Town and Country Road, Suite 42 Orange, CA 92868 (714) 571-5500 FAX (714) 571-5599 o UJ X o z 3 (PL La Costa Resort and Spa - Potable Water Study October 13,2004 INTRODUCTION The purpose of this study is to analyze the on-site existing and proposed water facilities for the development of tiie LCR&S Master Plan (Master Plan). The Master Plan consists of remodeling several of the existing LCR&S facilities and the construction of 197 villas. The following analysis of the LCR&S water facilities is based on requirements outlined by the City of Carlsbad and data received from Mike Cusick of KSL Resorts, MDS and Associates, Inc. and included in the Carlsbad Municipal Water District (CMWD) Water Master Plan Update (MP), dated March 2003. The LCR&S is located within the CMWD service area. The LCR&S is located in the 318 Pressure Zone. The 318 Pressure Zone is supplied by several pressure reducing stations (PRS). The primaiy feeds to the 318 Zone and LCR&S are the Lower El Fuerte PRS (HGL 353), located easterly ofthe LCR&S, and the Ayres PRS (HGL 334) located northerly ofthe LCR&S. ANALYSIS A hydraulic computer simulation model (model) was developed to evaluate the LCR&S water distribution system to serve the existing and new facilities. The purpose of the model is to identify peak demands, fire flows and pipeline velocities resulting from the construction of the proposed 197 Villas (categorized as multi-family dwellings). The criteria used for the evaluation is based on the CMWD planning and design criteria outlined in the City of Carlsbad Engineering Standards (2004 Edition) and the CMWD MP (March 2003). If any discrepancy in values between the two documents was encountered the most conservative value was used for the evaluation. A sunmiary of the criteria used for the evaluation is provided in Table I. The existing demand is based on data included in the Costa Resort and Spa Water Distribution System Hydraulic Analysis, dated March 24, 2004 and prepared by MDS Consulting. The hydraulic network included the Lower El Fuerte PRS and the Ayres PRS as the primary feeds for LCR&S. The majority of the existing pipelines are constructed of asbestos cement pipe with some of the larger pipelines constructed of PVC pipe. A Hazen-Williams coefficient of 140 and 150 were used for the asbestos cement pipe and PVC pipe, respectively. The hydraulic computer model was developed for the existing system and then calibrated using the results of a fire flow test from a fire hydrant (Node J-30) located at the southeast comer of Estrella De Mar and Costa De Mar. (Note: The P-200 Series pipes in the model represent pipes to be abandoned and are shown gr^hically but were closed for all simulations.) Once the model was calibrated, the model was revised to simulate the ultimate water distribution system improvements. Exhibit A shows the ultimate water distribution system used for the following computer simulations: 1. Average Day Demand 2. Maximum Day Demand 3. Maximum Day Demand plus Fire Flow (3,000 gpm) 4. Peak Hour Demand The results ofthese simulations were analyzed for conformance with the criteria described above and provided in the CMWD planning and design criteria outlined in the City of Caiisbad Engineering Standards (2004 Edition) and the CMWD MP (March 2003). The results of the simulations are included in Appendix A. The results, included in Appendix A, include the dynamic pressure at each node while delivering the required fire flow of 3,000 gpm and the fire flow available at each node with a 20 psi residual pressure. The 3,000 gpm fire flow demand at each node is very conservative as the planning criteria will allow the 3,000 gpm fire flow demand to be delivered by two fire hydrants. Review of the simulations computed for this study indicates that the ultimate distribution system is more than sufficient to meet the City of Carlsbad and the CMWD requirements for the water distribution system to serve LCR&S.
