LSA Associates, Inc. Circulation Analysis for Joint First Responders Training Facility in City of Carlsbad -At your request, LSA Associates, Inc. (LSA) has prepared a circulation analysis of the existing conditions forthe Joint First Responders Training Facility in the City of Carlsbad (City). The memo addresses the development of four major facilities on site: a Residential Burn Prop Facility, a Commercial Bum Prop Facility, a Fire Administration/Support Facility, and a Shooting Range/ Classroom Facility'. LSA addressed the intersections recommended by City staff. Figure I (all figures attached) shows the location of the proposed project and the study area intersections analyzed in the study. The site plan for the facility is provided in Figure 2. Study area intersections analyzed include: • El Camino Real/Cougar Drive • Orion Street^Faraday Avenue • El Camino Real/Faraday Avenue Additionally, LSA analyzed the roadway segment of Orion Street between both ends of Orion Wa} loop at the City's request. METHODOLOGY Intersection LOS Methodology. The Trciffix (Version 7.9) computer software was utilized to determine the level of serv ice (LOS) at signalized study area intersections based on the Intersection Capacity Utilization (ICU) methodology. Consistent with Cit>' requirements, the ICU methodology compares the volume-to-capacity (v/c) ratios of conflicting turn movements at an intersection, sums these critical conflicting v/c ratios for each intersection approach, and determines the overall ICU. The resulting v/c is expressed in terms of LOS. w here LOS A represents free-flow activity and LOS F represents overcapacity operation. LOS is a qualitative assessment of the quantitative effects of such factors as traffic volume, roadway geometries, speed, delay , and maneuverability on roadway and intersection operations. LOS Description A. No approach phase is fully utilized by traffic, and no vehicle waits longer than one red indication. Typically, the approach appears quite open, turns are made easily, and nearly all drivers fmd freedom of operation. B. This service level represents stable operation, where an occasional approach phase is fully utilized, and a substantial number are nearing full use. Many drivers begin to feel restricted within platoons of vehicles. C. This level still represents stable operating conditions. Occasionally, drivers may have to wait through more than one red signal indication, and backups may develop behind turning vehicles. Most drivers feel somewhat restricted, but not objectionably so. D. This level encompasses a zone of increasing restriction approaching instability at the intersection. Delays to approaching vehicles may be substantial during short peaks within the peak period; however, enough cycles with lower demand occur to permit periodic clearance of developing queues, thus preventing excessive backups. E. Capacity occurs at the upper end of this service level. It represents the most vehicles that any particular intersection approach can accommodate. Full utilization of every signal cycle is attained no matter how great the demand. F. This level describes forced flow operations at low speeds, where volumes exceed capacity. These condhions usually result from queues of vehicles backing up from a restriction downstream. Speeds are reduced substantially, and stoppages may occur for short or long periods of time due to the congestion. In the extreme case, speed can drop to zero. The relationship between LOS and the ICU value (i.e.. v/c ratio) is as follows: LOS Intersection Capacitv Utilization A <0.60 B >0.6i and < 0.70 C >0.71 and < 0.80 D >0.81 and < 0.90 E >0.91and< 1.00 1 F > 1.00 The City considers LOS D to be the maximum acceptable LOS al all intersections. A project would cause a significant impact if the project causes the LOS to deteriorate to LOS E or F, or if the project adds more than 2 percent (0.02) to the ICU for an intersection already operating at LOS E or F. Peak-Hour Link Analysis Methodology. A detailed peak-hour link analysis was prepared to determine LOS at the study area roadway segment. This directional peak-hour analysis assumes a lane capacity of 1.800 vehicles per hour per lane based on the San Diego Traffic Engineers' Council/ Institute of Transportation Engineers (SANTECTTE) requirements. For roadway segments, LOS D (i.e.. v/c = 0.90) will be the maximum acceptable LOS. An impact would occur if the v/c exceeds 0.90 bv 0.02 or more. n7'3 l.ns „|i RDCjOSCrvCiiciikiiion Memp: doc LSA ASSOCIATES.INC, EXISTING CONDITIONS Peak-hour intersection turn volumes and average daily traffic (ADT) were collected by Southland Car Counters on Tuesday, March 13, 2008 (attached). Existing peak-hour traffic volumes are presented in Figure 3. Table A summarizes the results of the existing a.m. and p.m. peak-hour LOS analysis for the study area intersections. The existing LOS calculation worksheets are presented as an attachment to this report. As Table A indicates, all study area intersections operate at an acceptable LOS (LOS D or better) during the a.m. and p.m. peak hours. PROJECT CONDITIONS Trip Generation, Trip Distribution and Assignment This analysis considers the development of a Residential Bum Prop Facility, a Commercial Bum Prop Facility, and a Public Safety Facility. The daily and peak-hour trips for the project were generated based on discussions with City Police and Fire Department staff. Police Department use of the safety facility only will have no more than six vehicles on site. Four 12-hour shifts begin at 4:00 and 6:00 a.m. and at 4:00 p.m. and 6:00 p.m. In addition. 8-hour administration shifts begin at 8:00 a.m. and end at 5:00 p.m. Operational hours for the shooting range vary from 8:00 a.m. to 4:00 p.m. and may potentiallv be open to outside groups w ith a maximum of 20 vehicle trips. The Fire Department operates a 24-hour shift with approximateK 20 vehicles starting at 7:30 a.m. Fire classes ('7 31/0)^ .iP •RrX;nSi:i"l\CirCLilaii(>n Memo: doo LSA ASSOCIATES, INC. forthe Burn Prop Facility \ ary from 8:00 a,m. to 5:00 p.m. and will generate a total of 30 vehicle trips. Table C (attached) shows the proposed trip generation for the project. As the table indicates, the Fire Administration/Support and Shooting Range/Classroom Facilities are forecast to generate 'approximately 104 daily trips, including 27 trips during the a.m. peak hour and 30 during the p.m. peak hour. The Residential and Commercial Bum Facilities are forecast to generate approximately 170 daily trips, including 70 trips during the a.m. peak hour and 35 during the p.m. peak hour. The proposed facility is forecast to generate at total of approximately 274 trips per day, including 97 trips in the a.m. peak hour and 65 trips in the p.m. peak hour. The trip generation table was reviewed by City staff and approved on May 14, 2008. Project trip distribution for the proposed project was based on expected travel patterns between the project and local and regional destinations. Figure 4 illustrates the project trip distribution. Approximately 50 percent of the project trips are destined to the south via El Camino Real and Orion Street; 30 percent are destined to the north via El Camino Real: and 10 percent are destined to the east and west via Faraday Avenue. EXISTING PLUS PROJECT CONDITIONS To determine the existing plus project conditions, traffic generated by the proposed project was added to the existing baseline traffic volumes at the study area intersections. Figure 5 shows the resulting existing plus project a.m. and p.m. peak-hour traffic volumes. The existing plus project peak-hour LOS analysis is presented in Table D. The LOS worksheets are provided at the end of this report. Implementation of the proposed project will not create any significant impacts. Table E summarizes the results of the existing plus project a.m. and p.m. peak-hour link analysis for the roadway segment along Orion Street between Orion Way loop. As this table indicates, Orion Street is forecast to operate at an acceptable LOS during the a.m. and p.m. peak hours. MITIGATION MEASURES No significant impacts have been identified. Therefore, no mitigation measures are required. CONCLUSIONS Based on the results of this limited traffic impact analysis, the Joint First Responders Training Facility can be implemented without significantly impacting the surrounding roadway system during existing conditions. Evaluation of intersection and roadway LOS shows that the addition of project traffic to the baseline traffic volumes will not impact any study area intersections or roadways. As a result, no mitigation measures are required.
