Subject: Update and Addendum to "Phase I Environmental Site Assessment and
Limited Phase II Soil Evaluation, APN 156-220-02-00, 1833 Buena Vista Way,
Carlsbad, San Diego County, California 92008," W.O. E6637-SC, dated May
20, 2014, by GeoSoils, Inc.
Reference: "1st Review for CT 14-04/PUD 14-20 -Miles Buena Vista," dated September 29, 2014, by City
of Carlsbad.
Dear Mr. Bradley and Mr. Clark:
In accordance with your request and Mr. Robert Miles' authorization, GeoSoils, Inc. (GSI)
is responding herein to the environmental review comments from the City, as indicated in
the referenced document. The scope of our services has included a field review of the site,
an updated records search (radius report [see the Appendix]), analysis of data, and
preparation of this update and addendum to the subject report. Unless specifically
superceded herein, the conclusions and recommendations contained in the reference
report remain pertinent and valid.
REVIEW RESPONSE
For convenience, the reviewers comments are repeated in italic, followed by GSl's
response.
Review Comment No. 3(a).
The recommendations of the Phase I Environmental Site Assessment (Pg. 30, Bullet #2)
deters review of the interior contents of an on-site building that was locked during initial
investigation to another time prior its demolition. The content of this building must be
evaluated as part of this Phase I ESA; and furthermore, the recommendations of this report
must be updated to include any mitigation that may possibly be required for what is found.
Please update the Phase I ESA and return for further review.

As indicated in the subject report, pesticides were stored onsite in a locked and labeled
shed near the south side of the property during the initial site visit. At the time of our most
recent site reconnaissance on February 19, 2015, the shed was unlocked, and contained
small containers of paint thinner, wood preservative, and bags of fertilizer. No leaking or
spillage was noted. In addition, a small metal closet stored small containers of ground
squirrel bait, fertilizer, insecticide, growth regulators, and mice bait. There was no visible
evidence of any significant spillage or hazardous waste contamination. According to the
owner, Mr. Robert Miles, those products were stored in a lawful manner, legally applied,
and legally disposed of following proper protocol. Accordingly, based on the past lawful
use, this shed is not considered a recognized environmental condition. Thus, no specific
recommendations for mitigation are warranted, and all trash, debris, and waste materials
should be disposed of offsite, in accordance with current local, state, and federal disposal
regulations, as indicated in the subject GSI report.
Review Comment No. 3(b).
Also, in making a CEQA Determination, the Phase I ESA is required to identify if the site is
included on a list of hazardous materials sites compiled pursuant to Government Code
Section 65962.5 and, as a result, would create a significant hazard to the public or the
environment. The Phase I ESA that was initially submitted (W.O. £6637-SC, May 20, 2014)
lists a number of Government Agencies and Databases that were reviewed; however, it
does not state its compliance with Government Code Section 65962.5. Please provide a
clear statement upfront acknowledging compliance with Government Code Section
65962.5. If this Phase I ESA is deficient, please update and return for further review.
Response No.3(b).
Government Code 65962.5 is commonly referred to as the "Cortese List." The subject
report lists various databases searched, including the Cortese list (see page 17 and
Appendix C of that report). In addition, GSI repeated the database searches in order to
update any listings (see the Appendix, herein, on CD data disc). In compliance with ASTM
Standard of Practice E 1527-13, and Government Code Section 65962.5, a search of
selected federal and state government databases, including the Cortese list was
conducted for GSI, by EDR. Based upon our review of the government agency database
records searches, the subject site is not listed under the Cortese database, but appears
on the Historic Underground Storage Tank (Hist UST) and County of San Diego Hazardous
Material Mitigation Division (HMMD) databases. According to the Hist UST database, a
500-gallon UST containing unleaded fuel was historically present at the site. As indicated
in the subject report, no information regarding the removal of the UST was available for
review. According to the property owner, the UST was installed in the early 1970's and
was removed approximately one year after its installation. GSI subsequently collected
subsurface soil samples in the reported location of the former UST (see the GSI report).

As also stated in the subject report, soil analytical results indicated that total petroleum
hydrocarbons, extended range, benzene, toluene, ethyl benzene, total xylenes (BTEX),
and fuel oxygenates methyl tertiary-butyl ether, disopropyl ether, tertiary amyl-methyl ether,
and tertiary butyl alcohol were not detected above laboratory reporting limits. Based on
the work completed to date, it is our opinion that the subject report and this update
addendum, are in compliance with ASTM Standard of Practice E 1527-13, and Government
Code Section 65962.5. Any major exceptions to, or deletions from, this practice are
described in the relevant sections of the subject report.
