I. Introduction
Simon Wong Engineering, in association with Brown and Caldwell, has been retained to prepare
Plans, Specifications and Estimates (PS&Es) for recommended hydraulic improvements to El
Camino Real Bridge and Cannon Road Bridge, over the Agua Hedionda Creek. The identified
hydraulic improvements consist of filling in the void space between the existing pile extensions.
This will reduce turbulence and increase flow beneath the structures.
This report is based upon guidelines and as-built plans obtained from Brown and Caldwell. The
development and evaluation of the alternatives were based upon current topographic mapping, field
survey data, hydraulic studies, and preliminary geotechnical information provided by Brown and
Caldwell.
The project proposes the following structure construction:
• El Camino Real Bridge: Infill area between columns and add debris nose.
• Cannon Road Bridge: Infill area between columns and add debris nose.
II. Existing Overcrossings
El Camino Real Bridge is a 3-span structure
comprised of simply supported prestressed
precast slab units, topped with a continuous cast
in place reinforced concrete slab. The bridge is
supported on concrete seat abutments and pile
extensions and is founded on driven pile
foundations. Cannon Road Bridge is a 3-span
structure comprised of a reinforced concrete
slab. The bridge is supported on concrete seat
abutments and pile extensions and is founded on
driven pile foundation.
El Camino Real Bridge
El Camino Real Bridge was originally
constructed in 1970 and modified in 1998 to
accommodate additional sidewalk and utility supports. Cannon Road Bridge was originally
constructed in 1998 with no modifications to the existing structure taking place. Both structures are
located over the Agua Hedionda Creek and located in the City of Carlsbad.
III. Infill Alternatives
The purpose of the infill wall between the columns is to increase the hydraulic efficiency of the
structure and eliminate areas where debris build-up and turbulence occur. Different infill alternative
options were discussed and included the use of treated timber and reinforced concrete. The use of
the timber to infill the area between the columns was not chosen due to maintenance and durability
concerns. Reinforced concrete infill walls will require little maintenance and can sustain impacts
from floating debris without damage. However, the use of reinforced concrete infill wall sections

will require seismic evaluation to assure that the addition of the walls will not adversely affect the
seismic performance of the structure.
El Camino Real Bridge
After a field review of the structure and site and a careful review of the as-built plans, it was
determined that an infill section that also encased the pile extensions would be required. This is
necessary since the as-built plans identify several different precast piles that could be used and either
driven full length or extended. The actual piles used and whether they were driven full length or
extended was not identified. In order to assure that the proposed construction would not damage any
prestressing that may be present in the pile
extensions, a wall that encases the existing piles
was required. %'

Cannon Road Bridge
The Cannon Road Bridge was constructed in
1998 and has as-built plans that identify the pile
and pile extension used and their limits. The
thoroughness of the as-built plans resulted in a
proposed reinforced concrete infill wall section
that matches the width of the existing pile
extensions and provides a smooth wall section.
Both bridges will have debris noses designed in
accordance with HEC-9 Section 6.3.2 "Debris Fins for
Bridges."
IV. Seismic Assessment
The proposed reinforced concrete infill wall sections will affect how the bridges perform during a
seismic event. Both structures were evaluated in their as-built condition and then again with the
proposed walls in place with the following results:

From the results above it can be seen that both structures are seismically sufficient in the existing
condition and also in the infill wall condition. Therefore, the proposed infill walls will not adversely
affect either structure during a seismic event.

Utilities
Dry utilities exist on both sides of the El Camino Real Bridge with a four-inch high pressure gas line
located on the south side supported off of the pedestrian widening that was modified in 1998, and an
unknown utility located on the north side. Neither ^^^
of these utilities will conflict with the proposed work ^^^^ ^^^^^t&
of an infill wall or debris nose.
Wet utilities, in the form of a 24-inch reclaimed
water line, are located on the east side of the Cannon
Road Bridge and a 16-inch reclaimed water line, and
an 8-inch water line are located on the west side of
El Camino Real Dry Utilities North Side
the structure. The wet utilities on the west side of
the Cannon Road Bridge will require design
modifications to a standard debris nose. The infill
wall will not be affected by these utilities.

VI. Geology
The project site is situated in the coastal foothills section of the Peninsular Ranges Geomorphic
Province. This geomorphic province encompasses an area that extends approximately 900 miles
from the transverse ranges and the Los Angeles Basin south to the southern Tip of Baja California.
Alluvium was encountered in the surficial subsurface evaluation of the site. Though not encountered
in these evaluations, Santiago Formation was encountered at depth during previous investigations in
1985.
The alluvium encountered generally consisted of brown, moist to wet, stiff, sandy clay and brown to
dark brown, wet to saturated, loose to medium dense, fine to coarse sand and silty clayey sand.
Based on previous investigations alluvium beneath the surface generally consisted of loose to dense,
clayey sands, silty sands and soft to stiff sandy silty clay.
Groundwater is expected to be at the water level of Agua Hedionda and Calavera Creeks.
Groundwater should be anticipated during construction.
The site is located approximately 6.5 miles west of the Rose Canyon Fault, which could generate an
earthquake with a magnitude of 7.2, resulting in a peak horizontal bedrock acceleration of 0.40g,

In the event of a design level earthquake with a peak bedrock acceleration of 0.40g liquefaction may
occur within layers of generally loose to medium dense sandy alluvium from the creek channel
surface to a depth of approximately 25 feet below the channel elevation.
In 1985 a riprap channel lining was installed starting 15 feet north of the El Camino Real Bridge to
approximately 200 feet south of the future location of the Cannon Road Bridge. The riprap lining is
comprised of half-ton riprap 3.4 feet thick with one foot of decomposed granite filter.
VII. Aesthetics
In general, the infill walls between the pile extensions will not be visible from the adjacent roads.
The debris nose will be visible from the adjacent roads and will extend approximately 26 feet
upstream of the limits of the existing bridges.
VIII. General
The infill walls and debris nose construction is located entirely within the limits of the Agua
Hedionda Creek channel.
Contractor staging areas and storage facilities have not yet been identified for this project.
The work on each structure is anticipated to be performed concurrently with the infill walls of each
structure constructed first and then the debris nose.
No disruption to vehicular or pedestrian traffic is anticipated. Best Management Practices in
accordance with the Storm Water Data Report will be required to minimize sediment impacts to the
creek.
