Subject: Soils at 1002 Canvasback Ct., Carlsbad, CA
Dear Tamara:
A test pit about 18" into grade was dug at the above address in the location where one of
the proposed pad footings will be. The soil at the bottom of this pit appears to be
adequately compacted and would fit in the class 5 category in the IBC table 1806.2.
Although no testing of the soil has been done, it is my opinion that the soil would be
adequate for the 1500 psf allowable bearing as given in the table.

side patio differ between the existing and proposed floor plans. If any other
windows are being altered or replaced, please provide a key for window operation
abbreviations (MU, SC, etc) so adequate emergency egress, light and ventilation,

• EXITS, STAIRWAYS, AND RAILINGS
10. Guards (Section R312): Please detail new interior guard (plans state to match
existing, but it must be shown to comply with the current code) and exterior
guards along stairs (structural detail does not match the architectural here)

b) Openings between railings shall be less than 4". The triangular openings

19. Please provide a copy of the project soil report. All new residential buildings,
including additions, require a soils report. An update letter is required if the report
is more than 3 years old. Please note that this project does not comply with the
exception for some additions since it is a second story addition. (There is an
exception only if a room addition is less than 500 sq. ft. in area and only one story.
The maximum allowable soil bearing value used in any design must be 1000 psf
for this exception). It is a requirement of the City of the City of Carlsbad that a
soil report (dated within the last 3 years) be provided for any second story
addition. Please provide a soil report.
20. /fthe soils engineer recommends that he/she review the foundation excavations.
Note on the foundation plan that "Prior to the contractor requesting a Building
Department foundation inspection, the soils engineer shall advise the building
official in writing that:
a) The building pad was prepared in accordance with the soils report,
b) The utility trenches have been properly backfilled and compacted, and
c) The foundation excavations, the soils expansive characteristics and bearing
capacity conform to the soils report."

complete.
• PLANS
1. All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code). Current set is
stamped and signed. This will be re-verified on final sets.
2. Please specify the square footage of the deck and exterior stair additions under
the Project data section on sheet A-1.
3. Please identify pool as existing on the site plan.
4. On the cover sheet of the plans, specify any items that will have a deferred
submittal (fire sprinklers, if required). Additionally, provide the following note on
the plans: "Submittal documents for deferred submittal items shall be submitted
to the registered design professional in responsible charge, who shall review

system installed. If so, then provide a note stating that any additions/alterations
will be provided with an automatic residential fire sprinkler system. Section

10. Guards (Section R312):
a) Provide a detail for the new portion of the interior guard at the upstairs hall
and new catwalk. It must comply with the current code:
i) Shall have a height of 42" (may be 34" along the sides of stairs).
ii) Openings between railings shall be less than 4".
iii) Shall be detailed to show capability to resist a concentrated load of
200 pounds in any direction along the top rail. Table R301.5.
b) For the glass guard at deck (which does not have a top guard rail):
(Section R312 and CBC section 2404.1).
i) The minimum height is 42".
ii) The glass guard must be laminated tempered glass or heat-
strengthened glass of at least 2 plies of the same thickness and
same glass type.
iii) Provide complete structural calculations for the glass, base shoe
and connection of the base shoe to the beam below. All must be
capable of resisting a concentrated load of 200 pounds in any
direction along the top with a factor of safety of 4 per Table R301.5
and section 2407 .1 CBC.
11. Please provide stairway and landing details. Section R311.7.
a) Maximum rise is 7-3/4" and minimum run is 10", measured from the
nosing projection. Where there is no nosing, the minimum run is 11 ".
(Specify this at new interior steps up to bedroom as well).
b) Minimum headroom is 6'-8".
c) Minimum width is 36".
d) The greatest riser height within any flight of stairs shall not exceed the
smallest by more than 3/8 inch. The greatest tread depth within any flight
of stairs shall not exceed the smallest by more than 3/8 inch.
e) A nosing (between%" and 1-%") shall be provided on stairways with solid
risers. Exception: No nosing is required if the tread depth is at least 11
inches. Section R311.7.5.3.
f) Dimension each landing to be minimum 36" x 36".
g) Show all stair and landing framing on the framing plan. (Including required
support posts). Show all required footings for stair support on the
foundation plan (it appears some are missing).
12. The walls and soffits of the enclosed usable space under stairs shall be
protected on the enclosed side with %-inch gypsum board. Section R302.7.

13. Handrails (Section R311.7.7):
a) Shall be provided on at least one side of each stairway with four or more
risers.
b) Handrails and extensions shall be 34" to 38" above nosing of treads and
be continuous.
c) The handgrip portion of all handrails shall be not less than 1-% inches nor
more than 2 inches in cross-sectional dimension. See Section R311.7.8.3
for alternatives.
d) Handrails projecting from walls shall have at least 1-% inches between the
wall and the handrail.
e) Ends of handrails shall be returned or shall have rounded terminations or
bends.
f) Please detail handrail attachment to glass guard.

19. Please provide a copy of the project soil report. All new residential buildings,
including additions, require a soils report. An update letter is required if the report
is more than 3 years old. Please note that this project does not comply with the
exception for some additions since it is a second story addition. (There is an
exception only if a room addition is less than 500 sq. ft. in area and only one story.
The maximum allowable soil bearing value used in any design must be 1000 psf
for this exception).
20. /fthe soils engineer recommends that he/she review the foundation excavations.
Note on the foundation plan that "Prior to the contractor requesting a Building
Department foundation inspection, the soils engineer shall advise the building
official in writing that:
a) The building pad was prepared in accordance with the soils report,
b) The utility trenches have been properly backfilled and compacted, and
c) The foundation excavations, the soils expansive characteristics and
bearing capacity conform to the soils report."
21. Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soils report are properly
incorporated into the construction documents (if required by the soil report).
22. Please identify existing elements at detail A/A-7.
23. Please specify the depth below lowest adjacent grade at footing details on sheet
A-7.
24. Please expand foundation plan to show all existing continuous and pad footings
which are supporting new loads. Specify their width and depth below lowest
adjacent grade.
25. Please show location and sizes of all the existing headers, beams and posts
below the new addition which support the new loads (including at deck
extension).
26. Show the post to support the ridge beam.
27. Clarify what is supporting the new catwalk joists at the east end. It appears a
new beam may be required.

f) Extension of the existing wall with a cripple wall above.
g) The attachment of existing truss bottom chords to new floor joists (since
the bottom chords are not likely to be able to span 15' on their own).
29. Please provide structural calculations by a licensed engineer or architect for the
following:
a) New ridge beam spanning 15' above new bedroom.
b) To justify that the existing footings are adequate to support the new plus
existing loads. The allowable soil bearing value specified by the soil
engineer may not be exceeded.
c) To justify that existing headers, beams and posts are adequate for the
new and existing loads.
d) To justify the triple cantilevered joists supporting the 4x12 deck beams
and the connection of the 4x12s to the cantilevered joist.
e) For lateral loads at both levels, including the exterior wall lines at the
addition and the interior wall lines between the addition and the existing
house.(The plans do not comply with the conventional construction
bracing provisions outlined in the CRC because of all the openings at both
levels at the back exterior wall).
f) For lateral loads at the deck and stairs (or provide and detail knee braces
in both directions at each post).
30. Nails for shear transfer connection (using A35's, etc.) may not be driven parallel to
the flanges of T Jl's (i.e., along the sides), per city policy, unless specific written
approval from Trus-Joist Macmillan is first obtained. Details or notes on the plans
should make this clear. Nails may be driven perpendicular to T JI flanges.
31. Please complete the attached Carlsbad Special inspection agreement if special
inspection is required (ie epoxy anchors for retrofit hold downs).
• MECHANICAL I ELECTRICAL
32. It appears from the energy calcs that the existing FAU is to be used to heat the
new bedroom. Please specify this on the plans and that existing ducts are to be
extended.

33. Show that chimney shall extend at least 3' above the highest point where it
passes through a roof and at least 2' higher than any portion of a building within
a horizontal distance of 10 feet. CMC Section 802.5.4.
34. Show on the plans receptacle outlets in the addition area located so as to
comply with CEC Article 210.52. (In bedroom, at least one in new hallway
(catwalk), and at least one exterior outlet at deck).
35. Include on the plans the following specifications for new electrical devices
installed in dwellings: CEC Article 210 & 406
a) Tamper resistant receptacles for all locations described in 210.52 (i.e., all
receptacles in a dwelling).
b) Weather resistant type for receptacles installed in damp or wet locations
(outside).
c) Arc-fault protection for all outlets (not just receptacles) located in rooms
described in NEC 210.8(A): bedroom, hall
d) GFCI protected outlets for locations described in NEC 210.8: (outdoors).
36. Show at least one wall switch-controlled lighting outlet to be installed in every
habitable room; in bathrooms, hallways, stairways, attached garages, and
detached garages with electric power; and at the exterior side of outdoor
entrances or exits. At interior stairways show 3-way switching for lighting outlets
at each floor level where there are six or more steps. CEC Article 210.70(A). For
addition area.
37. Specify on the plans whether the existing house was built before or after 1994.
For additions or improvements to a residence built before 1994, note on the
plans that existing "noncompliant" fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced. Certification of compliance shall be given to the building
inspector prior to final permit approval. California SB407.

• RESIDENTIAL GREEN BUILDING STANDARDS
The California Building Standards Commission has adopted the Green Building
Standards Code which became effective January 1, 2011 and must be enforced by the
local building official. The following mandatory requirements for residential construction
must be included on your plans. CGC Section 101.3. The Standards apply to newly
constructed residential buildings, along with additions/alterations that increase the
building's conditioned area, volume or size. CGC Section 303.1.1. Provide a sheet on
the plans labeled "Green Building Code Requirements" and include the following
notes as applicable.
38. Storm water drainage/retention during construction. Note on the plans:
Projects which disturb less than one acre of soil shall manage storm water
drainage during construction by one of the following: A. Retention basins. B.
Where storm water is conveyed to a public drainage system, water shall be
filtered by use of a barrier system, wattle or other approved method. CGC
4.106.2.
39. Grading and paving. Note on the plans that site grading or drainage system will
manage all surface water flows to keep water from entering buildings (swales,
water collection, French drains, etc.). CGC 4.106.3. Exception: Additions not
altering the drainage path.
40. Note on the plans that when a shower is provided with multiple shower heads,
41. Recycling. Note on the plans that a minimum of 50% of construction waste is to
be recycled. CGC 4.408.1.
42. Recycling. Note on the plans that the contractor shall submit a Construction
Waste Management Plan to the jurisdiction agency that regulates waste

44. Note on the plans that the gas fireplace(s) shall be a direct-vent sealed-
combustion type. Woodstove or pellet stoves must be US EPA Phase II rated
appliances. CGC 4.503.1.
45. Pollutant control. Note on the plans that during construction, ends of duct
openings are to be sealed, and mechanical equipment is to be covered. CGC
4.504.1.

46. Pollutant control. Note on the plans that VOC's must comply with the
limitations listed in Section 4.504.3 and Tables 4.504.1, 4.504.2, 4.504.3 and
4.504.5 for: Adhesives, Paints and Coatings, Carpet and Composition Wood
Products. CGC 4.504.2.
47. Interior moisture control. Note on the plans that concrete slabs will be
provided with a capillary break. CGC 4.505.2.1.
48. Interior moisture control. Note on the plans that the moisture content of wood
shall not exceed 19% before it is enclosed in construction. The moisture content
needs to be certified by one of 3 methods specified in Section 4.505.3. Building
materials with visible signs of water damage should not be used in construction.
The moisture content must be determined by the contractor by one of the
methods listed in CGC 4.505.3.
49. Note on the plans that prior to final inspection the licensed contractor, architect
or engineer in responsible charge of the overall construction must provide to the
building department official written verification that all applicable provisions
from the Green Building Standards Code have been implemented as part of the
construction. CGC 102.3.
• ENERGY CONSERVATION
50. "Compliance with the documentation requirements of the 2013 Energy Efficiency
Standards is necessary for this project. Registered, signed, and dated copies of
the appropriate CF1 R, CF2R, and CF3R forms shall be made available at

all remaining sets of plans and calculations/reports directly to the City of Carlsbad

1. Please update expiration date on engineer's seals on plans and calcs.
2. Red-clouded counter corrections from the originally approved plans need to be

reduction of the number of beams. Also, these beams are not fully laterally
braced.
4. The upper wall at gridline A is now being altered, with possible reduction in shear
wall length. Please address lateral loads here in the structural design.
