SUBJECT: Coastal California Gnatcatcher (Polioptila californica californica)
Focused Surveys at Aviara Community Park
Dear Ms. Blackburn:
P&D Emironmental conducted a protocol suryey for the Coastal California Gnatcatcher
(Polioptila californica californica) (CAGN) at the Aviara Community Park. The objective of the
survey was to determine if this species occurred within the area of disturbance of the proposed
park. The area of disturbance is defined as that area of the project site that will form the
proposed park and its associated landscape. Mr. Tito Alejandro :tv1archant (#TE007581-0)
conducted the surveys. The study site encompasses approximately 24.3 acres of primarily
agricultural lands and a small area of native vegetation.
According the U.S. Fish and Wildlife Service approved protocol, three (3) surveys were
conducted between approximately 8:00 a.m. and 12:00 p.m. on May 17, 24, and 31, 2002.
During the first survey no CAGN were observed or heard. On the May 24th survey a single male
CAGN was observed about 15-20 feet from the proposed park area of disturbance on the western
portion of the site. Southern maritime chaparral characterizes this area
During the May 31 st survey, attempts to relocate this individual were unsuccessful. We therefore
conclude that the individual CAGN observed off site is a transient bird that was attracted to the
taped vocalizations used as part of the protocol survey for this species, and it does not presently
occupy the site. No CAGN were observed or heard within the buttress fill area. A map has been
attached depicting the approximate location of the observed CAGN and the disturbance limits of
the project.
Currently, the proposed disturbance area does not contain native vegetation that could be used
for nesting by CAGN. Non-native grasses and forbs, and remnants of previous agricultural
operations dominate the project site. In conclusion, it is our opinion that the project would not
have any direct impacts on CAGN.
