Subject: Water System Analysis for Poinsettia Commons
This letter summarizes our analysis and recommendations for providing potable and
recycled water service to the Poinsettia Commons development. The proposed
development consists of thirteen buildings comprised of commercial and multifamily
residential units. The project is located at the intersection of Avenida Encinas and
Embarcadero Lane. The project is located within the Carlsbad Municipal Water District's
318 Water Pressure Zone for potable water service and 385 Zone for recycled water
service.
Existing potable water service lines within the vicinity of the project include a 12-inch
water line in Avenida Encinas and an 8-inch water line in Embarcadero Lane. We
recommend that water service connections be made to the existing 318 Zone water
pipeline in Embarcadero Lane to serve the project. Based on pad elevations ranging from
56 to 58 feet, maximum static pressures for the project will range from 112 to 113 psi.
Water Demands
The two demands used to design the system are domestic demands from the buildings and
fire flow demands. Table 1 summarizes the projected fixture units for the project based
on information provided by the building architect. Using this information and

extrapolating Chart A-2 from the Uniform Plumbing Code, the total project fixture unit
count of 2,139 was determined to have an estimated peak water demand of 340 gpm.
Appendix A provides a detailed fixture unit count breakdown for the building plan and
provides Chart A-2 from the Uniform Plumbing Code.

Table 2 summarizes the maximum number of Water Fixture Units that can be served by
a given pipe diameter based on a maximum pipeline velocity of 8.0 feet per second. This
table was used to size recommended building service laterals.

A design fire flowrate of 4,000 gpm for commercial developments and 3,000 gpm for
multifamily developments were used in the fire system analysis, based on the 2003
Carlsbad Municipal Water District Water Master Plan. Fire sprinkler pipe sizing and
design are not considered in this water system analysis and will be provided by others.

Proposed Domestic Water System
Based on pad elevations ranging from 56 to 58 feet, the maximum static pressure within
the 318 Zone will range from 112 to 113 psi. Domestic water service connections for each
of the proposed buildings will be made to the existing 8-inch water line in Embarcadero
Lane. Each of the connection points will have a cluster of water master meters and
associated reduced pressure principle backflow preventers. The sizing and quantity of
water meters in a cluster is not considered in this water analysis and will be determined
by others. Table 3 provides the recommended water connection lateral sizes for each
building. Figure 1 displays the existing and recommended water system layout for the
project.

Model Development. Analysis using the KYPIPE computer software developed by the
University of Kentucky determined residual pressures throughout the fire protection
system. This computer software utilizes the Hazen-Williams equation for determining
headless in pipes. The Hazen-Williams "C" value used for all pipe sizes in our analysis is
120.
The fire protection system was modeled with an estimated hydraulic grade line of 288 feet
at the existing 12-inch water main in Avenida Encinas. The fire protection system has
been designed to provide a minimum residual pressure greater than 20 psi under a fire
flow scenario at all locations within the proposed project development. For the project, a
fire flowrate of 3,000 gpm was modeled at nodes 28 and 40. A fire flowrate of 4,000 gpm
was also modeled at nodes 8 and 28.
The results of the computer analysis indicate that adequate water pressures are provided
to the Poinsettia Commons project. Furthermore, fire flow requirements are being met
with greater than 20 psi residual pressure at all locations within the project. Appendix B
provides the computer modeling output and Exhibit A provides the corresponding node
and pipe diagram.
Recycled Water
There is some potential for the use of recycled water on the site to irrigate the common
landscaped areas within the project. This is proposed to be accomplished by making a
single connection to the existing 12-inch recycled water line in Avenida Encinas. Figure 1
provides the approximate location of the existing recycled water line and proposed service
connection.
The 12-inch recycled water line is part of the City's 385 Zone recycled water system. With
service from this zone, maximum static pressures on the project are expected to range
from 142 to 143 psi.

Conclusions and Recommendations
1. The recommended potable and recycled water facilities for the Poinsettia
Commons project are shown on Figure 1.
2. We recommend that building water service lateral sizes of P/2 inches to 21A
inches be used to connect to the existing 8-inch water transmission line in
Embarcadero Lane.
3. The location and sizing of the water meters and backflow preventers are not
considered in this water analysis and will be determined by others.
4. All fire hydrants on the project will be connected to the existing 8-inch water
line in Embarcadero Lane.
5. Individual pressure regulators should be installed on all potable water services
to maintain maximum water service pressures to the buildings at 80 psi.
6. Recycled water can be provided to the project by connecting to the existing 12-
inch recycled water line in Avenida Encinas.
