Section 5416. Health and Safety Code, State of California
There shall be not less than one water closet for each 20 employees or fractional part thereof working at a
constniction job site. Jhe water closet shall consist of a patented chemical type toilet.
For the purpose of this section the temi construction site shall mean the location on which actual constmction of a
builciing is in progress.
A violation of this section shall constitute a misdemeanor.
All construction or wo* for which a pemnit is required shall be subject to inspection and all such constnjction or work
shall remain accessible and exposed for inspection purposes until approved by the inspector. Work shall not be done
beyond the point indicated in each successive inspection without first obtaining the approval of the inspedor.

To address post-development pollutants that may be generated from development projects, the City requires that new development and
significant redevelopment priority projects incorporate Permanent Storni Water Best Management Practices (BMP's) into the project
design per the City's Standard Urban Stonnwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards
(Volume 4, Chapter 2) at www.carisbadca.aov/standards.
Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision,
discretionary pemnits and/or constnjction permits). The results of the questionnaire determine the level of stonn water standards that
must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to
'Standard Stomiwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many
aspects of project site design are dependent upon the stonm water standards applied to a project.
Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has
responsibility for making the final assessment after submission of the development application, if staff determines that the questionnaire
was Incorrectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return
ofthe development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City.

site plan, a minor grading permit for this project is required. Developer shall process

and permit fees per the city's latest fee schedule.
3. Developer shall comply with the city's Stormwater Regulations, latest version, and shall

4. This project is subject to 'Priority Development Project' requirements. Developer shall
prepare and process a Storm Water Management Plan (SWMP), subject to city engineer
approval, to demonstrate how this project meets new/current storm water treatment
requirements per the city's Standard Urban Storm Water Management Plan (SUSMP),
latest version. In addition to new treatment control BMP selection criteria in the SUSMP,
the developer shall use low impact development (site design) approaches to ensure that
runoff from impervious areas (roofs, pavement, etc.) are drained through landscaped
(pervious) areas priorto discharge. Developer shall pay all applicable SWMP plan review
and inspection fees per the city's latest fee schedule.
5. Developer shall complete and submit to the city engineer a Project Threat Assessment
Form (PTAF) pursuant to City Engineering Standards. Concurrent with the PTAF,
developer shall also submit the appropriate Tier level Storm Water Compliance form and
appropriate Tier level Storm Water Pollution Prevention Plan (SWPPP) as determined by
the completed PTAF all to the satisfaction of the city engineer. Developer shall pay all
applicable SWPPP plan review and inspection fees per the city's latest fee schedule
