PROGRESS REPORT NO. 2
(Reporting Period: 1 November 1994 through 30 April 1995)
This second six-month progress report for the Olivenhain/Lake Hodges Pumped-Storage Water
Power Project (the Project) has been prepared to satisfy the requirements and conditions set forth in
the preliminary permit issued to the San Diego County Water Authority (Permittee) on May 20,
1994. In particular, the report, to conform with Article 8 requirements of the permit, presents an
updated summary of the Project activities including agency consultation, operating agreement
negotiation, public participation, and continuing project environmental, engineering and economic
studies conducted during the reporting period of November 1, 1994 through April 30, 1995. A
summary of activities planned for the next six-month term is also included.
The Permittee designated a liaison officer for the Project during the last reporting period. The
exact name and business address of the liaison officer who acts for the Permittee to satisfy the
Article 7 requirements of the permit are:

1.0 PROGRESS DURING THE REPORTING PERIOD
1.1 General
< During the second six-month term of the preliminary permit, the Permittee continued performing a
broad range of activities including agency consultation, operating agreement negotiation,
j community outreach effort, and preliminary feasibility studies that would meet the FERC licensing
requirements.-I
^These preliminary investigations and activities were accomplished in conjunction with the studies
'"" conducted for the Permittee's Emergency Storage Project (ESP). The ESP includes proposed
1-1 construction of new and/or expansion of existing reservoirs to provide emergency water storage
•*• needs in San Diego County. The proposed Olivenhain/Lake Hodges interconnection is a portion of
** one of the four ESP alternatives. A pumped-storage development between the two reservoirs
m would provide water transfer between the existing Lake Hodges and the proposed Olivenhain
— Reservoir during emergencies, as well as during weekly hydroelectric peaking operations. The
Project is, therefore, compatible with the ESP's alternatives. Joint study for the ESP and the**
Project is the most practical and cost effective approach to investigate technical, economic and
environmental viability of the Project.
** The draft Environmental Impact Report and Environmental Impact Statement (ETR/EJ.S) for the
— ESP is close to completion and is scheduled for release for public review in June 1995.
„. 1.2 Agency Consultation
The Permittee consulted with federal and state agencies on various environmental and land use
impact and permitting issues of the Project. These agencies included

*• engineering evaluation of the Project. The San Diego Gas and Electric Company (SDG&E) was

contacted to discuss the issue of electric rates for the Project. The San Pasqual Tribal Council was
also contacted to obtain their views and concerns on cultural, environmental and social issues
related to the Project.
1.3 Operating Agreement

The Permittee is close to completing negotiations with the City of San Diego (the City) on the joint
^ use of Lake Hodges and with the Olivenhain Municipal Water District (OMWD) on the proposed
Olivenhain Reservoir. The negotiations, conducted in conjunction with the on-going ESP
negotiations with the City and OMWD, will continue into the next six-month period.
^ 1.4 Public Participation Program

••» The Permittee continued evaluating the necessity and benefits of initiating a project specific Public
«* Participation Program (PPP) for the Project in 1995. A similar PPP was set up for the Permittee's
„ on-going ESP. The Emergency Storage Project PPP has worked effectively to inform the public
— and provide useful input to the Permittee on concerns and issues specific to the local area. A
pumped-storage project PPP, if necessary and implemented, may include activities such as
community group briefing, speakers bureau, community "open house" presentation, publication of
newsletters, public comment and suggestion, and a hotline telephone service. All of these efforts
""" are implemented for the ESP.

— 1.5 Environmental Studies
« The Permittee completed additional biological resource surveys, land use studies, and cultural
— resource surveys and analyses for revised ESP components during this reporting term. These field
investigations were performed in conjunction with the ESP environmental studies. An updated
summary of the study findings is included as Attachment A of this report. Based upon the
environmental study results, mitigation and avoidance strategies will be identified. The OMWD
""* has a certified Environmental Impact Report (HR) for construction of a 24,000 acre-foot reservoir
at the Olivenhain site. The draft EER/EIS for the ESP will be released for public review and
«• comment in June 1995.
«, The Permittee also participates in the Multiple Species Conservation Program (MSCP) and Multiple
m Habitats Conservation Program (MHCP) activities in the San Diego region.

1.6 Engineering Study
The Pennittee continued the preliminary engineering evaluation and performed the refinement for
the dam and associated facilities configurations. The Pennittee also completed a bathymetric
survey for Lake Hodges during this reporting period. These activities are consistent with the level
of detail required for feasibility studies needed to support an application for license to construct a
major water power project.
2.0 ACTIVITIES PLANNED FOR THE NEXT SIX-MONTH PERIOD
2.1 General
During the next six-month reporting period of the preliminary permit, the Permittee will continue
preliminary engineering and environmental studies that are required to support filing a license
application. Agency consultation, public participation, and operating agreement negotiations will
continue in parallel with the Permittee's on-going ESP permitting activities. The Permittee will
release the draft EER/HS for the ESP for public review in the next term. The Permittee will also
plan to conduct an independent survey for regional power demand for the Project in conjunction
with the other projects currently proposed by the Permittee.
2.2 Agency Consultation
The Pennittee will continue consulting with FERC, USFWS, USEPA, USCOE, USBLM, CDFG,
CWRCB, DSOD, the City of San Diego, San Dieguito Water District, Santa Fe Irrigation District,
OMWD, and other federal, state and local agencies and private entities and interested groups on the
environmental, engineering, economic and legal issues of the Project.«
2.3 Operating Agreement
During the next six-month period, the Pennittee plans to conclude the negotiation process with
OMWD to share the storage of the proposed Olivenhain reservoir and continue the process with the
City for joint use of the existing Lake Hodges for the Project. Draft agreements may be released
for review in the next term, and final agreements are planned to be approved in late 1995.

2.4 Public Outreach and Participation
The Permittee will continue the public outreach and involvement activities as part of the ESP.
Public comments and suggestion received will be used to assist in finalizing the ESP and the Project
studies and design. Native Americans potentially affected by the Project will be kept informed of
the progress whenever information becomes available. The Permittee will evaluate the options for
.^ an independent Public Participation Program for the Project after the on-going ESP studies are
completed in 1995.™*

2.5 Environmental Studies

The Permittee will continue studying and evaluating environmental aspects of the Project. The
«* draft EIR/EIS for the ESP is near completion and will be released for public review in the next
*i term. The ESP's environmental study results at Lake Hodges and Olivenhain reservoir sites will be
„ incorporated into the license application of the Project.

2.6 Engineering Study
Preliminary engineering evaluations will continue in the next six months. The investigations may
"" include tunnel alignment, facility sizing, preliminary hydraulics analysis, inlet/outlet and
"" powerhouse layout, construction quantity and cost estimates.
3.0 PROJECT FEASIBILITY ASSESSMENT
Based on preliminary results of environmental, engineering and economic investigations
accomplished to date, the Project appears feasible when combined with the alternatives being
studied for the ESP. The Project may not be cost-effective if developed independently of the ESP
function.

4.0 PROJECT SCHEDULE
In 1995, the Permittee will continue environmental, engineering and economic and financial
feasibility investigations for the Project in conjunction with the ESP. Final operating agreements
are planned to be executed with the City of San Diego and OMWD in late 1995. The draft license
application is planned to be distributed for agency review in late 1996 and early 1997. Attachment
B of this report details the preliminary project schedule.

ATTACHMENT A
SUMMARY OF ENVIRONMENTAL FINDINGS
AT OLrVENHATN AND LAKE HODGES RESERVOIR SITES
Biological Resources
Habitats at the Olivenhain site include southern coast live oak riparian forest,
coast live oak woodland, eucalyptus riparian forest, Diegan coastal sage scrub,
southern mixed chaparral, and baccharis scrub.
Sensitive plants include wart-stemmed ceanothus, Del Mar manzanita, sticky stone
crop, sea dalia, California adolphi, Encinitas baccharis, Englemann oak, spiny
rush, Ashy spike moss, and coast spice brush.
Sensitive animals include California gnatcatcher, blue-gray gnatcatcher,~Bewick' s
wren, great blue heron, red-shouldered hawk, Cooper's hawk, turkey vulture, San
Diego homed lizard, orange-throated whiptail, and the two-striped garter snake.
Land Use
The study area consists predominantly of vacant land with the exception of some
limited residential development (Del Dios to the east, Mount Israel to the south.
Elfin Forest to the northwest, and Harmony Grove to the north).
Cultural Resources
Potential impacts to cultural resource sites were determined not to be significant
in the Olivenhain Reservoir EIR/EA prepared for the OMWD in November 1991.
