid the unanticipated discovery of sensitive
Native American resources after the project has begun.
U Lack of surface evidence of archeological resources does not preclude their subsurface existence.
Lead agencies should include in their mitigation plan provisions for the identification and evaluation of accidentally
discovered archeological resources, per California Environmental Quality Act (CEQA) §15064.5 (1). In areas of
identified archaeological sensitivity, a certified archaeologist and a culturally affiliated Native American, with knowledge
in cultural resources, should monitor all ground-disturbing activities.
• Lead agencies should include in their mitigation plan provisions for the disposition of recovered artifacts, in consultation
with culturally affiliated Native Americans.
• Lead agencies should include provisions for discovery of Native American human remains in their mitigation plan.
Health and Safety Code §7050.5, CEQA §15064.5 (e), and Public Resources Code §5097.98 mandates the process to
be followed in the event of an accidental discovery of any human remains in a location other than a dedicated
cemetery.
