Project Information
1. Introduction and Project Description:
The intent of this WPCP document is for it to be utilized as a starting point for tire Contractor to
develop a custom set of Best Management Practices (BMP's) that match \
construction operations. The City of Carlsbad will provide an electronic copy of this WPCP fo. the
Corctor's use and once finalized, printed and signed it is to be adhered to during construction.
The project consists of installing a stornr dram at the undercrossmg of Chestnut Avenue and
Mersia4 5 The work consists of construction of a new 18" ston. dram withm the street roadway.
2. Unique Site Features:
We are maintaining minimum cover over the pipe to minimize impacts to the existing roadway
prism.
3. Project Schedule (gi-aphical):
The City of Carlsbad will require the successful construction Contractor to finalize this "Baseline"
WPCP to ensure that the responsibility of its' continuous implementation rests with him or h . A
Z of the project start up, the Contractor will be required to prepare a detai ed project schedule that
outline! all of the major tasks m chronological order and all related BMP's shall be scheduled
accordingly.
The Contractor is required to eontmously maintain the project area in a clean and orderly

for pollution. The required erosion and sediment control materials, such as giavel bags, stieet
sweepers, etc., shall be accessable and available at all times.
Construction is expected to start in Aj^ril 2010 and be completed by October of 2010.
4. Potential Pollutant Sources:
Existing AC materials removed from the site, exposed native material as a result of removal and
placement of existing sidewalk and eurb/gutter and pipe trenching. Construction equipment fluids
(gas, oil, etc.) and tracking of debris and dust at the site.

No slopes are created with this project. The project removes and replaces concrete or AC pavement.
SS-1 - The contractor will prepare a schedule showing the duration for all necessary BMP measures.
SS-2 - Although work is entirely within the street, the contractor is responsible for maintaining any
existing vegetated slopes in their current conditions.

30.4 Construction BMP Maintenance, Inspection, and Repair
A completed Inspection, Maintenance, and Repair Program shall be provided in Attachment B of the

trained staff at the following minimum frequencies:

Amendments
The WPCP shall be amended whenever there is a change in construction or operations that may
cause the discharge of significant quantities of pollutants to surface waters, ground waters, municipal
storm drain systems, or when deemed necessary by the Resident Engineer. All WPCP amendments

50.1 Discharge Reporting
If a discharge occurs or if the project receives a written notice or order fi-om any regulatory agency,
the contractor will immediately notify the Engineer and will file a written report to the Resident
Engineer within 7 days (3 days for Districts 7 and 11) of the discharge event, notice, or order.
Corrective measures will be implemented immediately following the discharge, notice or order. A
Notice of Discharge form is provided in Attachment E. All discharges shall be documented on a
Discharge Reporting Log in Attachment F.
The report to the Resident Engineer will contain the following items;
• The date, time, location, nature of operation, and type of discharge, including the cause or
nature of the notice or order.
• The BMPs deployed before the discharge event, or prior to receiving notice or order.
• The date of deployment and type of BMPs deployed after the discharge event, or after
receiving the notice or order, including additional BMPs installed or planned to reduce or
prevent re-occurrence.
• An implementation and maintenance schedule for any affected BMPs.
Discharges requiring reporting include:
• Stormwater from a DSA discharged to a waterway without treatment by a temporary
construction BMP.
• Non-stormwater, except conditionally exempted discharges, discharged to a waterway or a
storm drain system, without treatment by an approved control measure (BMP).
• Stormwater discharged to a waterway or a storm drain system where the control measures
(BMPs) have been overwhelmed or not properly maintained or installed.
• Discharge of hazardous substances above the reportable quantities in 40 CFR 117.3 or 302.4.
• Stormwater runoff containing hazardous substances from spills discharged to a waterway or
storm drain system.
• Discharges that may endanger health or the environment.
