PA-SRESORT The resort is approved for 350 hotel rooms and 350 timeshare villas, with 178 timeshare villas allowed to be built as lock-off units. The trip generation as stated in the approved CUP is 7,167 ADT, with the assumption that 25% of the lock-off units would be utilized at one time by more than one party. A trip generation report was submitted to Planning, dated October 3, 2008, that showed the total trip generation at 7,968 ADT when assuming lock-off units utilized at 100%. There is a need to revise slightly the room count and sizes of the restaurant and meeting spaces. As explained below and in the attached trip generation table, these units generate more traffic than originally assumed in the CUP. However, the total amount of resort traffic will be slightly more than the assumption of the original Carlsbad Ranch Specific Plan for PA-5 (8,100 ADT assumed in the Specific Plan vs. 8, 190 ADT as revised now). Therefore, the revisions requested now would only slightly increase the traffic generation on nearby streets and at intersections above that evaluated in the Carlsbad Ranch Specific Plan EIR so that traffic operations would stay within acceptable levels of service. Provided below are discussions of the tables in Attachment 1: Attachment 1 -Table I: Shows the trip generation of 8,100 ADT assumed for PA-5 in the Carlsbad Ranch Specific Plan traffic study and EIR. The golf course referred to in this table was not meant to be the Carlsbad Crossings golf course, but a separate course within Specific Plan PA-8. This course will not be built. Attachment 1 -Table II: This table assumes the same uses and trip rates that were included in the approved resort CUP. The lock-off assumption in this table is at 25% utilization and results in 7,167 ADT. Attachment 1-Table Ill: This table increases the lock-off trip generation by assuming 100% utilization of the lock-off units, and shows revisions to the room count, the restaurant space, and the meeting space. The resulting trip generation will be 8,190 ADT, which is only 90 ADT more than the 8,100 ADT assumed in the Specific Plan for the resort, a I. As shown, 393 ADT (3,600 ADT-3,207 ADT = 393 ADT) can be assumed as a "buffer" of trips so the conclusion of no additional impacts due to revisions and the lock-off 100% utilization are :further reinforced. Attachment 2: Includes documentation from the Specific Plan and CUP that show these uses and trip generation rate assumptions.
