INTRODUCTION
The Robertson Ranch Master Plan area is approximately 398 acres of planned
development located within the north-central area of the city of CarIsbad (Figure 1).
Through the CEQA review for the Robertson Ranch Master Plan project, the project was
determined to result in siguhcant impacts to sensitive upland bioiogtcal resources.
As mitigation for these impacts, the two Robertson Ranch landowners are obligated to set
aside for permanent conservation si@cant amounts of open space, including large
tracts of native and restored Diegan coastal sage scrub ("DCSS') hbitat. This halntat
conservation and revegetation provides for a habitat corridor running diagonally
through the Robertson Ranch site from north-east to southwest, but also meanders
throughout the hiltsides of the property.
The Robertson hch is owned by two separate entities, as follows:

West Village - Robertson Family Trust
This en Land Management Plan ("Plan")
constitutes the land management plan for the open spaces of the East Village only.
The East Village open spaces subject to this Plan are identified as the East Village Habitat
Conservation Area ("EVHCA) (Figure 2). This is the area affected by the requirements
of this Plan. This Plan is intended to provide guidance to the open space manager, to
ensure the perpetual consenration and maximization of the biological resource values of
the EVHCA.
The EVHCA is being premed in accordance with the requhm& of the City of
Carlsbad Habitat Management Plan rHMP"), in comenm with the City of Carlsbad,
the U.S. Fish and Wildlife Wee ("USFWS') and the California Department of Fish and

the fdmlly listed rxlastal Glifomh gnatcatcher, as well as uther listed spedes and
dtive pht and wildlife species that are covered under the Multiple Habitat
Conservation Plan C'MHCF). A total of two (2) gnatcatchers have been observed to

The subject EVHCA constitutes the impkmmkation of the habitat comervation product
contemplated in the phnning standards for the Robertson Ranch property idded in

'IPle purpose of this Plan is ta establish parameters for the long-term management and
protection of the biological resources of the WCA. This Plan indudes a component for
managing and monitoring riparian systems in the Robertsm Ran& pme and covered
qeck assmiatd with these areas. The Plan also includes areas which presently contain
high-value DCIS resou-, areas which will be restored horn agdcultural lands to DCSS
habitat over an approximate 5year perid, and areas which will undergo re-introduction
of native hy- which are expd to re-vegetate naturally over a longer period
of time. The intmt is to assure that, through proper management, mahkmme and

implmnentation of this Plan, it is antiapated &it the open space area; (a) will persist and

biolo~ly integrated into the overall open space network of the City of Carlsbad, (c)
will remain consistent with the requirements of the HMP, Id) will provide a wild&
movement corridor for HMP covered species, coyotes, and mesopredabrs, and (e) will
provide livein habitat for HMP mvered spedes with the ptential to ocaw on-site.

mmmvation area, ccarserving both the diversity and functicm of the -tern through
pmservation of and adaptive management of the wgetation communitk This plan will
outline the resources and clwracteristia of the EVHCA, and provide a brief overview of
gmeral kneb of conservation biology for natural areas management as it applies to this
area.

Imvlementatim of the HMP
This Plan is dstent with the California Natural Communities Conservation Ikming
("NCCF') Act and with th City of Carlsbad's Habitat Management Plan ("-7 and the
North County Multiple Habitat Conservation Program ("MHCF'). It is apected that
future development activity within San Diego County will necessitate the mitigation of
impads to endangered and sensitive species and biologically htive habitats through
the pmwvation of on-site lands which possess comparable habitat vdues. The
biologd vatues on-site, along with the property's proximity to adjacent large areas of
natural habitat and surrounding pm, and its amwctivity to the pmtwkd open
space lands cxlcupied by Iisted and dtive spies, Ied to its conservaticm. All
manapent and monitoring activities outlined in this plan will remain mns~t with
all MHCP and I-IMPS standards and poLcies in the future.
The EVI-3C.A constitutes the eastern portion of Linkage Area B between Core 83 and Core
#4 of the Carlsbad W. As such, it is intended that this upr~ space program is to be
maintained as a functimal biological linkage between preserve lands around Lake
Calavera, Calavera Hills ad preserved lands to the wt, and the Robertson Ran& West
Village habitat corridor and Agua Hedionda Lagoon wetlands open sv to the west.
The EVHCA is located within M Fadities Management Zone 14, the southern portion
of which encompasses Robertson Ranch It is dominated by agridtural fields, with
scattered areas of Non-native Gmdands rNNG") and DCS. It is the ht of this East
Village Open Space Management Plan to implement the program of habitat bge
duough Zone 14 through implementation of the megetation and amsewation program
described in this Plan
