Your questions are stated below followed by our response. Question No. 1. Can the District supply their water demand of 9 million gallons per month? RESPONSE: The 9 million gallons per month converts to 300,000 gallons per day or 208 gpm. We have an existing 14-inch diameter pipeline in College Avenue and an 18-inch diameter pipeline in Faraday Avenue. Either pipeline can supply the water demand of 208 gpm to the site. The water supply system is very reliable and can deliver this demand. Question No. 2. Can they discharge brine to an existing "fail-safe" pipeline? RESPONSE: The "fail-safe" pipeline is designed to convey treated wastewater from the Meadowlark and Shadowridge Water Reclamation Plants to the ocean outfall. From College Boulevard west to the ocean the alignment of the pipeline follows Palomar Airport Road. The pipeline size and capacity varies along its length. To use the "fail-safe* pipeline three issues need to be addressed. These issues are discussed below. First, a pipeline must be constructed in College Boulevard from the International Rectifier site to Palomar Airport Road. This pipeline would convey the brine to the fail-safe pipeline. Second, the capacity of the "fail-safe" pipeline needs to be considered. Our understanding is that International Rectifier will operate 24 hours per day, seven days per week and generate 1 million gallons per week. This converts to 140,000 gpd or 0.14 mgd. The "fail-safe" pipeline is presently operated as a gravity flow pipeline west of El Camino Real. We estimate that it can convey approximately 3 mgd as a gravity flow pipeline. Flows from Meadowlark WPR are 2.0 mgd., and flows from Shadowridge WRP are 0.8 mgd. The combined flows in the fail-safe pipeline is presently 2.8 mgd. Therefore, the additional flow of 0.14 mgd from International Rectifier could be placed in the fail-safe pipeline and not change the operation of the fail-safe pipeline. In investigating the brine discharge from International Rectifier, the TDS is the only constituent of concern. The TDS is estimated at 220,000 ng/L However, since this brine discharge would be combined with the effluent from the Encina WRF, presently at 20 mgd, the TDS of the combined water discharged to the ocean would not be appreciably affected. Therefore, water quality should be of no concern, but staff at Encina is checking with the staff at Regional Water Quality Control Board. Question No. 3. Can the District provide uninterrupted water service? RESPONSE; The potable water is obtained from imported water sources supplied by Metropolitan Water District. We also have 10 days of emergency water storage available. Therefore, the water supply system is very reliable. Question No. 4. What are the water pipe sizes and the available pressure? RESPONSE; The pipe size is 14-inch in College Boulevard and 18-inch in Faraday Avenue. Water pressure corresponds to the water level in the reservoir which has a bottom elevation of 550. The ground elevation at the proposed site location ranges from elevation 253 to 270. Therefore, the available pressure at the meter is estimated at 125 PSI (i.e. 550 - 253 = 297 feet or 129 psi). Question No. 5. What is the length and cost of a pipeline from the International Rectifier site to the "fail-safe" pipeline and method of funding the pipeline? RESPONSE: The pipeline length along College Boulevard from Palomar Airport Road to Faraday Avenue is 6,700-feet. The elevation at the International Rectifier site is a minimum of 250, and at Palomar Airport Road, the ground elevation is 90. Assuming a gravity flow pipeline and a peak flow of 200,000 gpd, the pipe size would be approximately 6-inch diameter. The unit cost for a 6-inch diameter PVC pipe could be assumed at $30.00 installed. Therefore, the total construction cost would be approximately $200,000. Question No. 6. Are there any other concerns or issues regarding water usage or discharge requirements? RESPONSE; Encina is looking further into regulatory requirement (if any) for discharge permit revisions. The Encina WPCF is located at 6200 Avenida Encinas, Carlsbad, approximately one-third mile from the ocean, near the mouth of Canon de fas Encinas. This Regional Board's Order No. 91-78 establishes waste discharge requirements for offsite reuse of effluent from the Encina WPCF. Wastewater treatment unit operations and processes at the Encina WPCF are screening, grit removal, primary sedimentation, aeration (activated sludge), and secondary clarification. Encina WPCF also has disinfection (chlorination) capabilities, with only enough capacity to disinfect wastewater currently reused on-site and off-site. Solids treatment unit operations and processes are thickening, anaerobic digestion, and mechanical dewatering using belt filter presses. Digested, dewatered sludge is transported out of the San Diego region to agricultural sites in Riverside County. Other methods of sludge disposal include land application, surface disposal, and incineration. Some sites for these methods of disposal are located outside the state of California. The design capacity (average dry weather flowrate) is 36 MOD liquid and 38 MGD solid. Except for a small volume of treated wastewater used on-site and off-site, all effluent from Encina WPCF is discharged to the Pacific Ocean through the Encina Ocean Outfall. 12. The Meadowlark Water Reclamation Plant (WRP) is located at 2310 South Rancho Santa Fe Road, San Marcos, approximately 5.5 miles easterly of the Encina WPCF, near the Vallecitos Water District/Leucadia County Water District boundary. This Regional Board's Order No. 93-23 establishes waste discharge requirements for - reuse of effluent from the Meadowlark WRP. Wastewater treatment unit operations and processes at Meadowlark WRP are primary treatment using rotating screens, "" biological treatment using rotating biological contactors, and secondary clarification, «. filtration, and chlorination. Effluent that is conveyed to Encina Ocean Outfall may or may not be filtered and/or chlorinated. The Shadowridge WRP is located at 2525 Lupine Hills Road, Vista, approximately 6 m miles northeasterly of Encina WPCF. This Regional Board's Order No. 93-82 establishes waste discharge requirements for reuse of effluent from the _ Shadowridge WRP. Wastewater treatment unit operations and processes at E Shadowridge WRP are primary treatment using rotating screens, biological treatment using rotating biological contactors, and secondary clarification, filtration, ... and chlorination. Effluent that is conveyed to Encina Ocean Outfall may or may m not be filtered and/or chlorinated. Screenings, grit and other solids removed from wastewater at Shadowridge WRP are returned to the sewer system for conveyance to Encina WPCF, The design capacity (average dry weather flowrate) for full secondary treatment at Shadowridge WRP is 1.16 MGD. The Gafner WRP is located at 1960 La Costa Avenue, Leucadia, approximately 3,5 miles southeasterly of the Encina WPCF. This Regional Board's Order No. 93-41 establishes waste discharge requirements for reuse of effluent from Gafner WRP. Wastewater treatment unit operations and processes at Gafner WRP are primary clarification, secondary treatment by trickling filter, clarification, filtration, and chlorination. Effluent that is conveyed to Encina Ocean Outfall may or may not be filtered and/or chlorinated. There is a sludge digester on site that is not currently being used. Solids removed from wastewater at Gafner WRP are returned to the sewer system for conveyance to Encina WPCF. The design capacity (average dry weather flowrate) for full secondary treatment at Gafner WRP is 0.75 MGD. Wastewater not treated at Gafner WRP flows to the Encina WPCF. Wastewater treated at Gafner WRP but not reused can be discharged, via a land outfall, directly to the ocean through the Encina Ocean Outfall without entering the Encina WPCF (shown on Attachment 1). 15. The Lake Calavera Hills WRP is located approximately 2.7 miles northeasterly of the Encina WPCF. The Lake Calavera Hills WRP is not currently in operation. The Carlsbad City Council has approved dismantling of this facility as part of its Water "" Reclamation Master Plan. The plant is scheduled to be dismantled in fiscal year ~ 1995-1996. **" 16. The Meadowlark Land Outfall (also called a Failsafe Line), owned by the Vallecitos « Water District, runs from the Meadowlark WRP westerly approximately 4.2 miles and has a capacity of 3 MGD. The land outfall joins the Shadowridge Land Outfall, m continues southwesterly approximately 3.2 miles to the junction with the Encina H Ocean Outfall and has a capacity of 6 MGD. Effluent from the Meadowlark WRP that is not reused enters this land outfall and is discharged to the Pacific Ocean via P the Encina Ocean Outfall (shown on Attachment 1). H 17. The Shadowridge Land Outfall (also called a Failsafe Line), owned by the Buena P Sanitation District, runs from the Shadowridge WRP southwesterly approximately H 4.17 miles to the junction with the Meadowlark Land Outfall and has a capacity of 3 MGD. The Gafner Land Outfall (also called a Failsafe Line), owned by the Leucadia m County Water District, runs from the Gafner WRP northwesterly approximately 5.3 miles and has a capacity of 5.47 MGD. FAX NO. 6194317493 P.04 Order No. 95-03 6 April 20, 1995 19. The Encina Ocean Outfall extends southwesterly from the mouth of Carton de las Encinas, in the City of Carlsbad. The inshore end of the diffuser is located approximately 7,000 feet offshore at a depth of approximately 135 feet. The diffuser, which is collinear with the rest of the outfall, extends approximately 800 feet, to a depth of approximately 165 feet, and terminates at Latitude 33°06'89" N, Longitude 117"21'03n W, The design capacity of the Encina Ocean Outfall is 65.0 MGD. The current flowrate is approximately 22.96 MGD. Attachment 1 shows the location of the Encina Ocean Outfall. 20.
