The entire planned community is currently undeveloped with portions being used for agriculture. The Agua Hedionda creek traverses the northerly and westerly portion of Kelly Ranch and land elevations range from 10 feet to 352 feet above sea level. The development is proposing single-family, detached units and townhouses/condominiums for the area south and east of proposed Cannon Road, and townhouses/condominiums along the northerly shore of the Agua Hedionda creek. Also proposed is a small recreation commercial site west of Cannon Road on the southerly portion of the site (see Plat No. 1 in Appendix). The entire development lies within the service area of the Costa Real Municipal Water District. This design report will specify all the required public water system facilities for the development and will be in full conformity with the requirements of the adopted "Master Plan of Public Facilities" of the Costa Real Municipal Water Di stri ct. - 1 - IM Itt SECTION II SCOPE AND PROCESS OF STUDY PLAN The initial phase of this study was a detailed review of the Costa Real Municipal Water District (CRMWD) Master Plan and supporting data. The Master Plan identifies three different pressure gradients serving Kelly Ranch and the surrounding area. The pressure gradients are described as follows (see Exhibit "A" 1n Appendi x): ELEVATION SERVED HYDRAULIC GRADE PRESSURE ZONE I 10 - 150 feet 300 feet PRESSURE ZONE II 150 - 250 feet 430 feet PRESSURE ZONE III 250 - 352 feet 550 feet Pressure Zone I, which previously had a hydraulic grade of 349 feet, has been adjusted to Elevation 300 by the specific siting of the new Evans Point reservoir In relationship to the detailed design layout of the subdivision in the hilltop area. The study area included the Carlsbad Research Center area west of College Boulevard, the complete Macario Park, owned by the City of Carlsbad, and the proposed Evans Point subdivision in order to - 2 - m ttl provide a more complete analysis of the three pressure zones. Planning Areas A and C of the Kelly Ranch development are located on the north shore of the Agua Hedionda creek. These two areas were not a part of this study because Area A fronts on Park Drive and will receive service from the existing 12-Inch main in this street, and Area C abuts Via Hinton and will be served by the existing eight-inch line in that street. ^ The next phase of the study involved reviewing the land uses and •« anticipated development densities for the Kelly Ranch development " obtained from the approved Kelly Ranch master plan, updated to Hi reflect the effect of recent ordinances, as well as the current ^ zoning and land-use information obtained from the City of Carlsbad ^ for the areas surrounding Kelly Ranch. Tentative maps of Carlsbad Ml Research Center Unit No. 3 and Evans Point were used to obtain ^ the proposed road alignments within the study area. Hi Design parameters (unit flow requirements) used to calculate applied residential and comme rci al flows were identical to the ii parameters used in Section VII of the CRMWD master plan report. PH The CRMWD master plan identifies 120 acres of the 282-acre Macario Park being irrigated and for this study, no change has been made. * The 201-acre open space area In the wetlands portion of Kelly Ml Ranch was not assigned any flow from the water distribution - 3 - HI HI system. Included in the Appendix of this report is a design flow summary table which summarizes the applied flows for each land-use area. Transmi ssi on malns that extend beyond the limits of the study area were assigned flows based on the computer study from the CRMWD master plan. OT Fire flows were assigned at critical locations such as commercial areas and remote residential areas. There are no proposed school sites within the study area. Assigned fire flows were based on the fol1owi ng: ttl LAND USE RLM - Low Medium Density RM -- Mediurn Density RMH -- Medium High Density Recreation Commerci al DWELLING UNITS PER ACRE 0-4 4 - 8 8-15 FIRE FLOW (GPM) 1750 2500 3500 4000 Ml ll - 4 - te SECTION III RECOMMENDATIONS FOR PUBLIC WATER SYSTEM Exhibit "A" (included in the back pocket of this report) Is a plat map which shows in detail and specifics the recommended public water system layout for the entire study area. This exhibit also shows the approximate boundaries of the proposed three pressure zones as they affect development of Kelly Ranch. Additionally, included in the Appendix of this report are the computer runs used to devel op and evaluate the complete water system. Individual computer runs were made for a peak-hour flow condition and several maximum-day plus fire-flow conditions. The highest area of the Kelly Ranch community is in Pressure Zone III (HG = 550 feet). The only currently available source of service for this pressure zone is located on Faraday Avenue westerly of College Boulevard, This existing 18-inch transmission main (reduces to 16 inches) would have to be extended to the proposed Evans Point Reservoir. This Pressure Zone III transmission main would be used to fill the reservoir and serve all of Pressure Zone III in the Kelly Ranch community as well as the 22-acre parcel to the south which is owned by Kirgis, The Pressure Zone III water will be reduced to serve Pressure Zone II (HG = 430 feet) by the - 5 - IB HI Ml m m use of two pressure-regulating stations. Depending upon the actual detailed design of Planning Areas 0 and K, Pressure Zone II may possibly be served by one pressure-regulating station. Pressure Zone I (HG = 300 feet) will ultimately have three major sources of supply; one from the proposed Evans Point Reservoir (Elevation 300), one from Macario Park, and one from a connection at El Camino Real. The connection at Macario Park is not required to directly serve the Kelly Ranch community and will be made at the time the park is developed. The CRMWD master plan report identifies a proposed 2.5-MG reservoir located in the Kelly Ranch area to serve Pressure Zone I. The Developer and the District have agreed on the specific tank site. The Evans Point Reservoir will be built by the District and is scheduled in CRMWD's Capital Improvement Plan to be constructed in or before 1990. The Santa Fe II Reservoir {9.0 MG) will provide storage requi rements for Pressure Zones II and III. - 6 - Hi SECTION IV SUMMARY This design report and the exhibit map have been prepared with the intent of providing for a complete public water system design 1 ayout for the entire Kelly Ranch development.
