Pursuant to your telephone request enclosed herewith is a plat map,
which shows the existing "Alga Road Transmission Main" and the area
of our study of the joint project with the San Marcos County Water
District for the South Aqueduct Connection.
We will keep you advised as our study program moves forward for this
important connection for the Carlsbad District.

MASTER PLAN, SAN MARCOS COUNTY WATER DISTRICT
We have been retained by the San Marcos County Water
District to prepare a water system Master Plan to assure
economical and timely construction of new improvements
to meet anticipated future growth and. usage.
We are enclosing a preliminary presentation of tiie
section of the report entitled, "Study Area", together
with our map shov7ing our proposed study area. We would
appreciate your prompt comment on these items. We would
appreciate having them no later than July 5, 19 74.
After we have collected the responses to this request
and modified these presentations accordingly vjhere
deemed desirable, we will, as indicated in the text,
forward to you a final presentation for official response
to be included in the report.

STUDY AREA
The study area is shown on Plate No and contains approx-
imately 2^_2£^_ acres, most of v/hich currently lies within
the present service area of the San Marcos County Water District
The present water service area was furnished by the District
in the form of a map entitled, "SAN MARCOS COUNTY WATER DISTRICT
BOUNDARY MAP'.', dated May 9, 1972. Although minor discrepancies
were uncovered during a routine comparison with maps received
from the tax assessor's office, a detailed check of the District
boundaries was not made.
The Study Area was made to exclude approximately fL I\} • acres
adjacent to the Escondido Country Club. v;ithin the City of Escon-
dido and within the District's boundaries.
The Study Area was made to include potential future annexations
of three small islands within the District's boundaries and of
two relatively large areas to provide a contiguous boundary with
the Olivenhain Municipal Water District. These areaa fapprox-
imately acresj presently do not lie within the water
service area of any agency.
The Study Area also includes three areas within the District's
boundaries lying within the boundaries of other water service
agencies. Two of these areas (approximately | SO acres)
lie wtthin the Vista Irrigation District and one of these areas
(approximately acres) lies v/ithin the City of Escondido,
With a few minor exceptions, the entire Study Area lies within
the Buena Colorado Municipal Water District. The Study Area,
in general, is quite irregular in shape and is adjacent to or
partially surrounds service areas of other agencies which could,
perhaps, be m ore beneficially served by the San Marcos County
W&ter District. It is also probable that certain areas within
the San Marcos County Water District could be better served by
adjacent water service agencies. Since many of the water service
agencies involved also have the cppability of providing sewage
facilities, a study of the most beneficial boundaries of the
involved agencies should include consideration of the pertinent
drainage basins. An analysis of the boundary of the Study Area
with regard to the concerns enumerated herein is beyond the ^Sp§^
of this report. It is deemed that a study of these items should
more appropriately be considered under the provisions of the
recently passed legislation, S.B. __(
).
A preliminary presentation of this section of the report and
the proposed Study Area was presented to the staff of the involved
agencies. These presentations were then modified to conform to
the staff's comments where these modifications were deemed
desirable. A final presentation was then made to these agnncies
requesting their comments. The form of request and the responses
thereto are presented in Appendix ^ .
