Figures 1 through 3 show the project site, which is bordered by Faraday Avenue to the north, Palomar Airport Road to the south, The Crossings Road to the west, and McClellan Palomar Airport to the east. Figure 3 shows the location of each of the individual mitigation sites within the golf course. For convenience and clarity, the maintenance and monitoring subareas of the mitigation site are numbered 1 to 44 (this includes both coastal sage scrub and riparian mitigation sites). Mitigation sites 39, 41, 42, and 43 are wetland mitigation sites and are not discussed in this report. 1.4 Impacts and Mitigation Coastal sage scrub (CSS) mitigation was installed in substantial conformance with the agency approved Revised Mitigation Plan, Carlsbad Municipal Golf Course, prepared by P&D Environmental, dated January 2005 (Mitigation Plan). Installation of the CSS mitigation was completed and accepted by the City of Carlsbad (City) on June 30, 2007. Permitting resource agencies were notified at this time (see Appendix E). Habitat Restoration Sciences (HRS) has been performing maintenance at the site since July 1,2007. 5938-01 D U D E K 1 September 2008 First Annual Coastal Sage Scrub Mitigation Monitoring Report The Crossings at Carlsbad Golf Course Approximately 12.4 acres of native upland vegetation were impacted by the project and mitigated at a 2:1 ratio through the creation of 24.8 acres of CSS in accordance with the Mitigation Plan and the permits listed in Section 1.2. Only 24.8 acres of created CSS vegetation community were necessary to meet the mitigation requirements, however approximately 40 acres of CSS vegetation community were created. The CSS mitigation area was increased to 40 acres to provide added flexibility in achieving performance standards (P&D Environmental 2005). The CSS mitigation is being created through seeding and the installation of approximately 5,000 container plants. CSS mitigation consists of 40.21 acres of non-contiguous CSS vegetation community. Of this total mitigation acreage, approximately 30 acres are under active habitat restoration. Active habitat restoration requires full monitoring services including regular qualitative evaluations, yearly quantitative transect assessments, site observation reports, and quarterly and annual reports. Quantitative monitoring consisted of collecting botanical transect data and compiling a list of plant species growing in the mitigation areas. As of the first annual transect data collection, total native plant cover is 68% and non-native plant cover is 15% (Table 2). A total of 97 plant species were recorded in the mitigation areas, 40 native (41%) and 57 non-native (59%). Native species recruitment by species not planted in the CSS mitigation areas includes snapdragon (Antirrhinum nuttallianum), pygmy-weed (Crassula connata), blue dicks (Dichelostemma capitatuni), western dichondra (Dichondra occidentalis), salt grass (Distichlis spicatd), fascicled tarweed (Hemizonia fasciculata), unidentified pepperweed (Lepidium species), unidentified popcorn flower (Plagiobothrys sp.), hedge nettle (Stachys ajugoides), and common vervain (Verbena lasiostachys). Weed cover was moderate throughout the site. The primary weed species appear to be black mustard (Brassica nigra) with bristly ox-tongue (Picris echioides), rabbit's foot grass (Polypogon monspeliensis), Australian saltbush (Atriplex semibaccata), fennel (Foeniculum vulgare), white cudweed (Gnaphalium luteo-album), garland chrysanthemum (Chrysanthemum coronarium), and assorted non-native annual grasses appearing in lesser numbers. Appendix A shows photo views of each of the CSS mitigation sites shortly after planting and seeding and at the first annual monitoring. Appendix B provides a floral species list for the mitigation areas, Appendix C shows the specific plant cover for each botanical transect and Appendix D shows photos of each transect. 3.0 COMPARISON OF MONITORING RESULTS WITH SUCCESS STANDARDS The following criteria for the CSS mitigation areas need to be met throughout the five-year monitoring period: • Weeds and/or bare ground shall have a cover of no more than 10% DUDEK 11 5938-01 September 2008 First Annual Coastal Sage Scrub Mitigation Monitoring Report The Crossings at Carlsbad Golf Course • Mitigation site must remain free of invasive weed species. The following criteria for the CSS mitigation areas need to be met at the end of the five-year monitoring period: • Trees and/or shrubs from the list in Table 3 shall have a cover of at least 60%, with at least 40% cover provided by California sagebrush • Sub-shrubs, grasses, and forbs from the list in Table 3 (based on desired community composition) shall have a cover of at least 5% • At least 10 species from the list in Table 3 shall be present • At least 5 species from the list in Table 3 shall show evidence of recruitment. Graph 1 Percent Native Vegetation Cover Compared to Performance Standards 75 75 12345 Monitoring Year I Performance Standards I Native Cover From Transect Data The goal of this project is to create self-sustaining native upland and wetland habitat that is free of non-native invasive species that could threaten the long term viability of habitat. Monitoring in Year One consisted of both qualitative and quantitative methods. Upon the completion of the first annual monitoring, data indicates that the mitigation site is satisfactorily progressing towards target goals. Total native plant cover is 68%, which exceeds the 25% native cover that is required for Year One. Total non-native cover exceeds the 10% or less requirement, with approximately 15% of the total plant cover consisting of exotic non-native plants. Though the DUDEK 13 5938-01 September 2008 First Annual Coastal Sage Scrub Mitigation Monitoring Report The Crossings at Carlsbad Golf Course 10% or less requirement was exceeded in Year One, invasive exotic plant species are being controlled by the landscape maintenance contractor. Some of the more aggressive exotic plants may require repeated treatments to achieve control A total of 58 plant species were recorded in the mitigation areas, 25 native (43%) and 33 exotic (57%). Volunteer recruitment of native species is making a significant contribution to some areas. Native volunteer species observed growing in the coastal sage scrub mitigation areas included snapdragon (Antirrhinum nuttallianwri), pygmy-weed (Crassula connatd), blue dicks (Dichelostemma capitatum), dichondra (Dichondra occidentalis), salt grass (Distchlis spicatd), fascicled tarweed (Hemizonia fasciculatd), unidentified pepperweed (Lepidium species), unidentified popcorn flower (Plagiobothrys sp.), hedge nettle (Stachys ajugoides), and common vervain (Verbena lasiostachys). The primary weed problem appeared to be primarily black mustard (Brassica nigrd) with bristly ox-tongue (Picris echioides), rabbit's foot grass (Polypogon monspeliensis), Australian saltbush (Atriplex semibaccatd), fennel (Foeniculum vulgare), cudweed (Gnaphalium luteo-album), garland chrysanthemum (Chrysanthemum coronarium), and assorted non-native annual grasses appearing in lesser numbers. Most mustard plants were controlled by the Maintenance Contractor through regular maintenance and weeding. The majority of the upland areas are exhibiting steady growth and development from native plants. Appendix A shows photo views of each of the upland mitigation sites at the first annual monitoring in June 2008. Appendix B provides a floral species list for the mitigation areas, and Appendix C shows the specific plant cover for each botanical transect. Meets 100% container plant survival standard? No, but mitigated by recruitment. Meets 25% native cover standard? Yes, 68%. Meets 10% or less exotic cover/bare ground standard? No, 15%. Meets "site must remain free of invasive weed species" standard? No, some present. Number of native plant species observed: 39. Number of exotic plant species observed: 58. Though minimal dead container plants were observed during Year One monitoring, mortality was more than offset by abundant natural recruitment. 4.0 RECOMMENDED REMEDIAL MEASURES During Year One, maintenance for the CSS areas primarily consisted of weed control, and repair and adjustment to the irrigation system. _..__.. 5938-01 DUDEK 14 September 2008 First Annual Coastal Sage Scrub Mitigation Monitoring Report The Crossings at Carlsbad Golf Course For Year Two, Dudek recommends the following remedial measures to help ensure the project stays on track to meet its fifth-year performance standards. 1. Continue controlling perennial invasive exotic weed species wherever they are encountered, including Australian saltbush (Atriplex semibaccatd), pampas grass (Cortaderia species), common Bermuda grass (Cynodon dactylori), fennel (Foeniculum vulgare), myoporum (Myoporum laetuni), tree tobacco (Nicotiana glauca), Bermuda buttercup (Oxalis pes-caprae), castor bean (Ricinus communis), and tamarisk (Tamarix ramosissimd). Continue controlling competitive annual weed species, including black mustard (Brassica nigrd), tocalote (Centaurea melitensis), horseweed (Conyza canadensis), garland chrysanthemum (Chrysanthemum coronarium), California burclover (Medicago polymorphd), sweetclover (Melilotus species), iceplant (Mesembryanthemum species), bristly ox-tongue (Picris echioides), Russian thistle (Salsola tragus), sow-thistle (Sonchus species), and non-native annual grasses. Control annual weeds early in their growth cycles so that they do not become competitive with the natives. All applicable laws, regulations, label directions, and safety precautions must be followed when performing pest control. The landscape maintenance supervisor should consult a licensed Pest Control Adviser if specific Pest Control recommendations are required. 2. Continue to operate the irrigation system, as needed, to make sure plants become established. Inspect and repair the irrigation system as needed. Keep the irrigation system off for as long as possible during the winter rainy season, unless no rainfall is received on the mitigation areas. Irrigation will probably be discontinued in mitigation areas by next spring. Dudek will determine if irrigation should be continued or not in consultation with the landscape maintenance contractor during the late winter or early spring 2009. 3. Leach Mitigation Area No. 38 starting in October 2008 to mitigate for extreme soil conditions revealed in a soil test taken for the area (Wallace Laboratories 2008). Apply 15 pounds of agricultural gypsum per 1,000 square feet when leaching begins. Dudek will monitor the area with the contractor and determine follow-up measures to be taken for this area. 5.0 REFERENCES P&D Environmental. 2005.
