IS SIDH/KimOT* « ASSOCIA-m, INC. fliiainaBiiS SECTION I INTRODUCTION Pacific Rim Country Club and Resort is a new community consisting of 1.400 acres that is located north of the Batiquitos Lagoon and situated between the Interstate 5 Freeway and El Camino Real. The entire community is strategically located in a virtually undevelqped area that has been utilized for agriculture in the various sections where cultivation is appropriate and the remainder of the property is rolling hills and great stands of eucalyptus trees. The entire new community is the subject of long-term and intensive evaluations by all the various disciplines and this report focuses upon the important public facilities, namely the public water system that will provide service to the entire area and be in full conformity to the adopted "Master Plan of Public Facilities of the Costa Real Municipal Water District", the public water agency for the entire development. This design report is intended to be an active plan that will spe- cifically identify all of the various public water system facilities that will be necessary in order to provide complete water service to the entire community as well as have continuity and service to the adjoining lands in accordance with the adopted master plan. The report is intended to be an overall guideline for the systematic design and construction of the public water system facilities fully - 1 - wBB wooc n WOODSIDK/KUBOT* « ASSOCIATU. INC. integrating into the design concepts for the various land uses and the other public facilities, namely the street system, the sanitary sewer system and the drainage system, that will be a part of the overall construction program. - 2 - WOOD n WOODSIDK/KUBOTA A ASSOCIAIU, INC. SECTION II SCOPE AND PROCESS OF STUDY PLAN The initial efforts of this design report focused upon the detailed introduction and understanding of the specific development plans and concepts for the entire community. After completion of this introductory program, consultations have been held with the City, of Carlsbad Fire Department and the Costa Real Municipal Water District to ascertain all of the concerns and needs of the public agencies that will have a direct input, review and approval responsibility for the entire public water system facilities program. Upon the conclusion of preliminary steps, there has been a direct comparison made of the proposed development plan to the development concepts as interpreted for the preparation of the currently adopted "Master Plan of Public Water System Facilities", taking into account the full scope of water system requirements for domestic use. commercial use and landscape water service, including both active and passive landscaping, and there have been identified the projected public water system requirements. Additionally, there has been a major focus upon the water system needs to service the full 18-hole championship golf course that will be constructed and a particular look at any publi c water system requi rements for the Batiquitos Lagoon area (potable water service). With the compilation of all of the input from the regulatory agencies and an analysis of the total water system requirements for the entire new community, we - 3 - WOOD n «IOH/KU«OTA A ASSOCIATMS, INC. •NOIHBBHa have made a detailed engineering analysis of the specific components of the public water system facilities that will be necessary to provide an adequate level of water service. In addition to the full level of mathematical calculations utilizing a "computer program", there has been an intensive study of all of the design 1 ayouts for the urban uses along with street patterns and the easements for other utilities so that ultimately there can b^ a practical 1 ayout of the public water system facilities that can be built along with the specific subdivisions. - 4 - WOODSIDVKUBOTA A ASSOCIATKS, INC. n SECTION III RECOMMENDATIONS FOR PUBLIC WATER SYSTEM Exhibit "A" is a plat map which shows in detail and specifics the recommended public water system layout for the entire Pacific Rim development. Additionally, there is Included in the Appendix of this report the complete "computer runs" that set forth the details of all of the mathematical calculations that form the basis of the recommended water system. First of all, it is understood that the entire study program is based upon a follow-up and reevaluation of all of the water system components that have been previously identified in the adopted master plan report and all of the design parameters are as identified In the master plan report. Accordingly, the entire community has been evaluated and we have determined that water service must be provided for the full range of the three pressure gradients that are described as follows: Elevation Served Hydraulic Grade Pressure Zone I (Red) 0 - 120 feet 318 feet Pressure Zone II (Blue) 120 - 260 feet 384 feet Pressure Zone III (Green) 260 - 384 feet 550 feet - 5 - HHH WOOD n WOODSIDK/KUBOTA A ASSOCIATKS, INC. The overall water system layout shows in detail the three pressure gradients. The majority of the development area will have water service from gradient elevation 384 (the "D" Reservoir system). Where there is continuity from the intermediate to the lowest pressure zone (318), we have identified two major linkages; one along the center area of the development and one along the southwesterly corner that will bring elevation 384 water seryice to the entire southwest corner of the Water District. We also point out that the Pacific Rim water system will pick up the two major connections that are projected westerly from El Camino Real, namely Alga Road and Arenal Road. These two connections provide for the important linkage of the entire La Costa area to provide supplementary water service to the 318 zone as well as an alternate routing for water to the lowest zone in an easterly direction. Water storage requirements for the entire Pacific Rim development would be coming from the Santa Fe II Reservoir (9.0 M.G.), the intermediate 550 gradient from the major pressure-regulating station locat ed at El Cam Ino Real and Pal omar Ai rport Road, and the "D" Reservoir systems. The overall network of transmission mains also provides flexibility to permit service from the La Costa Hi Reservoir as well as La Costa Reservoir (a total of 7.5 M.G. presently with an additional 1.5 M.G. reservoir to be constructed at the La Costa Reservoir site - elevation 318). - 6 - HHH WOOD TB WOODSIDS/KUSOTA A ASSOCIATKS, INC. Insofar as the Pacific Rim development is concerned, major storage requirements will be met from the expansion of capacity at the "D" Reservoir sites. The following is a tabulation of the dwelling units that are projected under the current development concepts, segregated into the various pressure gradients, and you will note that the major segment of the overall development will have service from the "D" Reservoir system: Pressure Zones Dwelling Units I (Red) 750 II (Blue) 2,769 III (Green) 1,036 TOTAL 4,555 As mentioned previously, the overall layout of the arterial - transmission facilities provides for total flexibility in the operations of the water system and we point out the fact that in keeping with the master plan program, which has been in effect since 1976, there will be full integration with the water service that is heading westerly from El Camino Real, namely the "Seaport Development". On the west side of Pacific Rim. there has been extensive development in the area of Sea Pines and Spinnaker Hills and here again, all of the existing water system facilities that have already been constructed and are in service will tie into the new facilities of Pacific Rim so that there is completion of the - 7 - HHH WOOD n WOOOSIDS/KUSOTA A ASSOCIATKS, INC. entire network of facilities for that southerly and southwesterly quadrant of the entire District. The Water District has recently completed the high-pressure water ma in that parallels the gravity service line westerly from the "D" Reservoir and there will be a complete loop for that gradient water service southerly, easterly and northerly back to .the high-pressure pipeline that serves the area between El Camino Real and "D" Reservoir. The Water District owns and operates an existing 18-inch transmission main which traverses the northwesterly corner of the development (Planning Area 33). Future detailed design concepts for this area may result in grading operations so that portions of the transmission main may have to be relocated. The development recognizes the possibility of this action subject to the review and approval of the Di stri ct. A portion of the 12-Inch transmission main (H.G. 318) at the southwest corner of the development is shown per Exhibit "A", located along the shoreline of the Batiquitos Lagoon. This preliminary location is parallel to an existing public sewer main. The final location of the transmission main will depend on the detailed design of the area and restrictions of the Water District and the agency controlling the shorel1ne area . The detailed computer data sheets included within the Appendix are the complete information for the technical evaluation of the recommended public water system facilities. There are also included the assignment of flows and the land use information that was established for the entire development which form the basis of the various flow quantities. - 9 - HHH WOOD n SIDK/KUSOTA « ASSOCIATKS, INC. HBIHKBWS SECTION IV SUMMARY This design report and the exhibit map have been prepared with the intent of providing for a complete public water system design layout for the entire Pacific Rim Resort and Community development. Following the review and formal adoption of the "design report", it would be appropriate for the development to proceed with an overall "phasing plan" for both the pipeline and reservoir storage requirements to be in concert with the overall development schedule of the entire community. At such time that individual areas within the development community are processed as subdivisions, there would be a specific engineering design utilizing in total the design concepts as set forth herein. - 10 - HHH WOOD n SIDH/KUBOTA A ASSOCIATKS.
