Blair Pruett Presidio Vista, LLC 5927 Balfour Court, Suite 208 Carlsbad, California 92008 8827 Subject: Afton Way Residential Subdivision Project, City of Carlsbad Acoustical Assessment Report Dear Mr. Pruett: Dudek has completed this Acoustical Assessment Report for the Afton Way Residential Project (proposed project), located at 2200 Afton Way in the City of Carlsbad, California. The proposed project consists of eight (8) single-family residential units. In summary, this report concludes that the future traffic noise levels from the project would exceed the City's maximum exterior noise level criterion of 60 decibel (dB) Community Noise Equivalent Level (CNEL) at the two lots nearest Carlsbad Village Drive (lots 7 and 8) at ground- floor as well as second-floor private outdoor use areas (i.e., rear yards, side yards and balconies), unless mitigated. Because exterior noise levels at the building facades at lots 7 and 8 could range up to 64 dBA CNEL, the noise level at the proposed residences could exceed the City's 45 dB CNEL interior noise criterion without implementation of noise mitigation measures. Prior to issuance of building permits, an interior noise study will be required for the residences on lots 7 and 8 to ensure that the interior CNEL would not exceed 45 dBA due to traffic. The dwelling units would require air-conditioning and/or a mechanical ventilation system to meet the City's interior noise standard. Sound-rated windows may also be required. 1 PROJECT SETTING AND DESCRIPTION The project site is located at the end of Afton Way, just south of Carlsbad Village Drive, in the City of Carlsbad. (Figures 1 and 2). The project is bounded by Carlsbad Village Drive to the north, residences to the south and east, and residences and Celinda Drive to the west. The project site is currently developed with one single-family residence. The proposed project consists of the subdivision of the lot for eventual development of eight single family homes (Figure 3). Blair Pruett Subject: Afton Way Residential Subdivision Project, City of Carlsbad Acoustical Assessment Report 1.1 City Noise Criteria The following are the significance criteria that the City of Carlsbad has established to determine Project impacts relevant to this project (City of Carlsbad 2013). A significant impact would result if: • The proposed project would result in an exceedance of the City of Carlsbad exterior noise threshold of 60 dBA CNEL for residential land uses. • Interior noise levels from exterior sources (i.e., traffic noise) exceed 45 dBA CNEL in habitable rooms of the proposed residences. 2 EXISTING CONDITIONS Carlsbad Village Drive is the primary noise source in the vicinity of the project. Carlsbad Village Drive is a four-lane secondary arterial roadway, with a posted speed limit of 40 miles per hour (mph). The existing (2015) peak-hour traffic volume along Carlsbad Village Drive adjacent to the project site is approximately 1,005 ADT (Linscott, Law & Greenspan (LLG) 2015). The project site is located approximately 3.8 miles northwest of McClellan-Palomar Airport. According to the McClellan-Palomar Airport FAR Part 150 Noise Study Update (McClellan- Palomar Airport, 2005), the project is located approximately 3.1 miles outside of the 60 dB CNEL noise contour for the airport. 2.1 Ambient Noise Monitoring Noise measurements were conducted at the project site to determine the existing noise levels and to calibrate the noise model. The measurements were made with a calibrated SoftdB Piccolo digital integrating sound level meter. This sound level meter meets the current American National Standards Institute standard for a Type 2 general purpose sound level meter. The sound level meter was positioned on a tripod at a height of approximately five feet above the ground and fitted with a windscreen. The short-term noise measurements were conducted on Thursday, February 19, 2015, at the locations shown on Figure 3. The measured average noise levels ranged from 53 dBA to 61 dBA at these locations. The measured average noise levels and the concurrent traffic volumes are presented in Table 1. DUDEK 2 8827 March 2015 Mr. C. The TNM 2.5 traffic noise prediction model was calibrated first, using the measured average noise level and the concurrently counted traffic volumes previously shown in Table 2. The same traffic volume and vehicle composition ratios counted during the noise measurements were used to calibrate the model and verify the input used in the noise model. The modeled traffic speed is 40 mph along Carlsbad Village Drive. This is also the posted speed limit. The modeled LeqS for the measurement locations (Figure 3) were within two dB of the measured noise level. This result generally confirms the assumptions used in the noise model; noise modeling data is included as Attachment 2. A 3-dimensional model of the future-with-project case was constructed using the TNM noise model, the traffic data provided by the project's traffic engineers (LLG, 2015) and the project's Site Plan (shown in Figure 4; bha Inc, 2/2015). The noise modeling calculations are contained in Attachment 2. 3 FUTURE CONDITIONS The site would primarily be affected from traffic noise along Carlsbad Village Drive. The proposed residential project would generate a relatively small number of vehicle trips because the project consists of a total of eight single family residences. According to the project's traffic analysis, the project would generate approximately 80 trips per day. The existing plus proposed D U D EK 3 8827 March 2015 Mr. C. Blair Pruett Subject: Afton Way Residential Subdivision Project, City of Carlsbad Acoustical Assessment Report project peak-hour traffic volume along Carlsbad Village Drive adjacent to the project site is projected to be approximately 1,008 vehicles (LLG 2015). 3.1 Exterior Traffic Noise Impact The future CNEL noise levels were modeled based on the future (existing plus project) traffic volume assumptions described in Section 3.0. The assumed truck mix along Carlsbad Village Drive used for the future vehicle noise analysis was two percent medium trucks and one percent heavy trucks, and a vehicle speed of 40 mph. Modeled noise-sensitive receiver locations consisted of the project's future private exterior areas (i.e., rear yards yards) of the lots closest to Carlsbad Village Drive (lots 6, 7 and 8), and the approximate locations of potential 2nd floor balconies (assumed to be approximately 10 feet from project's top of slope). No acoustical shielding was assumed for masonry walls or other shielding from Carlsbad Village Drive, other than the project site's top of slope. On-Site Noise Levels. The results of the noise modeling (as presented in Table 2) indicate that the future first-floor exterior noise levels from Carlsbad Village Drive would range from 50 to 63 dBA CNEL, and thus would exceed the City's maximum exterior noise level criterion of 60 dBA CNEL at the private exterior use areas of lots 7 and 8 (the two lots adjacent to Carlsbad Village Drive). Therefore, mitigation would be required for these two lots. The future second-floor exterior noise levels would range from 55 to 64 dBA CNEL, and thus also would exceed the City's maximum exterior noise level criterion of 60 dBA CNEL if usable balconies are constructed (depending upon the setback of the building facades and the design of any such balconies. Thus, noise mitigation for private exterior uses at second-floor level (if included in the building construction plans) would be required. Typically, with the windows open, building shells provide DUDEK 4 8827 March 2015 Mr. C. Therefore, rooms exposed to an exterior CNEL greater than 60 dBA could result in an interior CNEL greater than 45 dBA. As previously indicated, future noise levels would range up to 64 dBA CNEL at the project site. The interior noise levels in the dwelling units are therefore expected to meet the 45 dBA CNEL noise criterion with windows closed but not with windows open. The dwelling units on lots 7 and 8 would require air-conditioning and/or a mechanical ventilation system to meet the City's interior noise standard. Sound-rated windows may also be required. 3.3 Mechanical Equipment Noise While not shown in the current set of plans because the project is at a preliminary stage, when the project is submitted for building plan approval, mechanical equipment associated with the project (such as any HV AC equipment) should comply with the property line noise level limits contained within the City of Carlsbad Municipal Code. Therefore, noise from mechanical equipment associated with the project should be evaluated as part of the building plan submittal to ensure compliance with the noise limits of the City of Carlsbad. 4 MITIGATION 4.1 Exterior Noise In order to comply with the City's 60 dBA CNEL exterior noise standard for the rear and side yard areas of lots 7 and 8, solid noise barriers 6 feet in height should be constructed at the project's top of slope. As shown in Table 3, the noise barrier would effectively mitigate noise reduction at exterior first-floor receivers, but would not sufficiently reduce noise levels at second-floor level receivers. If future project plans are developed which include usable balconies at lots 7 and 8, a noise analysis of such balconies will be required prior to issuance of building permits to ensure noise abatement features are implemented to mitigate traffic noise. The noise barriers for ground-floor noise mitigation shall be a minimum of six feet in height, must have a surface density of at least four pounds per square foot, and be free of openings and cracks (with the exception of expansion joints gaps and other construction techniques, which could create an opening or crack). The wall may be constructed of acrylic glass, masonry material, earthen berm, or a combination of these materials. Heights are provided relative to final pad elevation. An interior noise analysis will be required for these buildings prior to issuance of building permits to ensure the necessary noise abatement features are implemented to mitigate the traffic noise. The normal or existing level of environmental noise at a given location. The sound pressure level in decibels as measured on a sound level meter using the A-weighted filter network. The A-weighting filter de-emphasizes the very low and very high frequency components of the sound in a manner similar to the frequency response of the human ear and correlates well with CNEL is the A-weighted equivalent continuous sound exposure (CNEL) level for a 24-hour period with a 10 dB adjustment added to sound levels occurring during the nighttime hours (10 p.m.-7 a.m.) and 5 dB added to the sound during the evening hours (7 p.m.-10 p.m.).
