Describe the issue or activity. When performing asphalt and concrete repair the first task that is performed is saw cutting the infrastructure. After this task is performed, staff removes and patches the damaged asphalt or concrete. 2. Explain the problem or need for improvement. There are limitations on the types of cuts staff can perform. The equipment is an older model and cannot perform deep and/or monolithic cuts. It also cannot cut at angles. Two employees are assigned for saw cutting projects (one for saw cutting and the other for traffic control), which have resulted in a backlog of trip hazards being repaired. 3. Propose your idea/recommendation. The recommendation is to contract saw cutting. 4. Explain how your idea/recommendation solves the problem or addresses the issue. First, the equipment used by contractors is modern. They have the capability to perform a variety of different cuts, as mentioned above. Second, sites that are scheduled for repair will be pre-cut before the crew arrives, which improves operational efficiency. And finally, contracting this service will enable the division to reallocated one employee to the repair crew, which will increase the number of trip hazards repaired (contractors do not have their own traffic control, so the division is going to have to dedicate one employee for this function). Staff estimates that adding an additional employee to the work crew can repair an additional 2 to 3 trip hazards a year. 5. Discuss cost/benefit analysis. Last year, staff saw cut 850 linear feet in 80 hours (source: Maintenance Management System) at a cost of $12,576. The cost estimate includes the salary, benefits and overhead of two employees, the hourly usage cost for a % ton pick up truck, the linear foot usage cost for equipment, maintenance and replacement cost for the vehicle and equipment, as well as the cost to replace the equipment blades. In contrast, the cost for a contractor to cut the same amount of linear footage (850) would be $3,514, which includes the cost of one city employee responsible for providing traffic control for the contractor. The contractor's estimate is based on two courtesy quotes staff obtained from two local vendors. The vendors charge a flat rate of $1.07 per linear foot. Attached is a copy of the courtesy bids, as well as staffs calculation for the City costs. The benefits for this proposal are described below: Direct Benefits: 1. There is a cost savings to perform this activity 2. By having a contractor perform this activity, staff can reallocate its resources to trip hazards. Indirect Benefits: 1. Because this contract is less than $1,000 (excluding the cost to have city personnel perform traffic control) the administrative overhead cost will be minimal. The City does not have to administer a formal bid process or a comprehensive contract. A letter of Agreement is all that is required. Tangible Benefits 1. By adding and additional employee to the concrete sidewalk repair crew, the division will be able to eliminate more trip hazards throughout the year Intangible Benefits 1. Customer satisfaction will increase because few trip hazards will be reported 6. Discuss alternatives. The first alternative is to leave saw cutting operations as is (status quo). Another alternative is to "piggy" back on the Water Division's Master Agreement for said service, and the third alternative is to saw cut on a case by case location assignment. 7. Identify and overcome objections. The contractor will need traffic control, which they do not provide. To overcome this objection, staff will provide minimal traffic control duties, which will include one City employee responsible for setting up cones, signs and flagging vehicles. 8. Restate benefits. Ask for commitment/action. Staff has identified the following benefits for this proposal: • Initial cost savings • Reallocating resources • Little administrative overhead • More trip hazards repair • Improve efficiency • Increased customer satisfaction Staff is recommending that the Public Works Decision Making Team authorize the division to use a contractor for saw cutting on residential streets. Also, my minimum charge for cutting is 120.00 an hour up to two hours. At and over two hours the price goes to 85.00 an hour. This price is used if there is a lot of moving from location to location during one job. All traffic control and layout is to be done by the general contractor,(City of Carlsbad). The only other requirement is that the general contractor provide a washout pit for the reclaimed waters from any large jobs as the EPA is extremely strict on the disposal of mis.
