The purpose of this report is to analyze the operations at two key intersections along El Camino Real for the existing and Year 2030 traffic conditions. The analysis will identify the roadway improvements, which are necessary at key intersections to achieve acceptable Levels of Service (LOS D). Figure 1-1 shows the general vicinity ofthe project and Figure 1-2 shows a more detailed project area map. 1.1 Study Area The scope of the study area was developed in coordination with the City of Carlsbad and LLG's working knowledge of the local transportation system. Existing transportation conditions in the study area include roadway geometries, traffic control, and peak period/daily traffic flow. 2.1 Street Network The principal roadways in the project study area are described briefly below. The description includes the physical characteristics, adjacent land uses, and intersection traffic control. Figure 2-1 illustrates existing transportation conditions. El Camino Real is classified as a Prime Arterial in the City of Carlsbad Circulation Plan. It is a four-lane divided roadway between Chestnut Avenue and Tamarack Avenue. The posted speed limit is 55 mph within the project area and bus stops and bike lanes are provided. Curbside parking is prohibited. Chestnut Avenue is not classified in the City of Carlsbad Circulation Plan. Chestnut Avenue currently provides one travel lane in each direction. The posted speed limit is 35 mph west of El Camino Real and 30 MPH east of El Camino Real. Tamarack Avenue is classified as a Secondary Arterial/Collector in the City of Carlsbad Circulation Plan. Tamarack Avenue currently provides two travel lanes in each direction. The posted speed limit is 35 mph west of El Camino Real and 45 MPH east of El Camino Real. Bike lanes, curbs, gutters, and sidewalks are provided and parking is prohibited. 2.2 Existing Traffic Volumes Existing weekday AM and PM peak hour traffic volumes were collected at the study intersections to capture peak commuter activity. The peak hoiu^ manual turning movement counts were conducted in December 2005, while schools were in session. Counts were conducted during both AM (7:00-9:00) and PM (4:00-6:00) peak periods. Segment counts in the vicinity of the project area were obtained firom City of Carlsbad. AM peak hour counts were counted again in February 2006 to revaluate the traffic volumes used in the traffic study. Appendix A contains the intersection and segment count sheets. Figure 2-2 depicts the peak hoiu" intersection turning movement and segment volumes at the study area intersections and segments. These volumes were utilized in this report. Appendix F contains excerpts from the study with the 2030 forecasted volumes. Figure 3-1 illustrates forecasted 2030 traffic volumes. 3.2 Year 2030 Traffic Volumes - El Camino Real / Chestnut Avenue intersection The SANDAG 2030 Combined North County Model ADT volumes and the El Camino Real / Tamarack Avenue intersection (Year 2030 TIF) volumes were utilized to forecast the Year 2030 traffic volumes for the El Camino Real / Chestnut Avenue intersection. The forecast ADT volumes were used to calculate peak hoiu: volumes based partially on the existing relationship between ADT and peak hoiu* volumes. The forecast volumes were then checked for consistency between the intersections and the through volumes on El Camino Real were revised accordingly. It is a qualitative measure used to describe a quantitative analysis taking into account factors such as roadway geometries, signal phasing, speed, travel delay, freedom to maneuver, and safety. Level of Service provides an index to the operational qualities of a roadway facility. Level of Service designations range from A to F, with LOS A representing the best operating conditions and LOS F representing the worst operating conditions. Additional categories of LOS F have been developed to identify varymg degrees of congestion on freeway facilities. The "measures of effectiveness" (MOEs) represented by the Level of Service designation are reported differently for signahzed intersections, roadway segments, freeway segments, freeway merge and freeway diverge locations. p Signalized intersections were analyzed under AM and PM peak hour conditions. Average vehicle delay was determined utilizing the methodology found in Chapter 16 of the 2000 Highway Capacity Manual (HCM), with the assistance of the Synchro (version 6) computer software. Figure 3-1 illustrates the intersection lane configurations utilized in the analysis. Appendix B contains the signal design sheets for the study intersections, which were used in the intersection analysis. Appendix C contains the intersection calculation worksheets. Table 5-1 summarizes the existing signalized intersections level of service. Year 2030 recommended intersection improvements are illustrated on Figure 7-1. The following is a summary ofthe recommended intersection geometric and operational unprovements. 7.1.1 Bl Camino Real/Chestnut Avenue The intersection is projected to operate at LOS D for Year 2030 and no intersection improvements are required. 7.1.2 El Camino Real / Tamarack Avenue The intersection is projected to operate at LOS F for Year 2030 (without improvement). Based on the analysis, the following intersection geometric and operational improvements are recommended: • Provide additional northbound and southbound thru lanes on El Camino Real; • Provide additional northboimd left -turn lane on El Camino Real; Table 7-1 summarizes the Year 2030 (with improvements) EI Camino Real / Tamarack Avenue intersection's level of service. Appendix E contains the intersection calculation worksheets.
