A temporary inlet numbering system has been employed. Existina Drainaae Facilities The existing drainage consists of: 1. A double 5'x5' RCB crossing the freeway at station 1870+00 "CBD". This 2. A triple IO'x5' RCB crossing the freeway at station 1822+30 "CBD". This is 3. A lined channel along the "PA-I" tine and the "CBD Line, flowing north to 4. An on-site network of inlets and pipes which flows south to the triple RCB 5. Various slope ditches. is the northerly limit of the study. the southerly limit of the study. the double RCB at station 1870+00 "CBD". at station 1822 + 30 "CBD. Wherever possible, the existing facilities will be maintained. Where existing inlets must be replaced due to roadway widening, the new inlets will be tied into the existing pipe network. New slope ditches will tie into the existing slope ditches or the existing pipe network. Off-Site Drainaae The majority of the surrounding areas flow away from the site. In the northeast quadrant, a large area flows into the existing lined channel along the "PA-1'' and "CBD" Lines. This situation is unaffected by the project. In the southeast quadrant, a developed area flows toward the site, and will be intercepted by slope ditches and will enter the pipe network at station 1838+50 "PA-2 Line. In the northwest quadrant, a developed area flows into an existing inlet which is connected to the pipe network at station 1855+80 "PA-5 Line. On-Site Drainaae The on-site drainage areas and inlet locations are delineated on the enclosed drainage area maps. The inlets were placed as dictated by allowable spread or by changes in roadway geometry. A detailed description of the methods and criteria used follows. Hvdraulics A separate hydraulics study showed that both the existing and proposed systems are over capaclty. In order to lower the hydraulic grade line (HGL) of the proposed system to meet Caltrans Standards some flow will be diverted to the north through a 30 inch RCP to the double RCB at 1870+00 "CBD". Careful study of maps showing topography of the site prior to construction of 1-5 indicates that this is actually a return to the original flow pattern. 1 DESIGN METHODOLOGY While design of the on-site drainage systems generally followed the Caltrans Hiahway Desian Manual (HDM), this section presents special design criteria, assumptions, and an overview of the methodologies used. Hvdroloay The Rational Method was used to develop the runoff rates for the pavement, median and slope areas. This method requires three parameters: coefficient of runoff, rainfall intensity, and area. Following is a description of its. application to the on-site drainage areas. Runoff coefficients were derived based on the description given in Figure 819.2A of the HDM. For all the on-site drainage areas, the following coefficients were used: C = 0.9 for paved areas C = 0.8 for slope areas (1V:2H) and other unpaved areas with a slope of 5% or greater C = 0.6 for unpaved median areas and other unpaved areas with a slope of less than 5% Rainfall intensty was derived from the Caltrans designated Intensrty-Duration-Frequency charts for District 11. These are based on California Department of Water Resources Bulletin 195 (1976). On Palomar Airport Road, a 10-minute time of concentration and a 50-year event were used, giving a rainfall intensity of 3.8 inches/hour. Runoff areas were derived by calculation or planimetering using a combination of data provided by the project plans and grid grades. Curb. Dike and Gutter Desian "E dikes were generally used along the outside shoulder edge of the freeway and ramps. Six inch curbs were used along Palomar Airport Road. As recommended by the HDM, gutter flow calculations are based on the criteria described in the publication Drainaae of Hiahwav Pavements, Hydraulic Engineering Circular Number 12 (HEC-12). In the past,-Boyle has sought to analyze gutter flow conditions using computer software that follows the HEC-12 approach. However, this software was found to be inappropriate for analysis of gutters with "E dikes because the program assumes a gutter channel with a vertical curb face. The "E dike creates a "V- vertical side and one sloped side. The two channel shapes differ in terms of both flow shaped channel with two sloped sides as opposed to a triangular channel with one geometry (spread and depth) and the amount of flow captured by an inlet located at the channel invert. 2 For the same flow rate and shoulder cross slope, the channels produce the following relative conditions: GUlTER WITH VERTICAL CURB FACE - larger spread width over shoulder - larger depth of flow (larger head) - larger inlet interception rate (as a result of larger head) GUlTER WITH "E DIKE - smaller spread width over shoulder - smaller depth of flow (smaller head) - smaller inlet interception rate (as a result of smaller head) Results of comparisons, details of which are presented in Section II, indicate that direct HEC-12 application would lead to over-design of spread in gutters and under-design of inflow capacity at inlets. A modified approach was developed utilizing the formulas presented in the HEC-12 publication. This approach has been discussed with and approved by Caltrans engineers. Based on this modified approach, Boyle created spreadsheets to calculate gutter flow and flow interception capacity for various combinations of gutter configurations (vertical or sloped-face curbs) and inlets (G-1, slotted pipe, GDO, etc.). Drainaae Inlet Desian In general, inlets were positioned along the roadway and ramp shoulders as a function of the spread criteria, with additional consideration iven to facilitating design of economical storm drain systems. Inlets were also paced P at critical locations which would prevent concentrated water flows from crossing the roadway. Such locations include immediately upstream of a roadway intersection or ramp gore, upstream of changes in roadway or ramp superelevation, and at the bottom of sag curves. Inlet types were selected from those specified by the Caltrans Standard Plans (1988), depending upon the site-specific and HDM requirements. Special requirements regarding inlets were: o All inlets are designed for 25-year rainfall intensity except on City streets, where %-year intensity is used. o Slotted corrugated steel pipe (SCSP) is used in 10-foot length increments with a maximum length of 40 feet. o At all sag curve inlet locations, combination inlets (curb-opening with grate; e.g., GO or GDO) are used. Analysis of this inlet assumes no flow into the curb-face inlet and no clogging of the grate. o Inlets with only curb openings are used along Palomar Airport Road. The most common inlet used on the ramps and the main freeway is a combination SCSP and G-1 grate inlet. This combination provides a high degree of flow interception (the SCSP), along with the flexibility for storm drain connections and maintenance access (the G-1). 3 At sag curve locations, the following approach was used to design the inlet system: 1) The exact location of the bottom of the sag curve was determined based on vertical curve geometry and considerations of superelevation effects on gutter slope. 2) Flanking inlets were positioned on each side of the sag point at elevations equal to the maximum ponded water depth (allowed by curb/dike height and shoulder spread) less 0.2 ft. This approach is shown in Section IV. Following the HEC-12 recommendation, a grate type P-1-7/8 is specified for all inlets with a gutter inlet. The Caltrans equivalent to this grate type is a 24-1 2. A single grate, with dimensions 2.0 ft (width) by 3.3 ft (length) is used. Based on the HDM, a 33% clogging factor is generally applied to all inlets. Exceptions are: o Grate inlets at sag curves = 0% (Assume debris is caught by flanking inlets.) o Curb-opening inlets = 0% For grate inlets, a 33% reduction in both frontal width and rate length is employed to compute grate inflow capacity. For slotted pipe, the actua B pipe length is reduced by 33% to compute inflow capacity.
